Building permits inside the City of Prattville are issued by the Building Division of the city’s Planning and Development Department, in the City Hall Annex, 102 West Main Street (334-595-0400, building@prattvilleal.gov). Applications are made on the division’s fillable forms, printed and brought to the Annex. Residential applications usually get their initial review in 3 to 5 days, and fees follow § 105-26 of the city code: a $25 issuance fee plus an amount set by valuation. Prattville is a growing city of about 40,600 residents (Census 2025 estimate, up 7.6% since 2020), mostly in Autauga County with a small part in Elmore County, northwest of Montgomery, and it keeps a distinctive historic mill district at its core.

This guide covers the department and how to reach it, the code edition that governs a filing here, what permits cost and who may pull them, and how inspections are booked. Rules that apply everywhere in Alabama are summarized in each section, with a link to the full statewide explanation.

This guide covers work inside the City of Prattville limits. Autauga County lists no building inspection department: outside the city limits the County Engineer’s Office (334-361-3761) advises on the building requirements for a location and issues flood zone development permits.

⚠️

Sustained residential growth is itself a permitting condition. Where a city is building steadily, review turnaround and inspection lead times move with volume, administrative requirements are revised more often than in a settled jurisdiction, and utility capacity in the growth corridors becomes a live constraint rather than a formality. Verify current requirements and lead times at the point of filing rather than relying on a project completed a year ago.

What requires a building permit in Prattville?

Under the city's locally adopted codes, a permit is required for most construction activity inside the city limits.

Permit required

  • New residential and commercial construction, additions, conversions and tenant improvements
  • Structural and load-bearing alterations, foundations, decks, porches and garages
  • Electrical service changes, panel work, new circuits, solar and EV charging equipment
  • Plumbing alterations, repipes, water heaters, gas piping and sewer connections
  • HVAC installations, change-outs, ductwork and venting
  • Re-roofing, siding, windows, pools, signs, demolition and change of occupancy or use

Typically exempt

  • Painting, wallpapering, tiling, carpeting and cabinet installation
  • Countertop replacement and comparable finish work
  • Minor repairs replacing existing materials in kind with no structural or system change
  • Small detached accessory structures below the local size threshold, where zoning allows

Exemptions are narrow and local, and an exemption from a building permit is not an exemption from zoning, setbacks, floodplain rules, utility approval or a fire authority review. Confirm scope with the department before work starts rather than after.

Which code edition applies

Prattville’s building code is Chapter 105 of the city’s Code of Ordinances, with local amendments in § 105-24. The city lists the 2021 International Building, Residential (with the Alabama amendments), Plumbing, Fuel Gas, Mechanical, Fire, Existing Building and Swimming Pool and Spa codes, the 2015 International Energy Conservation Code for commercial work and the 2020 National Electrical Code. The amendments delete the International Building Code’s permit exemption for fences up to 7 feet high, which is why a fence needs a permit here, and create a three-member Building Code Board of Appeals appointed by the City Council. Autauga County’s website lists no building code or building department for its unincorporated area.

⚠️ The mill district is a different project type from the subdivisions. Prattville's historic core carries period industrial and commercial fabric where adaptive reuse, change of occupancy and design review apply, while the growth corridors are production residential construction. The two need entirely different preparation, and a team equipped for one is not automatically equipped for the other. Establish which you are dealing with before scoping.

In Alabama, where a project is and what it is decide who reviews it, and whether anyone reviews it at all. There is a State Building Code, but its scope is deliberately narrow. There is a statewide residential code, but it is enforced only by local jurisdictions that run residential permitting and inspection programs (§ 34-14A-12(b)). And everything else — ordinary private commercial and residential work — is permitted and inspected locally, by whichever city or county has taken that job on.

The State Building Code is administered by the Division of Construction Management (DCM), a division of the Alabama Department of Finance (§ 41-4-400), under Title 41, Chapter 9, Article 6 of the Code of Alabama. DCM adopted the 2021 International Building Code effective 1 July 2022, and amended it on 17 March 2025 to pull in portions of the 2024 International Building Code and its companion codes. But DCM applies that code only to work on state-owned property or using state funds, to all public and private K–12 schools, to public postsecondary schools, and to hotels, motels and movie theatres. On municipal and county-owned projects DCM’s jurisdiction is limited to ADA Standards compliance. DCM has no jurisdiction over residential property, and none over commercial property beyond hotels, motels and theatres.

