The Chilton County Commission lists no building or inspections department, and its only development rulebook is the Subdivision Regulations enforced by the County Engineer. Building permits are a city matter here. Clanton’s Building Department issues most residential permits within one to two business days and charges by valuation ($973 for a $200,000 job); Jemison charges $5 per $1,000 of project cost; Thorsby wants final house plans three working days ahead. Septic approval comes from the Chilton County Health Department.
What needs a permit in Chilton County?
Clanton publishes the fullest list. Its Building Department requires a permit to construct, enlarge, alter, repair, move, demolish or change the occupancy of a building, and to install, alter, repair or replace electrical, gas, mechanical or plumbing systems.
Clanton permit types
- Residential building permit: new homes, accessory structures, additions and renovations
- Commercial building permit
- Trade permit: mechanical, plumbing, electrical, gas and reroofing
- Swimming pool permit for any permanent pool
- Sign permit for each sign; routine sign maintenance is exempt
- Mobile home permit
- Demolition permit
Elsewhere in the county
- Thorsby: a Building Permit before any building, sign or other structure is erected, moved, extended, enlarged or structurally altered
- Jemison: no work of any type may start until the Building Inspector has approved and issued the permit
- Unincorporated land: County Commission approval and a Permit to Develop before a subdivision is built
- Any lot on a septic tank: health department approval
In Clanton, trade work on a new house is usually covered by the master building permit. A separate Trades Permit is needed when a trade works without a general contractor, on commercial, industrial and multi-family projects, and often on existing buildings.

The Commission’s own office is at 500 Second Avenue North, Clanton (205-755-1551). Heath Sexton is the County Engineer. Jemison’s application has a box for sites in the city’s police jurisdiction as well as inside the limits, so check with the Jemison inspector before assuming a parcel just outside town is unregulated.
Applications and how to file
Clanton posts its forms on the Residential Projects and Commercial Projects pages: Residential Building Permit, Residential Trade Permit, Residential and Commercial Self-Perform Permit Applications, Mobile Home Permit, Pool Permit, New Commercial Construction Permit, Commercial Trade Permit, Demolition Permit, Sign Permit and the Subcontractor-Vendor Index. Completed forms and supporting documents go to the Building Department.
Jemison has one-page residential and commercial applications. Call the Building Inspector first to learn which plans to send, email or deliver them to City Hall, and pay only after the inspector approves; the City takes building permit payments online.
Thorsby issues the Building Permit only after the Zoning Officer certifies zoning approval. A new home site also needs sign-off from the Building Inspector, the Fire Department and the Town Superintendent.
County: the Engineer’s Office takes the proposed plat application. Splitting a single lot with 60 feet of road frontage off a larger parcel needs only an application and a survey filed with the County Engineer before the deed is recorded.

| Jemison residential building permit | $5 per $1,000 of project cost, $50 minimum, plus a $14 issuance fee |
| County proposed plat review | $500 plus $25 per lot or site |
| County Permit to Develop | $25 |
For example, a $200,000 house costs $973 to permit in Clanton and $1,014 in Jemison ($1,000 plus the $14 issuance fee). A 12-lot county subdivision pays $800 for plat review and $25 for the Permit to Develop, plus any inspection and testing costs the county incurs.
Electrical, plumbing, mechanical and gas
Clanton: multi-family, commercial and industrial projects need separate Trades Permits for electrical, plumbing, mechanical/HVAC and fuel gas. Every subcontractor must hold a City of Clanton licence, whether paid a lump sum or by the hour, and the Subcontractor/Vendor Index must be turned in before permanent power is released. The Clanton Fire Department inspects new and existing buildings and businesses for fire code compliance.
Jemison: the residential application has a box for requesting an electrical inspection, and general contractors and subcontractors all need a Jemison business licence.
Thorsby: plumbing must be inspected and tested, and wiring and panels inspected, before interior finishes go on.
Septic: Clanton requires approval from the Chilton County Health Department for a private sewage disposal system, and its residential form asks for a copy of the health department permit.

Clanton: the contractor requests each inspection at least 24 hours ahead. The Building Official’s list runs from the site inspection and temporary electrical service through footing, under-slab plumbing and electrical, foundation, framing, plumbing rough-in and top-out, electrical and mechanical rough-in, water and sewer service and the permanent power release, to the construction final and site final. Above-ceiling, fire-wall, sprinkler and hood suppression inspections need the fire official’s approval where they apply. An owner acting as contractor is inspected exactly as a licensed contractor would be. Where an architect or engineer had to design the project, Clanton may require that professional to certify the structure before the certificate of occupancy.
Thorsby: notify the inspector at least 24 hours before placing concrete in footers or slabs. Framing is inspected when rough framing is complete and before other trades start. A final inspection is required for the occupancy permit.
Permanent power in Clanton: a connection before the final inspection is allowed only if the service stays locked out when not in use and the building is far enough along not to be a hazard.
