Building permits in Onondaga County come from the City of Syracuse or from the town or village where the parcel lies; a village with its own office, such as Liverpool or Baldwinsville, takes its parcels out of the surrounding town’s area. The county adds three approvals of its own: every plumbing permit is issued by its Water Environment Protection department’s Plumbing Control section, septic designs go to the Health Department, and a driveway onto a county road needs an Onondaga County Department of Transportation access permit.

What requires a building permit in Onondaga County?

Each code office keeps its own list. Cicero requires a permit for every fence and every shed whatever its size, Geddes for any fence over 24 inches, and Baldwinsville lists sheds, decks, fences, satellite dishes, porches, roofs, new walls, doors and windows and finished basements. Plumbing is a separate permit in every municipality, because Plumbing Control issues it.

Local building permit

  • New homes, additions and structural work
  • Decks, porches, sheds and garages (in Cicero, every shed)
  • Fences, pools and solar
  • Furnaces, fireplaces and other fuel-burning appliances
  • Demolition and changes of use

County permits and approvals

  • Plumbing installations, by licensed plumbers: WEP Plumbing Control
  • Individual septic system design: Health Department
  • New driveway on a county road: OCDOT access permit
  • Other work in a county right-of-way: OCDOT work permit

What local offices decide and what the state keeps

The 2025 Uniform Code and Energy Code apply in every municipality, and stricter local building standards need state approval. The local share is zoning, site plan and variance boards, the list of small jobs, fees and hours. Onondaga County is not among the twelve counties the Department of State lists as having opted out of the enforcement of the Uniform and Energy codes.

Two villages straddle town lines: North Syracuse lies in Cicero and Clay, and Baldwinsville in Lysander and Van Buren. Postal names mislead too. A Liverpool, Fayetteville, Camillus or East Syracuse address can sit outside the village of that name, and many town parcels carry a Syracuse address while the city’s own Central Permit Office covers only land inside the city line.

What Onondaga County itself does

  • WEP Plumbing Control, 650 Hiawatha Blvd West, Syracuse (315-435-6614): issues plumbing permits, reviews plumbing plans, inspects installations and licenses and registers plumbing contractors, master plumbers, journeymen and apprentices across the county.
  • Health Department, Environmental Health: reviews and approves individual sewage disposal systems, public sewers and water supplies, working with Plumbing Control and local code officers; it also runs a septic system replacement funding program.
  • Department of Transportation: access permits for every new driveway on a county road (residential, commercial, agricultural, construction or temporary) and permits for work in the right-of-way, sent by email or mail and valid for one year from approval.
  • Onondaga County Planning Board: advises local boards on more than 500 referrals a year under General Municipal Law 239-l, -m and -n.

Onondaga County permit types and applications

Residential permits

Filing methods run from online portals to paper. Camillus takes every permit through Cloudpermit and Salina through its OpenGov portal, Manlius uses online forms followed by delivery of the plans within three business days, and Cicero still takes paper applications only. Small offices keep short hours: Otisco’s codes office opens on Saturday mornings, Jordan’s on Fridays, and the Baldwinsville and Minoa offices in the mornings.

Commercial permits

Commercial projects normally need planning board site plan approval before the building permit, and many of those site plans go to the County Planning Board because the parcel lies within 500 feet of a municipal boundary, a county or state road, or county land, the distances section 239-m sets. The Board weighs the project’s inter-municipal and countywide effects against the county’s comprehensive plans, and its recommendation reaches the local board before the vote. Stamped plans, a separate plumbing plan review by Plumbing Control and, outside sewer districts, a Health Department septic approval complete the file.

What comes before the building permit

  • Zoning: planning board site plans, special permits and ZBA variances under the town or village zoning law.
  • County referral: County Planning Board review of referred actions before the local vote.
  • Driveway: mark the front property corners and the center of the proposed driveway, email OCDOT, and wait for its sight-distance and drainage check and fee notice; if the chosen spot fails, OCDOT sets the safest location or denies access.
  • Septic: Health Department design approval on any unsewered lot.
  • Floodplain: town floodplain permits where the parcel is mapped, as Cicero and Van Buren post.

Building permit fees in Onondaga County

Each town, village and the city sets its own fees. These five town rules come from this site’s finished guides, where the full tables and dates are given. Plumbing Control and OCDOT charge their own fees on top, and OCDOT quotes its fee and deposit after it inspects the staked driveway.