So for the overwhelming majority of private construction in Prattville, the code that governs you is the one Prattville’s Building Division has adopted, and the office that enforces it is the local one.

From 1 January 2027, under Act 2024-443, a residential home builder must build to the applicable residential code (the Alabama Residential Building Code, or the local code where one applies) even where no building department inspects the work. Since 1 October 2024 the Alabama Home Builders Licensure Board adopts the residential code, and the Licensing Board for General Contractors the commercial energy code. Who handles permitting in Prattville?

Prattville’s Building Division handles plan review, permit issuance and inspections inside the city limits; all building, electrical, plumbing, mechanical, fuel gas and zoning inspections are scheduled through it. Trade permits are issued to the licensed professional doing the work. Residential applications typically take 3 to 5 days for initial review, and every new one- or two-family home also needs a stormwater grading permit. The city’s pages name Steve May as Chief Building Official. Outside the city limits Autauga County has no building department: the County Engineer’s Office (511 West Fourth Street, 334-361-3761) checks the building requirements for a location, issues the permit to develop in or within 100 feet of a Special Flood Hazard Area at no charge and issues free driveway turnout permits on county right-of-way, and the Autauga County Health Department (334-361-3743) handles septic tanks. For the small Elmore County side, that county’s FAQ says rural Elmore County has no building permit requirement, only a development permit in a floodplain.

In much of Alabama the city is the only building authority there is. County adoption of building codes is optional (a county commission may adopt them by resolution, § 34-14A-12(c)), and a substantial number of Alabama counties — including some with well over 50,000 residents — operate no county building department at all. Where that is the case, crossing the city limit does not move you to a different building authority; unless the city enforces its code in its police jurisdiction, it moves you outside building permitting altogether, into zoning, health department, floodplain and utility requirements administered separately.

Because the city sits in the Montgomery metropolitan area but in a different county from the capital, projects here frequently involve teams whose primary experience is Montgomery's. The building department, fee schedule, submittal requirements and inspection process are all separate, and the adopted code editions need not match. Treat it as a distinct jurisdiction rather than a Montgomery suburb for permitting purposes.

In 2025, building permits issued in Prattville authorized 200 new privately owned housing units, all of them single-family homes, according to the U.S. Census Bureau Building Permits Survey.

A county’s building code applies in its unincorporated areas; inside a city it applies only with the city’s consent, so confirm for the specific parcel whether the city or the county issues. Outside the city limits, a county code may be enforced in a city’s police jurisdiction only as § 11-40-10(b)(2) provides. County authority and police jurisdictions in Alabama

Permit types

Residential permits

Residential work is dominated by production subdivision construction in the growth corridors, alongside infill and renovation in the older neighbourhoods and the mill district. Phasing, utility sequencing and lead times matter as much to the programme as individual dwelling permits, and current intervals should be confirmed at booking.

The New Residential Permit Checklist in the city’s forms library asks for the Residential Building Permit Application (with the 8-digit City of Prattville business licence number and the state home builders number), the Energy Codes Statement of Compliance, the Energy Code Prescriptive Approach Worksheet, a Grading Permit application with the erosion control plan, a site plan to scale on paper no larger than 11 x 17 inches showing property lines, setbacks, easements, driveways and structures, a materials list, the Subcontractors List, the Prattville Water Works Board fee verification form and a complete set of construction drawings. The application asks whether the lot is in the Prattville Historic District or a Special Flood Hazard Area; if so, the Certificate of Appropriateness or the Floodplain Development Permit Application goes in with it. Fees are due when the permit is issued.

Commercial permits

Commercial development follows the residential growth: corridor and large-format retail, medical and office space, hospitality and light industrial activity, together with adaptive reuse in the historic core. Larger projects bring site engineering, drainage, traffic and utility review alongside the building set.

The city treats everything other than one- and two-family houses as commercial development. Reviews of new sites and structures, significant redevelopments and additions start with the Planning Department (a site plan application costs $250 under § 101-3 of the city code); interior renovations, tenant improvements, changes of use and build-outs start with the Building Division and must include the Commercial Building Permit Application. Plans are circulated to the other city departments, comments come back in writing, and the initial review must be finished within 45 days of a complete submission. Commercial work that involves grading also needs a stormwater grading permit, and the city welcomes pre-submission conferences.

