Colbert County’s government has a Road Department but no building department, so the building permit for most projects comes from a city. Tuscumbia requires one for any job over $1,000 and generally reviews plans within 7 days; Sheffield sets the line at $500; Muscle Shoals turns residential permits around in one day. On unincorporated land the County Engineer must approve every new road or driveway connection and issues a Development Permit before any work in a flood hazard area, where a home’s lowest floor has to sit at least 2 feet above the base flood elevation.
What needs a permit in Colbert County?
Tuscumbia
- Any job over $1,000
- New construction, additions and renovations
- Demolition or moving of a structure
- Electrical changeovers and upgrades, and plumbing work
- Garages, carports and storage buildings
- Swimming pools
- Signs
- An inspection permit to restore utilities that have been off for an extended time
Unincorporated county
- Access permit before any driveway, road or street connects to a county road
- Development Permit before any development in a special flood hazard area
- Plat approval for every subdivision of land outside the cities
- Health department approval for septic systems
Sheffield requires a permit for any job over $500. In Cherokee, the town code calls for a permit to construct, enlarge, alter, repair, move or demolish a building or to work on its electrical, gas, mechanical or plumbing systems; ordinary minor repairs costing no more than $100 can go ahead without one if the building department approves and no inspection is needed.

Get a free quote →Just outside a city: Tuscumbia’s and Cherokee’s codes say every section applies in the police jurisdiction as well as inside the corporate limits unless the section is written for the limits alone; Cherokee’s police jurisdiction runs 1.5 miles out. Muscle Shoals cut its police jurisdiction from 3 miles to half a mile on January 1, 2025 and stopped enforcing city codes beyond that line. Sheffield’s code applies in its police jurisdiction only as far as state law requires. Ask the city building office before building in one of these belts.
Jeremy Robison is the County Engineer; Jason Jones is Muscle Shoals’ Building and Planning Officer. The Colbert County Commission office is at 201 N. Main Street, Tuscumbia (256-386-8501).
The county has formally asked every municipality to hold back permits for developments that open onto a county road until the County Engineer has issued the access permit, so a city project on a county-maintained road needs both.
Applications by office
- County Access Permit: a one-page form attached to the Access Management Policy. It covers residential, multi-family, commercial, agricultural and other access, and is signed by the applicant and, if different, the landowner.
- County Development Permit: made to the County Engineer on county forms, with plans in duplicate, before any development in a flood hazard area.
- County plat application: the Application for Proposed Plat Review in the Subdivision Regulations, as amended August 2, 2022.
- Sheffield: Building Permit Application, Variance Application and Special Use Permit Application, all on the Building Department page. The building permit application doubles as the application for a Certificate of Occupancy.
- Tuscumbia: permit applications and forms are listed on the City’s Building and Permits page; the department issues construction, electrical, plumbing, mechanical and gas permits.
- Muscle Shoals: permits are bought from Building, License & Zoning by licensed homebuilders or by homeowners acting as their own contractor.
Fees and thresholds
| City | Rule |
|---|---|
| Tuscumbia | Permit for any job over $1,000; the fee is paid when the permit is bought. Jobs of $1,000 or less carry no fee, but $15 is charged for each inspection they need |
| Sheffield | Permit for any job over $500; each fee is calculated from the cost of materials and labor. A land disturbance permit is $5 per $1,000 of the value of the work |
| Cherokee | Permit for all regulated work except approved minor repairs up to $100; fees follow the town fee schedule, and starting first adds a penalty of 100% of the fee. The building inspector reviews an application within 10 business days |
| Muscle Shoals | Residential permits issued one day after the paperwork is submitted. The fee uses the same value bands as Tuscumbia’s, applied to the contract price, plus a contractor’s licence fee of 1/20 of 1% of a residential job or 1/5 of 1% of a commercial one |

| Total valuation | Tuscumbia fee |
|---|---|
| $1,000 to $50,000 | $15 for the first $1,000, plus $5 per additional $1,000 or fraction |
| $50,000 to $100,000 | $260 for the first $50,000, plus $4 per additional $1,000 or fraction |
| $100,000 to $500,000 | $460 for the first $100,000, plus $3 per additional $1,000 or fraction |
| $500,000 and up | $1,660 for the first $500,000, plus $2 per additional $1,000 or fraction |
| Plan-checking fee | Half the building permit fee, charged in addition to it when a plan is required and the valuation is over $1,000 |
| Electrical inspection | 1.5 cents per square foot, $20 minimum; $10 for each re-inspection |
| Plumbing permit | $10, plus $2.50 per fixture |
| Gas permit | $20 |
| Moving a building | $100 |
| Demolition | $50 up to 100,000 cubic feet; $0.50 per 1,000 cubic feet above that |
| Work started before the permit | Fees doubled |
A $200,000 house in Tuscumbia pays $460 plus $3 for each of the 100 thousands above $100,000, which is $760, and a plan-checking fee of $380. The same contract in Muscle Shoals pays the $760 plus a $100 licence fee.
The county’s own charges are few. A proposed subdivision plat carries a $100 application fee, and selling, leasing or transferring a lot in an unapproved subdivision brings a $1,000 fine per lot. The Access Permit form and the flood resolution list no fee.

