In Leeds, building, electrical, plumbing and mechanical permits come from the City’s Development Services Department, 1404 9th Street (205-699-0907), and applications are filed online in the Citizenserve portal. The City code sets permit fees at 0.9% of the job’s valuation. Trade and re-roofing permits are processed in 24 to 48 hours once the application is complete, and other permits in up to 7 to 10 days.
What requires a building permit in Leeds?
The City applies the permit rule of the 2015 International Building and Residential Codes. An owner, or the owner’s authorized agent, must apply to the Building Official and get a permit before doing any of the following:
Building work
- Constructing, enlarging or altering a building or structure
- Repairing, moving or demolishing one
- Changing a building’s occupancy
- Re-roofing
- Setting up a mobile or manufactured home
- Building a swimming pool
Systems and site
- Installing, altering, repairing or replacing an electrical system
- The same for a mechanical or plumbing system
- Gas piping
- Land disturbing activity, which has its own permit application
- Signs
- Excavation in a street or right-of-way
A Certificate of Occupancy is issued for new construction and for a change of use only.
Who issues permits in Leeds?
Development Services permits and inspects new construction, additions, alterations, repairs and remodeling throughout what the City calls its building permitting jurisdiction, and it enforces the City’s Flood Damage Prevention Ordinance. Leeds lies in three counties, Jefferson, St. Clair and Shelby, which is why the City’s checklist sends applicants to each county’s GIS site for deeds and to each county’s onsite sewage office for septic approval.

Everything is filed in Citizenserve. The portal takes construction plans and supporting documents, shows the review status, accepts card payments and books inspections, and the City says it works best in the Chrome browser. Issued permits and stamped plans are downloaded from the Documents tab rather than collected from the office.
- Building permits for residential and non-residential work. Each permit carries only its own valuation, so the building permit for a new house leaves out the electrical, mechanical and plumbing work.
- Electrical, mechanical, plumbing and gas permits, applied for separately by each trade.
- Authorized Agent Form, submitted with the application when an owner names someone to handle permitting for them.
- Commercial Checklist, which must be completed and returned with every commercial application.
- Application for Driveway Access Permit, for a driveway onto a city street, taken to City Hall.
- Permit to Develop in a Special Flood Hazard Area, a form the Building Department supplies for the contractor or owner to sign before a flood-zone permit is issued.
Permit fees in Leeds
Section 10-5 of the City code, amended by Ordinance 2024-04-01 on April 15, 2024, says permit fees for new buildings, remodels, demolition, and electrical, plumbing and mechanical installations are 0.9% of the valuation, counting labor, materials and equipment only. The fee schedule linked from the Development Services page is still the 2023 edition, which shows 1% for building permits and 2% for trade permits; the 2024 ordinance is the later adopted document.

|---|---|---|
| Building, demolition, electrical, plumbing and mechanical permits | 0.9% of valuation | City Code Sec. 10-5 (April 15, 2024) |
| Technology fee, on all permits | $11.82 | 2023 fee schedule |
| Minimum permit fee | $35.46 | 2023 fee schedule |
| Work done without a building permit | Double fee | 2023 fee schedule |
| Modular permit, commercial | $236.38 | 2023 fee schedule |
| Re-inspection, per permit | $27.10 for the first; $54.20 for the second and each one after | 2023 fee schedule |
| Land disturbing activity permit application | $118.19 for a single-family residence; $472.77 for other work | 2023 fee schedule |
| Sign permit application deposit | $29.55 | 2023 fee schedule |
| Excavation permit | $35.46 | 2023 fee schedule |
For example, a building permit for work valued at $250,000 is $2,250 at 0.9%, before the technology fee. Non-residential permits also carry the state craft training fee. The City’s FAQ page quotes a $45 re-inspection fee when a job is not ready for the inspector, which differs from the 2023 schedule, so allow for either figure.
Fees are paid after the application has been reviewed and approved, by card in the portal or by check or cash at City Hall. Work must not start until the permit status reads “Issued” or “Issued by Email”.
Electrical, plumbing, mechanical and gas permits
Each trade applies for its own permit in the portal, and the City turns complete trade applications round in 24 to 48 hours. The trade permits must all be on file before the combined rough-in inspection is requested. Leeds enforces the 2014 National Electrical Code and the 2015 International Mechanical, Plumbing and Fuel Gas Codes.
Contractors need a City business licence as well as their state licence: the 2023 schedule lists the annual licence at $590.96 for a contractor and $177.29 for a subcontractor. Under Section 10-2 of the code, the City will not issue a certificate of occupancy, or a release letter to a power, gas, water or telephone company, until every general contractor and subcontractor on the job has paid those licence fees.

Every building permit
- Owner and contractor contact details
- A detailed scope of work: what will be done, by what methods, with what materials
- Job valuation for that permit
- Address Verification Letter for new construction
- Proof of ownership and the parcel number, from a tax bill or recorded deed
- Construction plans drawn to scale, as PDF
- Site plan or survey with the footprint of existing and proposed structures and distances to property lines
- Driveway confirmation from ALDOT, the county or the City, depending on the road
- Sewer release or county health department release, and a water release
Commercial projects add
- The Commercial Checklist, attached to each plan set
- Plans ready for construction, not marked preliminary
- Sheets sealed, signed and dated by the architect or engineer where the state boards require it
- Code analysis, and a soil report for new buildings and additions
- Energy code compliance software output
- An ADEM letter where 1 acre or more is disturbed, or a stormwater permit for smaller sites
- Electrical one-line diagram, load analysis and panel schedule; plumbing riser diagram
- Storm drainage and civil plans, and fire alarm plans where required
For a site in a flood zone the City also wants a temporary benchmark or an Elevation Certificate from an Alabama registered surveyor, the signed flood permit form, and a finished-construction Elevation Certificate before the final inspection. A floodway site needs a No-Rise Certificate.

All inspections are requested through the portal. Same-day requests are not accepted; a request can be made up to midnight the night before, and the City does not guarantee a morning or afternoon slot. Results arrive by email when the inspector has finished.
A new building normally goes through a footing inspection, an open-trench plumbing inspection, a slab inspection, the 4-way inspection (framing, mechanical, electrical, plumbing and fire sprinkler together), an energy inspection and the final. If a trade permit is missing, the 4-way request is canceled. Re-roofing is inspected from photos of the nailing pattern, joint seal and finished roof uploaded to the portal. A manufactured home gets its final inspection after tie-down and electrical connection but before skirting, and a pool needs a bonding inspection.
The Certificate of Occupancy is emailed to the permit holder; the City asks for up to two business days after the approved final inspection.

Alabama building code
From 1 January 2027, under Act 2024-443, a residential home builder must build to the applicable residential code (the Alabama Residential Building Code, or the local code where one applies) even where no building department inspects the work. Since 1 October 2024 the Alabama Home Builders Licensure Board adopts the residential code, and the Licensing Board for General Contractors the commercial energy code.
