Inside Prichard, the City of Prichard Inspections Department issues permits for building, electrical, plumbing, mechanical, demolition, sign and right-of-way work. Applications are filed in the City’s iWorQ permitting and inspection portal, and the zoning must be confirmed before a permit is issued. Plan review costs $75 for a new house and $250 for a commercial project, and the permit fee is then based on the cost of construction.

What requires a building permit in Prichard?

The Inspections Department lists permits for building, electrical, plumbing, mechanical, demolition, signs and right-of-way work. The building application in the City portal breaks that down into these project types:

Structures

  • New construction
  • Addition
  • Remodel or renovation
  • Repair
  • Roofing
  • Deck
  • Fence
  • Pool
  • Mobile home and tiny home
  • Temporary structure
  • Demolition

Systems, site and use

  • Electrical, including a temporary pole or generator
  • Plumbing
  • Mechanical
  • Sign
  • Site work
  • Occupancy change
  • City event

A sign permit is needed to install a new permanent sign, to replace or relocate an existing one, or to change a sign’s structure or mounting. Excavation in the public right-of-way, in paved or unpaved areas, needs its own permit.

Who issues building permits in Prichard?

The City handles inspections, zoning and permitting in one department, which issues the permits and schedules every inspection. Fire inspections and fire permits are coordinated through the same process, according to the Fire Department.

Mobile County’s Inspection Services Department regulates construction in unincorporated Mobile County only, so work inside the Prichard city limits is permitted by the City.

Prichard’s permit portal and applications

The portal has 4 online applications: Building, Plumbing, Electrical and Mechanical. Each asks you to pick the property and the contractor from the City’s records, fill in the required fields and upload plans or documents. Contractors should have their contractor access code ready, and a contractor whose licence has expired cannot submit the form. Existing permits can be looked up by permit number.

The building application requires the square footage, project cost, a description and the property’s zoning class, such as R-A, R-3, B-2, B-4 or I-1.

The department also uses a Sign Permit form, a small-project application to excavate in the right-of-way, and a Cell Tower Permit Application. A cell tower filing needs a complete set of drawings, a site plan, the plan review fee, a Prichard business licence, state licence documents and a copy of the signed contract.

Prichard permit fees

Prichard does not post a full fee table. The Inspections Department publishes its plan review fees and the basis for the permit fee:

Electrical, plumbing and mechanical permits in Prichard

Electrical, plumbing and mechanical work each has its own application in the City portal, and each trade is inspected in 3 stages: underground, rough-in and final. The plumbing rough-in requires a water test.

When power has been off at a building for 6 months or more, the City uses a 6-month courtesy inspection before service is restored. That permit does not authorize any work. Electrical repairs found necessary must be done by a licensed electrician under a permit, and only the electrician calls for the service inspection. Items the inspector commonly checks include:

  • Interconnected smoke detectors with battery backup
  • Covers on switches and receptacles, with no exposed wires or open panel spaces
  • Meter can and panel in good, code-compliant condition, and a ground rod
  • GFCI protection near sinks and bathrooms
  • Burglar bars that open from inside without a key or tool

Once an inspection is released to Alabama Power, the City cannot say when the utility will connect power.

What Prichard needs before it issues a permit

Every application

  • Owner name and contractor name
  • Complete property address; a lot number is not accepted
  • Contact phone number
  • Details of the permit requested
  • Proof of property ownership for a homeowner permit
  • A signed affidavit from the owner if the applicant is not the owner
  • Zoning verification showing the use is allowed

Plans for review

  • Building plans and a site plan
  • Additions and new structures: setbacks, openings and exits shown
  • Commercial buildings: architectural drawings may be required
  • Flood map review, with an Elevation Certificate if the site is in a flood zone
  • Commercial projects: stormwater runoff drawings may be required
  • New businesses: a floor plan before any permit is issued

For a new or existing business that is expanding, upgrading or being rehabilitated, the floor plan must show the scope of work and intended use, a life safety plan, new and existing dimensions, restrooms, plumbing and kitchen fixtures, fire walls, parking, the site plan, ADA compliance, fixed additions such as counters, partitions and walk-in coolers, the materials to be used, and a cost analysis broken down by trade. Plans must be neat, legible and accurate, and some projects need drawings stamped by an Alabama-licensed architect or engineer.

Contractor licensing: work under $50,000 requires a current City of Prichard business licence. Work over $50,000 requires a State of Alabama General Contractor licence. A bond may be required; the City Clerk’s Office handles licences and bonds.

How to apply for a Prichard permit: 6 steps

1. Verify the zoning

The department must confirm that the intended use is allowed on the property before anything else moves.

2. Line up the licence

Get the Prichard business licence from the City Clerk, and the state General Contractor licence for jobs over $50,000.

3. Prepare plans and ownership papers

Site plan, building plan and, for a homeowner, proof of ownership or the owner’s signed affidavit.

4. Apply in the iWorQ portal

Choose the building, plumbing, electrical or mechanical application, select the property and contractor, and upload the plans.

5. Pay the review fee, then the permit fee

The review fee comes first; the permit fee is set once the plans have been reviewed.

6. Call in inspections before 9:00 AM

The contractor or permit holder phones the Inspections Office for each stage.

Local Prichard rules that affect a project

Street cuts: a right-of-way application needs the applicant’s contact details, the work location, the type and size of the cut or boring, the start and completion dates and a business licence. All work must be repaired within 30 days of the start date to the City’s restoration standards.

Car washes: zoning must be approved, plans showing restrooms must be reviewed and approved by the Building Inspector, and the inspector does a walkthrough before power is approved. The wash area must be covered and connected to City sewer through an oil and grease separator, and no water may run into streets, storm drains or ditches.

Flood zones: plans are checked against the flood map, and an Elevation Certificate may be required.

Homeowner permits: the City asks for proof that you own the property.

Alabama building code

From 1 January 2027, under Act 2024-443, a residential home builder must build to the applicable residential code (the Alabama Residential Building Code, or the local code where one applies) even where no building department inspects the work. Since 1 October 2024 the Alabama Home Builders Licensure Board adopts the residential code, and the Licensing Board for General Contractors the commercial energy code.