Call 1-855-478-4290 →Electrical, plumbing, mechanical and gas
Tuscumbia: the Building & Permitting Department issues the electrical, plumbing, mechanical and gas permits. Electrical work must be done by a qualified licensed electrician; an owner may wire only the home he or she occupies. All gas work needs a certified gas contractor, and a gas service that has been off for a year or more must pass an inspection, with a permit, air test and ground rod, bought by that contractor.
Sheffield: every contractor and subcontractor should hold a City licence and show at least $300,000 of general liability insurance. The permit application records the plumbing fixtures and whether heating is gas or electric.
Cherokee: electrical, gas, mechanical and plumbing permits are issued under the same code chapter as building permits.
Septic: where a lot has no sanitary sewer, Muscle Shoals requires a permit from the Colbert County Health Department before it issues the building permit. County subdivision plats need the department’s field review letter and its certificate of approval.
Documents to prepare
City residential permit
- Tuscumbia: a printed set of construction plans, which the department keeps
- Tuscumbia and Muscle Shoals: a plot plan by a registered land surveyor showing the house on the lot
- Muscle Shoals: setback lines and a note of any designated flood zone
- Sheffield: a plat showing the lot dimensions and existing and proposed buildings, attached or drawn on the back of the form
- Sheffield: cost of the proposed construction, lot size and the percentage of the lot covered by buildings
County plat application
- Letter submitting the plat and stating who will own any new roads
- Application for Proposed Plat Review
- At least 8 copies of the proposed plat
- Construction plans, for major subdivisions
- Health Department letter on its field review of the lot layout
- Names and addresses of adjoining landowners and utilities
- Letter confirming off-site drainage has been considered
- $100 application fee and the engineer’s certificate
Commercial projects in Muscle Shoals need three sets of complete, stamped drawings and one set on magnetic media. For a county access permit, a sketch with dimensions from the nearest features may be required.

Find out whether the site is inside one of the county’s six municipalities; the county’s subdivision rules cover all land outside them.
If the site will open onto a county-maintained road, flag the entrance and file the Access Permit with the Road Department. Allow two weeks.
In a special flood hazard area outside the cities, apply to the County Engineer for a Development Permit before any work.
See the Colbert County Health Department in Sheffield if there is no sewer.
Take the plot plan and plans to the Muscle Shoals, Sheffield or Tuscumbia office. Muscle Shoals issues residential permits a day after the paperwork is in; Tuscumbia generally reviews within 7 days.
Tuscumbia’s green permit card must be visible on site, and no work may pass an inspection point until it is approved.
Inspections and certificates
Tuscumbia: permit applications, plan review and inspections are processed daily. Work may not continue past the point where an inspection is required, and none may start before the permit is obtained.
Sheffield: the applicant agrees to tell the Building Inspector when construction is complete. The inspector then inspects the premises and issues or refuses the Certificate of Occupancy.
Cherokee: a permit becomes invalid if work has not started within six months of issue or is suspended or abandoned for a year.
County floodplain permits: the permit holder must give the County Engineer an as-built elevation or floodproofing certificate as soon as the lowest floor is complete. Failing to file it, or to correct a deficiency, is cause for a stop-work order.
Local details for Colbert County
Flood rules outside the cities: new and substantially improved homes, including manufactured homes, need the lowest floor at least 2 feet above the base flood elevation. Non-residential buildings may instead be floodproofed to 2 feet above it under an engineer’s or architect’s certification. Where no base flood elevation exists, the lowest floor goes at least 3 feet above the highest adjacent grade, and nothing may be built within 25 feet of the top of a stream bank, or the width of the stream if greater, without an engineer’s certification.
Driveway pipe: where the county requires a pipe it must be at least 15 inches in diameter and 20 feet long, in concrete, corrugated metal of 14 gauge or heavier, or double-wall plastic. Used pipe has to be in like-new condition and approved in advance.

Tuscumbia historic district: the Building & Permitting Department enforces the rules protecting exterior features and structures there.
Stormwater: Tuscumbia reminds builders that any site disturbing 1 acre or more, or a smaller lot that is part of a larger development, needs ADEM stormwater permit coverage.
Codes on record: Muscle Shoals lists the 2003 International Building, Residential, Plumbing, Mechanical and Fuel Gas Codes, the 2005 National Electrical Code and the 2021 International Fire Code. Cherokee’s code adopts the 2006 International Codes and the 2008 National Electrical Code. Tuscumbia’s code names the 2003 International Building, Residential, Plumbing, Mechanical, Fuel Gas and Fire Codes, and Sheffield’s the 2003 International Codes with the 2008 National Electrical Code.
Alabama building code
From 1 January 2027, under Act 2024-443, a residential home builder must build to the applicable residential code (the Alabama Residential Building Code, or the local code where one applies) even where no building department inspects the work. Since 1 October 2024 the Alabama Home Builders Licensure Board adopts the residential code, and the Licensing Board for General Contractors the commercial energy code.
