Inside Albertville city limits, the City’s Building Department (Building Services) issues every construction permit and inspects the work under the 2021 International Building and Residential Codes. You apply with the City’s online Building Permit Application or at the permit desk on the south side of City Hall, open 7:30 am to 4:30 pm on weekdays. The fee schedule is kept on file at the department rather than posted, and a job started without a permit is charged double.
What requires a building permit in Albertville?
The City’s permit page says an owner or authorized agent must apply to the building official before they construct, enlarge, alter, repair, move, demolish or change the occupancy of a building or structure. The zoning ordinance adopted on February 3, 2026 goes further: it is unlawful to start excavating for a building or an accessory structure, to store building materials on a site or to set up a temporary field office until the Building Department has issued the permit.
Building permit
- New homes and commercial buildings
- Additions and remodeling
- Any project with structural work
- Jobs that involve more than one licensed trade
- Changes of use
- Accessory structures
- Moving a house
Single or specialty permit
- Electrical, gas, mechanical or plumbing work done on its own
- Demolition of a free-standing building
- Excavating and grading, including pond work, storm drain systems and swimming pool installation or removal
- Cell-network antennas
- Signs, other than the exempt types in the zoning ordinance
A building permit covers all the licensed trades on a multi-trade project, so separate trade permits are only taken out when a single trade is involved.
Who issues building permits in Albertville?
The Building Department handles building applications and permits, inspections, zoning enforcement and Certificates of Occupancy, and gives final approval to all building construction projects within city limits. The City code places these duties in the office of Building Inspector, held by Mark Thompson, who also administers the zoning ordinance.

Albertville permit types and the online application
One City form, the Building Permit Application, is used for every job. You pick the type of improvement (new building, addition, remodel, moving a house, demolition, or electrical/HVAC/plumbing) and the proposed occupancy (single family, multi-family or commercial), then describe the work.
- Structural question: the form asks whether any wall or support that could carry a load will be moved, added, removed or changed.
- Subdivision question: it also asks whether the project divides a parcel into two or more lots, which brings in the Planning Commission.
- Cost: you state the total cost of the improvement, labor and materials together.
- Uploads: the contractor’s Albertville business licence, state card and any other supporting documents.
The City also publishes a Variance or Conditional Use Permit Application and a Zoning Amendment Application for projects that do not fit the zoning district as it stands.
Permit costs and fees in Albertville
Albertville does not post its permit fees. The City code says building, demolition, wiring, plumbing, sewer and house-moving permit fees are those on the current fee schedule on file with the Building Department, and the City says the amount depends on a number of factors. Staff will calculate the fee for your project by email or by phone at 256-891-8200.

| Building, demolition and trade permits | Charged from the fee schedule on file with the Building Department |
| Work started before the permit is bought | The fee for the project is doubled |
| Sign permit | Charged from the same schedule; the permit is valid for 180 days |
| House-moving business | $2,500 cash indemnity deposit with the Building Inspector, or a $2,500 surety bond approved as to form by the City Attorney, plus the permit fee |
The application asks for the total cost of labor and materials, so have a firm figure ready when you ask for a quote.
Electrical, plumbing, mechanical and gas permits in Albertville
The Building Department issues the electrical, gas, mechanical and plumbing permits itself; the separate electrical and gas inspector offices were removed from the City code in June 2026. Two local conditions are written into the code:
- Plumbing: no plumbing permit is issued unless the application shows the work will be done by plumbers certified by the State Plumbers and Gas Fitters Examining Board.
- Electrical: no electrical permit is issued unless the work will be done by an electrician licensed by the state electrical contractors board.
The Building Inspector must revoke a plumbing or electrical permit if the installation is not being carried out as the application described. Every subcontractor needs an Albertville business licence, and a general contractor may not let a subcontractor start until that licence has been shown.
The Fire Marshal’s office (256-891-8235) works from the 2021 International Fire Code and the 2021 Life Safety Code. New business construction with fire alarms and sprinklers must have a Knox-Box key safe.
Rather talk it over?
Call 1-855-478-4290 →Application documents and plans
The zoning ordinance requires two sets of plans drawn to scale with every building permit application.
Plans must show
- Shape and dimensions of the lot
- Where the lot sits in relation to adjacent rights-of-way
- Shape, size and location of every existing and proposed building
- The proposed use and the existing zoning
- Off-street parking, with its entrances and exits
With the application
- Valid Albertville business licence
- State licence card for the contractor
- Complete list of subcontractors
- Total cost of labor and materials
- The permit fee
A detailed site plan, prepared to the preliminary plat standard in the Subdivision Regulations, must be approved before a permit is issued for any commercial or industrial development, townhouses and condominiums, a multi-family building of 3 or more units, a Planned Unit Development, a gasoline station next to a residential district, or a conditional use other than a home occupation.
How to apply: 6-step Albertville process
The application asks for the zone, subdivision, lot and block, so get these from the Building Department before you start.
The contractor and each subcontractor need an Albertville business licence, issued only after proof of state certification.
Give the Building Department the scope and total cost and it will work out the fee from its schedule.
Submit it online with the licence and state card, or at the permit desk with two sets of scaled plans.
A portable toilet must be on site before the first inspection, and the Building Inspector decides case by case whether silt fencing is needed.
The contractor phones Building Services at each milestone and again when the building is ready for its Certificate of Occupancy.

City building inspectors check the work at each milestone, and the contractor is the one who must contact Building Services to schedule them. The inspector looks at structure, fire and life safety, accessibility, electrical, mechanical and plumbing systems, energy conservation, surface water drainage and zoning setbacks.
Once the owner or agent reports that a building is ready, the Building Inspector has 3 days to make the final inspection and either issue the Certificate of Occupancy or refuse it in writing with reasons. A refusal can be appealed to the Zoning Board of Adjustment. No land or building may be used until the certificate is issued.
A permit expires if work has not begun within 1 year, or if work stops for 1 year.

Downtown Business District: in the D-B-D zone, no building may be altered and no material change of appearance or color made until the Building Inspector has approved an application, and that approval comes before the building permit.
Fences and sheds: in residential districts, fencing is allowed in rear and side yards only and not past the front corner of the house, and accessory structures are allowed only in the rear yard.
Swimming pools: an outdoor family pool at least 18 inches deep must be enclosed by a fence or wall at least 5 ft high, with no gap wider than 4 inches and self-closing, self-latching gates.
Street cuts: opening a street, alley or sidewalk needs permission from the City Public Works Director and a cash deposit.
Businesses: a storefront business must pass a Building Department inspection before its business licence is issued, and a home-based business needs Board of Adjustments approval first. The Board meets at 5:30 pm on the fourth Tuesday of the month; the Planning Commission, which decides subdivisions, meets at 11 a.m. the same day.

From 1 January 2027, under Act 2024-443, a residential home builder must build to the applicable residential code (the Alabama Residential Building Code, or the local code where one applies) even where no building department inspects the work.
