The City of Sylacauga Building Services Department, also called Planning and Code, issues building, electrical, plumbing, gas, mechanical, pool and sign permits from the Municipal Complex at 301 N. Broadway Ave. Every one of them costs $40 for the first $5,000 of valuation plus 0.25% of the remainder, so a $200,000 project is $527.50. Inspections must be requested 24 hours ahead, and a first offence of working without a permit doubles the fee.

What requires a building permit in Sylacauga?

The City states that a building permit is required on all non-federal new construction, remodeling and repair projects. Its 2020 building codes ordinance, No. 2225-20, spells the list out:

Permit required

  • Installing, adding to, repairing or altering a structure
  • Carports, storage buildings and roofs
  • Plumbing and fuel gas systems
  • HVAC and refrigeration
  • Electrical systems, low voltage included
  • Fire sprinkler, fire alarm and fire suppression systems, new or modified
  • New and replacement signs
  • Above-ground and in-ground pools
  • Replacing fixed appliances and systems
  • Moving or demolishing a building, and setting a manufactured home or manufactured tiny home

No permit needed

  • Cord-connected appliances
  • Finish work that the owner of record does personally on their own residential property, without hiring any of it out: painting, papering, tiling, carpeting, installing cabinets or countertops and similar work

The finish-work exemption is for homes only. On commercial property the City allows no exclusions: any work needs a permit, whether a contractor or the owner does it.

Who issues permits in Sylacauga?

Permits, plan coordination and inspections all sit in the Building Services Department, which the City also calls the Building Services and Code Department or Planning and Code. It enforces the building, trade and fire codes along with the sign, planning and zoning ordinances, and its Planning and Zoning section looks at every proposed residential and commercial project before the permitting phase. Mike Whetstone is the Director of Building Services.

The City’s business licence, which every contractor needs, is defined in the ordinance as the licence required to work within the city limits.

Sylacauga permit applications

The City posts its permit requests as fillable Excel sheets on the Building Services page. Each one calculates the fee from the total valuation you enter.

  • Residential Permit Application and Commercial Permit Application, for contractors. They ask for the job address, zoning, whether the site is in the fire district, the contract amount, the owner, the class of work (new, addition or alteration, repair) and a description.
  • Residential Property Owner Application and Commercial Property Owner Application, for owners acting as their own contractor.
  • Sign Permit Application. A sign that needs a permit must have one from the Building Official before it goes up.
  • Permit Fee Refund Application.
  • Rezoning Application and Board of Adjustment & Appeals Application.

The building permit covers the structure only. Separate permits are required for electrical, low voltage, fire alarms and sprinklers, plumbing, and heating, ventilating or air conditioning, and the City does not process a permit until payment is received.

Sylacauga permit fees (Ordinance 2225-20, Exhibit A)
ChargeAmount
Total valuation up to $5,000$40 flat fee
Total valuation of $5,001 or more$40 plus 0.25%; the City’s permit form applies the 0.25% to the amount over $5,000
Change orders0.25% of the added amount
Second and additional re-inspections$60
After-hours inspection$50 per hour, 2-hour minimum
Moving a building or structure$40
Demolition of a building or structure$5
Installing and placing a manufactured home or manufactured tiny home$40 flat fee
Yearly inspection of a manufactured tiny home$40 flat fee
Contractor’s licence charge added on the contractor permit form1/8 of 1% of the total valuation
Work started without a permit, first offence in a calendar yearDouble the permit fee
Second offence in the same calendar yearTriple the permit fee

For example, a $200,000 project pays $40 for the first $5,000 and 0.25% of the remaining $195,000, which is $487.50, for a permit fee of $527.50. A contractor’s form adds the licence charge of $250 on that valuation; the property owner form does not include it.

A third offence of working without a permit brings a municipal court citation and loss of the business licence. No fee is charged to non-profits doing their own work as owner, to Habitat for Humanity contractors donating labor and materials, or to City departments and boards working on their own property. Refunds must be applied for in writing within 180 days of payment; the City keeps a 20% administrative fee, capped at $25.

Trade permits and who may pull them

Electrical, low voltage, plumbing, fuel gas, mechanical, fire alarm and sprinkler permits are all issued by Building Services at the Exhibit A rates above. Contractors who install, repair or alter roofs, plumbing or gas systems, heating and air, refrigeration, electrical systems or structural systems need a Sylacauga business licence and a state licence where one is required, and the City asks every company for proof of liability insurance.

