The City of Scottsboro Building Department, at City Hall on South Broad Street, issues three kinds of permit: building, a combined plumbing, electrical and mechanical permit, and sign. You can file each on a paper form or online in Cloudpermit. Building fees follow a valuation table that starts at $15 for a $1,001 job, a $250,000 house works out at $910, and work begun without a permit is charged double.
What requires a building permit in Scottsboro?
Scottsboro’s zoning ordinance makes it unlawful to start excavating for, building, moving, altering or repairing any structure, accessory structures included, before the building official has issued a building permit. The same rule covers storing building materials on the lot and setting up a temporary field office.
Permit needed
- New buildings and accessory structures, starting with the excavation
- Alterations and repairs that cost more than $500 or change the character of the structure
- Moving a building
- Placing a manufactured home on a lot, temporarily or permanently
- Plumbing, electrical and mechanical work
- Signs: erecting, repairing, repainting or removing
Exempt in the zoning ordinance
- Repairs of $500 or less that do not change the character of the structure
- Painting
- Wallpapering
- A manufactured home set on an already approved manufactured home park space or sales lot
The building fee sheet charges nothing for a job valued at $1,000 or less unless an inspection is needed, so small jobs between the $500 repair exemption and $1,000 can still need a permit without a permit fee.
Who issues permits in Scottsboro?
The Building Department at City Hall issues building permits and the plumbing, electrical, mechanical and sign permits that go with them. Its application forms are headed Office of Community Development, and the sign form Inspection Department; all three are linked from the Building Department page. The building official signs each permit only after the zoning official confirms that the plans and intended use meet the zoning ordinance.

The building official also serves as floodplain administrator and issues the City’s short-term rental permits. The City’s subdivision and site plan regulations cover land inside the city and any area outside it where the City is authorized to control subdivisions; the building permit requirement itself sits in the City’s zoning ordinance.
Scottsboro permit types and how to file
Each of the three permits has a one-page PDF application on the Building Department page and an online equivalent in Cloudpermit.
- Building Permit Application. Asks for the address with block and lot numbers, the owner, the contractor’s state and City licence numbers, the zoning district, whether the site is in the fire district, the proposed work, its cost with a copy of the signed contract, the lot size and the percentage of the lot the buildings will cover. It also asks whether a variance or special exception is requested.
- Plumbing, Mechanical, Electrical Permit Application. One form for all three trades. Give the job valuation for commercial electrical or mechanical work, the service or breaker panel size for residential electrical work, the number of bathrooms for residential plumbing and the number of fixtures for commercial plumbing.
- Sign Permit. Records the sign erector, the owner or lessee, whether the sign is attached or detached, its size, height, material, anchoring and valuation.
Cloudpermit is free. You register once, confirm the account by email, and can then start an application, finish it later, follow its status, message staff and pay online. The department also hands out printed packages for residential construction on request.
Permit costs and fees in Scottsboro
The City posts a one-page sheet, Scottsboro Building Permit Fees, marked effective November 1, 1993. The fee depends on the total valuation of the work.
Not sure this scope needs a permit?
Get a free quote →| Work | Fee |
|---|---|
| Valuation of $1,000 or less | No fee, unless an inspection is required; then $15 per inspection |
| $1,001 to $50,000 | $15 for the first $1,000, plus $5 for each additional $1,000 or fraction |
| $50,001 to $100,000 | $260 for the first $50,000, plus $4 for each additional $1,000 or fraction |
| $100,001 to $500,000 | $460 for the first $100,000, plus $3 for each additional $1,000 or fraction |
| $500,001 and up | $1,660 for the first $500,000, plus $2 for each additional $1,000 or fraction |
| Moving a building or structure | $200 |
| Work started before the permit is issued | Double the fee |
| Short-term rental permit (annual) | $25, non-refundable |
For example, a house valued at $250,000 falls in the $100,001 to $500,000 band: $460 plus $3 for each of the remaining 150 thousands, which is $910. A $40,000 addition is $15 plus $5 for each of 39 thousands, or $210. Paying the double fee does not excuse the work from meeting the code.

