City of Oxford Building Services, 42 Public Works Drive (256-831-9685), issues building, sign and demolition permits and all zoning letters for property in the city, which lies partly in Calhoun County and partly in Talladega County. Each application can be filled out online or printed and returned to the office. Under the City’s Permit Fees 2026 sheet a residential permit costs $7.50 per $1,000 of total job cost plus a $10 issuance fee, and commercial jobs add a $1 per $1,000 state fee.
What requires a building permit in Oxford?
City code makes it unlawful to erect, remove or repair any building in Oxford without a permit, and the 2026 fee sheet applies a fee to “any improvement in real estate”, starting from jobs under $500. The zoning ordinance adds excavation, accessory structures, moving a structure, storing building materials and setting up a temporary field office.
Permit types on the City application
- New residential
- Miscellaneous residential (repairs, additions, pools, accessory buildings)
- New commercial
- Miscellaneous commercial
- New sign, replacement sign, billboard, temporary sign or banner
- Demolition of a house, mobile home or commercial building
Zoning exception
- The zoning ordinance’s permit rule (Sec. 11.02) leaves out necessary repairs that do not affect external or party walls, chimneys, stairways or the height of the building; the City code’s permit rule for repairs still applies
Work on City right-of-way needs a separate permit from the City Engineer, who must grant or deny it within 15 days.
Who issues building permits in Oxford?
Building Services houses the Office of Building Inspector, building code enforcement, zoning and business licences. The building inspector issues the permit only with a statement that the plans and intended use meet the zoning ordinance, so there is no separate zoning permit. The application asks which county the job is in, because Oxford extends into both Calhoun and Talladega counties.

Oxford permit applications and contractor forms
Three applications sit on the Building Services page, each as an online form and a printable copy: Permit, Sign Permit and Demo Permit. The City says an iWorQ portal is being set up but is not active yet.
- Permit Application. Asks for the state licence, City licence or owner-builder ID number, construction cost, type of construction, use, zone, flood area, and heated and unheated square footage.
- Commercial Sub-Contractor’s Form. Required for every commercial job in the city.
- Residential Sub-Contractor’s Form. Required for residential jobs; it lists each trade from site grading to termite bond with City and state licence numbers.
- Sign Permit Application. Prints the limits: a wall sign may have up to 150 sq ft of copy or 25% of the facade, whichever is less, and a projecting sign up to 16 sq ft, one per facade. It also asks whether a freestanding sign is within 1,000 feet of I-20.
- Zoning Inspection Form. For anyone opening or moving a business; it records the zoning classification and Fire Department approval.
Every person or firm doing business in Oxford needs a City business licence, which runs from January 1 to December 31.
Oxford permit fees (Permit Fees 2026)
The current schedule is the one-page “Permit Fees 2026” sheet on the Building Services page. Fees are based on the total cost of the job, materials and labor together.
Not sure this scope needs a permit?
Get a free quote →| Total job cost (materials and labor) | Permit fee |
|---|---|
| $0 to $500 | $3.75 plus a $10 issuance fee |
| $501 to $1,000 | $7.50 plus a $10 issuance fee |
| $1,001 and up, residential | $7.50 per $1,000 plus a $10 issuance fee |
| Commercial jobs | Residential rate plus $1 per $1,000 state fee |
| New homes and swimming pools | Same rate, on the total cost of the job |
| Demolition of a residential or commercial building | $40 plus a $10 issuance fee |
| Work started without a permit | The permit cost is doubled |
For example, a $200,000 house pays 200 × $7.50, which is $1,500, plus the $10 issuance fee: $1,510. A $200,000 commercial job adds a $200 state fee, for $1,710.
Older City documents still show other figures. The printed demolition application lists a $25 fee, and Sec. 8-2 and 8-3 of the code of ordinances show a 1985 rate and a 10% penalty. The 2026 sheet is the newer one.
Electrical, plumbing and mechanical work in Oxford
The building inspector inspects for the building, plumbing, electrical and housing codes. The City publishes no separate trade permit applications or trade fee table; the trades are named on the sub-contractor form filed with the building permit, and each needs a City licence number and a state licence number.
Two local electrical rules sit in Sec. 8-6 of the code: new buildings, houses included, must be wired with nothing smaller than No. 12 copper, apart from doorbells, smoke detectors and low-voltage equipment, and new wiring in existing non-residential buildings must run in approved conduit or raceways.
Rather talk it over?
Call 1-855-478-4290 →A 911 address is needed before an electrical inspection is called in. On the Calhoun County side it comes from the Calhoun County 911 office (256-644-0214 or 256-644-0217). The Fire Department signs off the zoning inspection for a new or relocated business.
Documents Oxford asks for
Drawings (code Sec. 8-66)
- New homes, apartments, townhouses and commercial buildings of any size: a complete set of drawings
- Commercial plans: stamped by a registered architect or engineer
- Residential additions such as a room, carport, porch or utility building: a detailed drawing or a complete list of improvements, used to set the construction cost
Plot plan (zoning Sec. 11.03)
- Drawn to scale, with the actual shape and dimensions of the lot
- Shape, size and location of every building to be erected, altered or moved, and of those already on the lot
- Existing and intended use of each building
- Setback and side lines on adjoining lots
Add the completed Permit Application and the residential or commercial sub-contractor form. Plans and specifications should also show erosion and siltation control measures; the City can refuse permits, interim inspections and certificates of occupancy when adequate controls are not in place.
New multifamily and non-residential construction on a site of 2 acres or more needs Planning Commission site plan approval, with the site plan submitted in triplicate. The Commission meets on the first Tuesday of the month at 5:30 p.m., and agenda requests are due 18 days before the meeting.

Look at the June 2026 zoning map or ask Building Services for a zoning letter, which is free.
Use the online form or print the paper copy, and tick Calhoun or Talladega County.
Commercial and residential jobs each have their own version.
Bring or send the package to 42 Public Works Drive between 7:00 am and 3:30 pm on a weekday.
The fee is figured on the declared construction cost.
New construction sites must have a portable toilet and a dumpster, and nothing may be covered before the inspector has seen it.
Oxford inspections, completion and occupancy
Inspections are arranged through Building Services on 256-831-9685. Under Sec. 8-37 the owner or person in charge must notify the building inspector before covering footings, slabs, structural components, electrical systems or plumbing.
When the structure is finished and before permanent power is extended, the inspector issues a certificate of completion and files a copy with the power company; the utility may not supply electrical service without it. The zoning ordinance also requires a certificate of occupancy before a new, moved or altered building is used, and gives the Building Inspector 3 days from notice to make the final inspection.
Contractors and owner-builders must haul off their own construction debris, because the Street Department does not collect it.

Alabama building code
From 1 January 2027, under Act 2024-443, a residential home builder must build to the applicable residential code (the Alabama Residential Building Code, or the local code where one applies) even where no building department inspects the work. Since 1 October 2024 the Alabama Home Builders Licensure Board adopts the residential code, and the Licensing Board for General Contractors the commercial energy code.