Residential fee rules in five Onondaga County towns
PlaceResidential fee ruleSchedule
Town of DeWitt$200 base fee plus $8 per $1,000 of construction cost in residential districtsFee schedule in effect since March 14, 2025
Town of Lysander$30 for the first $1,000 of cost plus $5 per additional $1,0002023 fee schedule
Town of Manlius$65 for the first $1,000 plus $5 per further $1,000; a new house priced by size from $800Adopted January 2, 2026
Town of Van Buren$100 for the first $1,000 of value plus $8 per additional $1,0002026 fee schedule
Town of Onondaga$50 plus $0.50 per sq ftTown instructions and fees page

Worked comparison for a $50,000 residential alteration: Lysander $30 + 49 × $5 = $275; Manlius $65 + 49 × $5 = $310; Van Buren $100 + 49 × $8 = $492; DeWitt $200 + 50 × $8 = $600. The same job inside a village is priced by that village’s own schedule.

Trade permits and who may pull them

Plumbing is the county-run trade. Plumbing Control licenses master plumbers and registers plumbing contractors, and the Town of Skaneateles puts the rule plainly: all plumbing work must be done by a master plumber licensed in Onondaga County, and only after Plumbing Control has issued the plumbing permit. Plumbing Control keeps the list of licensed plumbers and has its own homeowner permit conditions.

Electrical work is handled locally. The City of Syracuse licenses electrical and HVAC contractors through its Code Enforcement division; towns such as Cicero, DeWitt, Manlius, Salina, Van Buren and Skaneateles instead require an inspection by an approved third-party agency and post their lists. Each office also asks for proof of workers’ compensation and disability coverage, or the state exemption form.

How to get a building permit in Onondaga County

1. Find the right office

Check the tax map for city, town or village; postal names cross lines.

2. Clear zoning

Planning board, ZBA and any County Planning Board referral come first.

3. County approvals

Septic design to the Health Department; driveway access permit to OCDOT.

4. File the building permit

Use the town or village portal or paper form, with plans and insurance proof.

5. Plumbing permit

Your licensed plumber files with Plumbing Control.

6. Inspect and close

Book local, plumbing and electrical-agency inspections, then get the certificate.

Review, corrections and what causes delay

Turnaround is set office by office: Camillus asks for up to 10 business days, and Cicero quotes three to five business days for minor work and two to six weeks for a new house. Files stall when the plumbing or septic approval is not in hand, when a driveway location fails OCDOT’s sight-distance check, or when a board hearing has not happened yet.

Inspections and certificates

Three inspection tracks run side by side: the local code office for building stages, Plumbing Control inspectors for the pipework, and the owner’s chosen electrical agency for wiring. The local office collects the plumbing approval and the electrical certificate before it signs off; Geddes, for example, asks for Plumbing Control’s certificate of approval.

The local office then issues the certificate of occupancy or compliance. Commercial buildings stay on an inspection cycle after that: Liverpool’s office has its own fire marshal, and the Geddes and Onondaga town offices run fire safety inspections of businesses.

New York building code

New York builds on one statewide code, the Uniform Code, outside New York City; the 2025 edition and 2025 Energy Code took effect on 31 December 2025 (the all-electric provisions remain suspended by court order). Cities, towns and villages administer it, and local standards stricter than the code need Code Council approval. The Uniform Code in New York

In Onondaga County the building code is applied by the city, towns and villages, and the plumbing work under it is permitted and inspected by the county.

Onondaga County permit FAQ

Does Onondaga County issue building permits?

Not for buildings. Syracuse and each town and village do; the county issues plumbing permits, septic approvals and county-road permits.

Who issues a plumbing permit?

WEP Plumbing Control, 650 Hiawatha Blvd West, Syracuse (315-435-6614), for the whole county. The work is done by a master plumber licensed in Onondaga County, except where Plumbing Control’s homeowner permit conditions allow an owner to do it.

Who approves a septic system?

The Onondaga County Health Department reviews and approves individual sewage disposal systems; write to PHESeptic@ongov.net.

My parcel has a Liverpool address. Is it in the village?

Not necessarily. Only parcels inside the Village of Liverpool go to its office on Sycamore Street; other parcels with that address file with the town they lie in, such as Salina.

Do I need a permit for a driveway on a county road?

Yes. OCDOT requires an access permit for every new driveway on a county road, after it checks the staked location.

Does the Village of Fabius take part in the flood insurance program?

No. FEMA lists the Village of Fabius among communities not in the program; every other listed Onondaga County community participates.

How do I get an old permit record?

Ask the city, town or village that issued it, or file a FOIL request with its clerk; plumbing records are held by Plumbing Control.

Onondaga County permit search and official resources

Building permit files stay with the issuing municipality, and some publish activity online: Lysander posts a monthly report of the permits it issued, and Solvay shows applications and inspection results on its citizen portal. Use the municipal FOIL process for anything else.
