Most private residential and commercial permits are administered by local cities and counties, while the Alabama Division of Construction Management has a narrower state role for state-owned or state-funded work, K–12 schools, public higher education, hotels, motels and movie theaters. The state's 2021 IBC was amended March 17, 2025, and Alabama law adds a statewide residential-code duty for home builders beginning January 1, 2027.