Statewide rules also shape Alabama submittals: commercial and multi-family plans must be sealed by an Alabama-licensed design professional where the thresholds require it; a parcel in a FEMA Special Flood Hazard Area generally needs floodplain approval before the building permit; where adopted, storm shelter (ICC 500) and coastal wind provisions drive the detailing; and no state, county or city body may require residential fire sprinklers (§ 34-14A-12.2). Sealed plans, flood, storm and sprinklers in Alabama

Prattville permit costs and fees

Prattville permit fees follow § 105-26 of the city’s Code of Ordinances: building permits are valuation-based, and electrical, plumbing and mechanical work is charged separately. Multi-family, commercial and industrial projects that need architectural plans also pay a plan review fee of $2.50 per $1,000 of building valuation (minimum $250, maximum $10,000) when the plans are submitted.

Trade permits go to the licensed professional doing the work, on the division’s electrical, plumbing, mechanical and gas permit applications; under an overall building permit they are taken out after that permit is issued. Nobody is issued a building permit without a City of Prattville business licence, though a homeowner working on their own property does not need one (§ 105-28), and the builder must list every subcontractor on the city’s Subcontractors List (§ 105-29).

ElectricalResidential meter loop $20 up to 100 amps, $25 for 200 amps, $30 for 400 amps; concealed work $3 for 1 to 10 outlets, then $0.30 per outlet; solar panels and electric vehicle chargers $13 each; generators or transfer switches $10
Plumbing$3 per fixture, floor drain or trap; $5 per house sewer; $5 per electric water heater; $50 beyond four inspections
Fuel gas$5 for the rough and final piping inspection at one location; $5 for five fixtures or less, $3 per fixture over five
MechanicalAir conditioning $10 up to 3 tons, $15 over 3 and up to 5 tons, $18 over 5 and up to 10 tons; heating only $5 per unit; re-inspection $10

Alabama licenses contractors through five state boards: the Licensing Board for General Contractors (undertakings of $100,000 or more), the Home Builders Licensure Board (residential work over $10,000, and residential roofing over $2,500), and separate electrical, plumbing and gas, and HVAC boards that license by trade regardless of project value. A local business licence and registration with the building department are commonly required as well. Contractor licensing in Alabama

How to apply for a Prattville building permit

1. Confirm the parcel is inside the city limits

Autauga County lists no building department, so beyond the limits the County Engineer’s flood zone and driveway rules apply instead of a building permit.

2. Clear historic and floodplain approvals first

In the Prattville Historic District, apply to the Historic Preservation Commission a month before its fourth-Thursday meeting. Most development in a Special Flood Hazard Area needs the city’s Floodplain Development Permit.

3. Download and complete the forms

The Forms & Applications library holds the fillable residential packet, the Commercial Building Permit Application, and the fence, pool, re-roofing, demolition and trade permit forms.

4. Bring the package to the City Hall Annex

Print the forms and bring them with the plans to the Building Division, 102 West Main Street. New houses include the grading permit application; fees are due at issuance.

5. Allow for review

Residential applications typically take 3 to 5 days for initial review against the building code and the zoning ordinance. Commercial initial reviews must be completed within 45 days of a complete submission.

6. Post the placard and schedule inspections

No construction may begin until the permit and placard are issued, and the placard must stay visible on site. Inspections are booked on 334-595-0400 or by e-mail.

Review rules, permit duration, revival and appeal routes come from each Alabama jurisdiction’s own ordinance, so ask Prattville which code editions apply on your filing date, how long a permit stays valid and where appeals go. Where a jurisdiction has adopted no building code, no building permit is issued, but zoning, floodplain, health and utility requirements can still apply. Review and corrections in Alabama

Inspections in Prattville

All building, electrical, plumbing, mechanical, fuel gas and zoning inspections are scheduled through the Building Division on 334-595-0400 or at building@prattvilleal.gov; a request left by e-mail or voicemail is not scheduled until staff confirm it. Give the job address, the contractor’s business name, the inspection type, the city permit number and a contact name and phone number.