Owners can take out some trade permits for property they occupy and control. The ordinance sets these limits:

An owner building their own home must also sign the sworn statement the Alabama Home Builders Licensure Law requires, undertaking not to sell or offer the house for sale within one year of completion. The City applies the same plan, permit and inspection requirements whether an owner or a licensed builder does the work.

How to apply: 6-step Sylacauga process

1. Talk to Planning and Zoning

The section reviews proposed projects before permitting, so settle zoning, setbacks and any variance first.

2. Pick the right request form

Use the contractor or the property owner version of the residential or commercial sheet.

3. Enter the valuation

The sheet works out $40 plus 0.25% of the amount over $5,000.

4. Submit with payment

Bring or send the request to Building Services at 301 N. Broadway Ave.; it is not processed until paid.

5. Have each trade permitted

Electrical, plumbing, gas, HVAC, low voltage and fire systems each need their own permit.

6. Call for inspections

Phone a day ahead with the permit number and address, and start within 6 months so the permit does not lapse.

Sylacauga inspections

Inspections are requested by phone at least 24 hours in advance, giving the permit number and the address. Inspectors work Monday to Thursday from 7:30 a.m. to 4:00 p.m. and Friday from 7:30 a.m. to 1:00 p.m. The department may arrange a visit outside those hours ahead of bad weather or in an emergency, and a requested after-hours inspection is billed at $50 an hour with a 2-hour minimum.

  • A second or later re-inspection costs $60.
  • On a third re-inspection of the same violation, the licence holder must be on site.
  • A permit becomes void if work has not started within 6 months, or stops for 6 months.
  • An owner permit can be suspended or revoked for a serious life safety infraction, not calling for inspections, covering up work, or repeated failures on the same item. After a revocation a licensed contractor must finish the job.

Before a business licence is issued for a new business in an existing building, the Building Inspector and the Fire Marshal both inspect it, with temporary utilities on. A change of ownership or of name alone does not trigger that inspection.

Local Sylacauga details that matter

Gas work: owners may not work on their own natural or propane gas system. A licensed gas fitter must do it, with a permit and inspection.

Design wind speed: the City’s residential code table sets 115 mph.

Appeals: a permit holder who thinks the building official has misread the code can appeal in writing to the Board of Adjustment and Appeals within 10 days, and the Board has 31 days to hold a hearing. It cannot waive a code requirement.

Flood hazard areas: the City adopted a new Flood Damage Prevention ordinance on February 4, 2020. Building Services is the contact for flood information and maps.

Manufactured and tiny homes: placement needs a $40 permit under the fee schedule, a manufactured tiny home is inspected yearly, and the City has a separate Manufactured Home Ordinance from 2019.

Other questions the department handles: drainage, street trees, street paving and sidewalks, annexation, subdivisions and city limits.

Alabama building code

From 1 January 2027, under Act 2024-443, a residential home builder must build to the applicable residential code (the Alabama Residential Building Code, or the local code where one applies) even where no building department inspects the work. Since 1 October 2024 the Alabama Home Builders Licensure Board adopts the residential code, and the Licensing Board for General Contractors the commercial energy code. Sylacauga building permit FAQs

How much is a building permit in Sylacauga?

$40 if the work is valued at $5,000 or less. Above that it is $40 plus 0.25% of the amount over $5,000, so $527.50 on a $200,000 project. Trade permits use the same schedule.

Do I need a permit to work on my own house?

Not for painting, papering, tiling, carpeting, cabinets, countertops or similar finish work you do yourself on a home you own. Anything beyond that needs a permit.

Do I need a permit to replace a roof in Sylacauga?

Yes. Roofs are named in the City’s permit ordinance, and a roofing contractor needs a Sylacauga business licence.

Can a homeowner pull an electrical permit?

Only if the electrical inspector passes the owner as qualified. Holding a journeyman card qualifies automatically. Low-voltage work has no such restriction.

How do I schedule an inspection?

Call Building Services on 256-391-4202 at least 24 hours ahead with the permit number and address. The City’s permit forms list 256-401-2425 for the same purpose.

What happens if I start without a permit?

The fee is doubled for a first offence in a calendar year and tripled for a second. A third brings a court citation and loss of the business licence.

Which codes does Sylacauga enforce?

The 2015 International Building, Residential, Plumbing, Mechanical, Fuel Gas, Property Maintenance and Fire Codes, the 2019 NFPA 72 fire alarm code and the 2020 National Electrical Code.
