The City of Muscle Shoals Building Department (Building, License & Zoning) at City Hall, 2010 East Avalon Avenue, issues building and trade permits; call 256-386-9205. A residential permit needs a red-stamped plot plan from a registered land surveyor and is issued after a one-day wait while the City checks the address and visits the site. Fees follow the contract price: a $200,000 job pays $760 plus a contractor’s licence fee.
What requires a building permit in Muscle Shoals?
The zoning chapter of the City code (Sec. 122-34) says no building or other structure may be erected, moved, extended, enlarged or structurally altered until the building inspector has issued a building permit. Excavating or filling a lot for a building is covered by the same rule.
Permit needed
- New houses and commercial buildings
- Additions, extensions and structural alterations
- Moving a building, including a modular building brought in from elsewhere
- Demolition
- Excavation or fill for a building
- Plumbing, gas, mechanical and electrical work, and electrical service change-outs
- Signs (separate Sign Permit Application)
- A portable storage or waste unit kept at a residence for more than 10 days
Exempt under Sec. 122-34
- Repairs that do not change the character of the structure and cost no more than $500
- Painting
- Wallpapering
Jobs valued at $1,000 or less carry no permit fee, but the City charges $15 for each inspection it has to make on them.
Who issues permits in Muscle Shoals?
The building inspector both issues permits and enforces the zoning chapter, so the building permit and the zoning check happen in the same office. Jason Jones is the Building and Planning Officer. Residential permits are sold only to a homeowner acting as their own contractor or to a State of Alabama licensed homebuilder.

Muscle Shoals applications and published procedures
The City does not run an online permit portal. Its website carries two one-page procedures and a short set of forms, and the rest is handled at the counter.
- Process for Receiving a Residential Building Permit. Plot plan, one-day wait, who may buy the permit and the occupancy rule.
- Process for Receiving a Commercial Building Permit. Drawing sets by building size, review time and contractor licensing.
- Sign Permit Application. Asks for sign height, square footage, the building’s linear frontage, total wall area and the contract price. A sign permit is void after 6 months, and a temporary event sign runs for 60 days.
- Contractor License and License Application. A City business licence is required before any business activity starts in Muscle Shoals.
- Request for Vacation or Abatement of Right-of-Way Easement, with its own written procedure.
- Construction Specifications for streets, drainage and utilities in new development.

Call 1-855-478-4290 →Local electrical amendments apply inside the city: no aluminum wire, no 14-gauge wiring in homes apart from detector circuits and switch legs, a 200 amp minimum service where the building is heated or cooled by electricity, and hard-wired, interlinked smoke detectors in every bedroom. New homes with gas appliances need hard-wired carbon monoxide detectors, and gas piping must be Schedule 40 black iron.

Plans and documents Muscle Shoals asks for
House or other residential work
- Plot plan drawn by a registered land surveyor and stamped in red ink
- Location of the structure, setback requirements and utility easements on that plan
- Flood zone information if the lot is in a designated flood zone
- Septic tank permit from the Colbert County Health Department when there is no sanitary sewer
- Homebuilder’s state licence, unless the owner is the contractor
Commercial work
- Plot plan drawn by a registered land surveyor
- Over 2,499 sq ft, or any assembly occupancy: 3 full sets of stamped architectural drawings plus a full set on digital media
- Under 2,499 sq ft: individually drawn plans the City can review for code compliance
- Alabama general contractor as contractor of record when the job exceeds $50,000
Under Sec. 122-35 the plot plans are filed in duplicate and must state the intended use, the lot dimensions, the size and position of the building, existing structures, the number of dwelling units and the approximate setback lines of buildings on adjoining lots.
Commercial review generally takes no more than one week, and larger developments can take longer.

Have a registered land surveyor draw and red-stamp it, with setbacks, easements and any flood zone.
Without sanitary sewer, bring the Colbert County Health Department septic tank permit with the plot plan.
Take it to Building, License & Zoning at 2010 East Avalon Avenue; commercial jobs add the drawing sets.
The City takes one day to verify the address and look at the building site before a residential permit is issued.
The permit fee and the contractor’s licence fee are both based on the contract cost.
The contractor named on the permit is responsible for notifying the Building Department on 256-386-9205.
Muscle Shoals inspections and certificate of occupancy
The City lists 5 inspection stages:
- Footings and slabs, before concrete is placed
- Temporary power pole
- Framing
- Plumbing, gas, mechanical and electrical rough-in
- Plumbing, gas, mechanical, electrical and building final
A Certificate of Occupancy is issued only after every inspection has passed, and a structure cannot be occupied without one. The zoning chapter also requires a certificate of occupancy before any change of use of a building or land, and says it is to be issued within 10 days of completion. The City’s electric system will not connect a building until the building inspector has certified the wiring in writing.

Permit life: a building permit becomes invalid if work has not started within 6 months of issue, or if work is suspended or abandoned for one year.
Flood zones: the City enforces its flood ordinance under agreement with FEMA and posts the MSC Flood Zone Map online; elevation mapping can be reviewed at City Hall. Development in a mapped flood hazard area needs a separate development permit under Chapter 46 of the code.
Zoning hearings: the Planning Commission meets on the 4th Tuesday of each month at 5 pm at City Hall, and agenda items are due 2 weeks ahead. The Zoning Board of Adjustments hears variances on the 3rd Tuesday at 5 pm, with items due 3 weeks ahead.

Moved and modular buildings: a building constructed outside the city can be moved in only if it meets City zoning and codes, is inspected by the building inspector, is approved unanimously at a regular council meeting, and the owners record a release and indemnity agreement.
Dumpsters and storage pods: allowed at a residence for 10 days without a permit. After that a 90-day permit costs $10; residents can hold 2 in a row and contractors on an active project 3.
Landscaping and signs: the City has both ordinances and supplies copies on request at 256-386-9205.
Alabama building code
From 1 January 2027, under Act 2024-443, a residential home builder must build to the applicable residential code (the Alabama Residential Building Code, or the local code where one applies) even where no building department inspects the work. Since 1 October 2024 the Alabama Home Builders Licensure Board adopts the residential code, and the Licensing Board for General Contractors the commercial energy code.