Requests received before 5:00 p.m. are scheduled for the next business day. Foundation footing, slab or foundation, plumbing foundation and sewer tap or replacement inspections requested before 10:00 a.m. are done the same day. All stormwater best management practices must be in place for any inspection to pass, and a re-inspection after a failed second inspection costs $100.

Do not cover work before the required inspection has been approved. Keep the issued permit, the approved plans, energy documentation, product listings, special-inspection reports and your correction responses available on site.

Prattville permit search and official resources

Permit records sit with the authority that issued them, which in Alabama makes record research a jurisdictional question before it is a clerical one. A search of the wrong office returns nothing and proves nothing — and in parts of the state a property may genuinely have no permit history because no permit was ever required. If you are buying, refinancing or renovating an existing building, ask Prattville’s Building Division what it holds for the parcel, whether any permit was closed without a final inspection, and whether the property was inside the enforcing jurisdiction at the time the work was done.

Annexation, changing police jurisdiction boundaries and counties adopting codes at different times all mean that the authority over a parcel today is not necessarily the authority that governed it when a previous addition or alteration was built.

🔑

Verify the code edition against the jurisdiction and the date — and, in Alabama right now, against the 2027 transition. Local adoption cycles differ, local amendments differ, and the statewide residential obligation under Act 2024-443 begins on 1 January 2027. A project designed in one code year, permitted in another and completed after the transition can touch all three positions. One conversation with the department, tied to your specific filing date, settles it.

These are the primary sources behind this guide. Codes, fee schedules and portal procedures change, and in Alabama a jurisdiction’s own published packet can lag an adoption by months — the adopted ordinance governs, not an un-updated handout. Confirm the position for your filing date.

Inspections are where schedules slip.

Frequently asked questions

Is Prattville part of Montgomery for permitting?

No. Prattville is a separate city in a different county, with its own building department, adopted codes, fee schedule and process. Treat it as a distinct jurisdiction.

Who permits work outside the city limits?

No county building department does: Autauga County lists none. The County Engineer’s Office (334-361-3761) asks anyone building a house or moving in a mobile home to call about the requirements for the location, requires a free permit to develop in or within 100 feet of a Special Flood Hazard Area, and issues driveway turnout permits. Septic tanks go through the Autauga County Health Department (334-361-3743).

What are the counter hours?

The city’s Building Permits and Building Inspections pages give Monday to Friday, 8:00 a.m. to 5:00 p.m.; its Building Services and Commercial Development pages give 7:00 a.m. to 4:00 p.m. The two agree on 8:00 a.m. to 4:00 p.m., and the Building Division answers on 334-595-0400.

What is different about the mill district?

Exterior changes to any building or site in the Prattville Historic District, including new construction, demolition and signs, need a Certificate of Appropriateness from the Historic Preservation Commission, which meets on the fourth Thursday of the month; apply at least a month before the meeting. Adaptive reuse and change of occupancy are common there — an entirely different project type from the growth-corridor subdivisions.

How long does plan review take in Prattville?

Residential permit applications typically take 3 to 5 days for initial review. On commercial projects the city must complete its initial review within 45 days of receiving a complete submission.

How much is a building permit in Prattville?

A $25 issuance fee plus a valuation amount from § 105-26 of the city code: for example $125 for the first $100,000 plus $0.75 per additional $1,000 between $100,001 and $500,000, with 0.25% added to the final permit fee. Trade permits are separate, each with its own $25 issuance fee.

Do I need a permit for a fence or a new roof in Prattville?

Yes. Fences are on the city’s list of work needing a permit ($25), and all roof covering replacement must be permitted before work begins; where only the covering and underlayment are replaced, the $25 issuance fee is the whole charge.

How do I schedule an inspection in Prattville?

Call 334-595-0400 or e-mail the Building Division with the address, contractor, inspection type and permit number. Requests in before 5:00 p.m. are scheduled for the next business day, and footing, slab and sewer tap inspections requested before 10:00 a.m. are done that day.

What changes on 1 January 2027?

Under Act 2024-443 a residential home builder must build in accordance with the applicable residential building code from that date. The duty attaches to the builder's licence rather than to a local building department, so it applies even where no inspector will attend.