All three trades are permitted on the City’s combined application. The electrical sheet says its application fee is included in the permit.

| Residential electrical service, 100 amp | $40 |
| Residential electrical service, 200 amp | $60 |
| 201–400 amp, single phase | $80 |
| 201–400 amp, three phase | $100 |

| Swimming pool electrical | $30 |
| Sign electrical | $20 |
| Electrical alterations | $30 minimum |
| Industrial and commercial electrical | $100 for the first $5,000 of job value, plus $3 for each additional $1,000 or fraction |

| Plumbing, by fixture (mostly large commercial jobs) | $5 per fixture shown on the permit |
| HVAC | $30 for the first $1,000 of job value, plus $4 for each additional $1,000 or fraction |
Rather talk it over?
Call 1-855-478-4290 →The application carries a notice for contractors new to the city. A plumber needs the state master plumbing certification with its wallet card, and a City licence. An HVAC contractor needs certification from the state heating and air conditioning board with its wallet card, and a City licence. An electrician needs a City licence.
Application documents
Building permit prerequisites
- Plot plan by a licensed surveyor showing where the dwelling will sit
- Two sets of building plans; one set comes back to the permit holder
- Properly licensed and qualified contractors
- A copy of the signed construction contract, to support the stated cost
Plan or plat contents (zoning ordinance, Appendix 4)
- Location, slope, area and dimensions of the lot
- Location, dimensions, height and bulk of the new or altered structure and of buildings already on the lot
- Existing and intended use of each building
- Proposed number of dwelling units, occupants or employees
- Setbacks, side yards, open space and parking required in the zoning district
If the application is refused, the building official must write the reason on it. Multifamily and non-residential projects need a site plan approved by the Planning Commission before a building permit can be granted; the City Engineer’s page carries the Site Design Checklist and Site Design Approval Form, and the Commission must decide within 30 days of submission unless the applicant agrees to more time.

The application asks for it; the City’s online GIS map shows zoning for every lot.
Have a licensed surveyor draw the lot with the proposed building located on it.
Apartments, commercial and industrial projects go to the Planning Commission first; single-family houses and duplexes do not.
Register in Cloudpermit and upload the plans, or bring the paper form and two plan sets to City Hall, 316 S Broad Street.
Pay the valuation-based fee, then have each trade contractor file the plumbing, mechanical, electrical application.
Tell the building official when each stage is ready, and ask for the final inspection and certificate of occupancy before moving in.
Scottsboro inspections
The zoning ordinance sets four inspections for work under a building permit:
- when the foundation has been excavated;
- when the foundation is complete and the building lines are established;
- when all electrical and mechanical elements are in place;
- when the building or structure is finished.
The permit holder must tell the building official when each stage will be ready. Under the ordinance, failing to give that notice cancels the permit automatically, and a new one is needed before work or occupancy can continue. Inspections can be requested through Cloudpermit.
No building may be used until the building official issues a certificate of occupancy. Once notified that the building is ready, the official has three days to make the final inspection and either issue the certificate or refuse it in writing with the reason. A building permit expires one year after issue unless the work has passed its first inspection.
Local Scottsboro details that matter
Historic districts: plans to build, alter, repair, move or demolish in a historic district go to the building inspector, who forwards them to the Architectural Review Board. No permit is issued until the board grants a certificate of appropriateness; if the board takes no action within 45 days, the plans are treated as approved. Laying out a parking lot in a historic district needs the same review.

Get a free quote →Flood hazard areas: a development permit from the chief building inspector, who is the floodplain administrator, is required before any development there. Plans go in duplicate with the lowest floor elevation, and an as-built elevation certificate follows as soon as the lowest floor is complete.
House moving: the mover files a route and timing with the Building Department, posts a bond or shows a $1,000,000 liability policy, and may not leave the building on a street for more than 24 hours. A building that has lost more than 50% of its value to fire or decay will not be permitted to move, and a moved building must be brought up to the International Building Code within 90 days.
Signs: a sign permit is void if on-site work has not started within 30 days of issue.
Sewer connections: tying into a public sewer needs a written permit from the City’s Water Works, Sewer and Gas Board.
Short-term rentals: the Building Department issues the annual short-term rental permit, which expires each December 31.
Alabama building code
From 1 January 2027, under Act 2024-443, a residential home builder must build to the applicable residential code (the Alabama Residential Building Code, or the local code where one applies) even where no building department inspects the work. Since 1 October 2024 the Alabama Home Builders Licensure Board adopts the residential code, and the Licensing Board for General Contractors the commercial energy code.
