The City of Calera Building Inspections Department runs the building permit process for all residential and commercial construction in the city, from its office at 1074 10th Street. A residential permit costs 0.5% of the construction cost, which the City values at $70 per square foot, with a $50 minimum. Residential permits are ready for pickup 72 hours after a complete application and commercial permits after 3 weeks.
What work needs a building permit in Calera?
The department oversees the permit process for all construction in Calera, from new buildings to renovations. Its published requirements cover new construction, additions and alterations, and the City’s fee code prices these permits separately:

- Roofing
- Siding
Trade and other permits
- Electrical

- Land clearing, grading, excavating or filling, which needs an approved erosion and sediment control plan first
Work valued under $500 carries no fee unless an inspection is required, in which case $50 is charged.
Who issues building permits in Calera?
The Building Inspections Department enforces the codes the City has adopted. It is a four-person office: the Building Official, a building, plumbing and electrical inspector, a building, framing and HVAC inspector, and an inspections clerk. Reggie Darden is the Building Official.

Calera permit applications
Calera still takes permit applications on paper at the Inspections office; the City says online permits are coming soon. The building permit application has two sides: the project details go on the front and every subcontractor is listed on the back.
- Residential: one set of drawings, with the application filled out front and back.
- Commercial: two sealed sets of drawings and a site plan that the City Engineer approves before the building application is approved.
- Townhomes: the firewall separation must be designed by an architect or engineer and the signed or stamped drawing handed in with the application.
- Signs: a sign not regulated by the building code pays a $25 processing fee.
Permit costs and fees in Calera
Calera charges a percentage of construction cost, and for homes it sets that cost per square foot. The per-square-foot figures below are valuations, not the fee itself. They come from the City’s Fees page and Section 4-10 of the City code.
| Permit | Fee |
|---|---|
| Residential building permit | 0.5% of construction cost |
| Residential construction cost used | $70 per sq ft, plus $10 per sq ft of basement and $15 per sq ft of carport or garage |
| Commercial building permit | 0.6% of construction cost under the City code, which includes the state craft training fee |
| Electrical, plumbing or HVAC permit | $50 each |
| Roofing or siding permit | $50 each |
| Mobile home permit | $50 |
| Moving a building | $100 |
| Minimum permit cost | $50 |
| Trade re-inspection before the final | $20 each |
| Final inspection | One free re-inspection, then $20 for each item still uncorrected |
| Commercial communication cable installation | 2% of construction cost |
Not sure this scope needs a permit?

The City’s Fees page shows 0.5% for commercial work as well, while the code gives 0.6%, so ask the department to confirm the commercial figure.
Utility tap fees are separate and must be paid before the permit is issued. On the April 3, 2024 tap sheet a 3/4-inch water meter costs $1,476 (a $1,000 capital recovery fee plus a $476 tap) and a 3/4-inch sewer connection $4,150.
Electrical, plumbing and HVAC permits in Calera
The same department issues electrical, plumbing and HVAC permits at a flat $50 each, and its two inspectors split the trades between them. Electrical work is inspected against the 2023 National Electrical Code.
- Plumbing: the plumber must be present at the rough slab inspection, where the drain line is water-tested with a 10 ft head and ball-tested.
- Gas: a gas test is done at the rough inspection and again at the final.
- Mechanical: bathroom exhaust fans must vent through the roof or a side wall to the outside.
- Fire: the City Fire Marshal approves commercial drawings before the permit and must approve any sprinkler system used in place of fire separation in a garage.
Every contractor and subcontractor needs a City of Calera business licence, and the department checks this before a final inspection is called in.

On commercial projects the City Engineer must approve the site plan before the building application can be approved.
Take it to 1074 10th Street between 7 a.m. and 3:30 p.m., with the licence copy and the subcontractor list on the back.

The City publishes what its inspectors look for at each stage.
- Rough slab: setbacks and under-slab plumbing. Erosion control must be in place and maintained or the inspection is denied.
- Final slab: footing depth, grade beams, insect protection and vapor barrier. The form survey, signed and sealed by an Alabama-registered surveyor, must be in the office before this inspection is set up.
- Rough inspections: framing, electrical, mechanical and plumbing, with no wall insulation installed beforehand. An exterior wrap inspection is required before wall coverings go on.
- Final: the structure must comply with the current code. On commercial buildings the Fire Marshal, the City Engineer and the Inspections Department all carry out the final.
Permanent power is not released until the building final and landscaping final are complete and the Certificate of Occupancy is issued, and no person or belongings may occupy a residence before then. The City code, amended in August 2025, requires a 20-inch turndown on slab and footing combinations; the City’s inspection web page still says 16 inches, so build to the code figure unless the inspector tells you otherwise.
