In the Town of Van Buren, building permits are issued by the Code Enforcement Office at Town Hall, 7575 Van Buren Road, Baldwinsville (315-635-3009, option 4; weekdays 8:30 am to 4 pm). Under the 2026 fee schedule a residential project costs $100 for the first $1,000 of value plus $8 for each additional $1,000, all fees are due before the permit is issued, and the fee triples if work starts first. The part of the Village of Baldwinsville in the town has its own code office.
What requires a building permit in Van Buren?
Van Buren requires a permit for any work that must comply with state or local codes. The Code Enforcement Office lists the common cases, and its fee schedule adds others:
Permit needed
- Additions, garages and pole barns
- Sheds over 144 square feet, decks and fences
- Open and enclosed porches
- Structural interior and exterior renovations, including roofs, new walls, doors and windows
- Finished basements
- Plumbing and electrical work
- Satellite dishes
- Pools, spas and hot tubs able to hold 24 inches of water
- Solid-fuel appliances, generators, chimneys, slabs, foundations and EV chargers
- Solar, signs, demolition and non-structural roof replacement
No permit or no fee
- One-story sheds of 144 square feet or less at a home are exempt under Chapter 115 and carry no fee
- Painting, tiling, carpeting and other finish work
- Replacing equipment without changing its listing or original specifications
- Repairs that do not affect fire and life safety: the structure, required exits or fire protection
When in doubt, the office asks owners to call the Code Enforcement Officer before starting. Temporary storage units are limited to two per parcel for at most six months, and burn permits for open burning last three months.
What Van Buren decides and what the state sets
Construction standards are the Uniform Code and Energy Code. Van Buren sets its zoning (a land use and dimension table by district, and a zoning map whose posted copy is a draft revised in October 2024 from the 2017 map), its building code administration law (Chapter 115, adopted in November 2022), electrical inspection rules (Chapter 110), floodplain rules, the fees and the town’s own pool and deck guidance.
Van Buren building department: who handles permitting
The Code Enforcement Office supports planning, zoning and code enforcement for the town. Chaz Gambino is Director of Codes, and the office also has a Fire Marshal and a Codes Clerk. Permit questions can go to DirectorCodes@VanBurenNY.gov or Codesclerk@VanBurenNY.gov, and the office’s fire inspection form is posted on the department page.

Van Buren permit types and filing rules
Residential permits
The 2026 building permit application is signed by the owner, who agrees to allow the inspections required by state rules (19 NYCRR Part 1203.3), to file proof of workers’ compensation and disability insurance or an exemption before any work starts, to renew the permit if the work runs past its expiration date, and to call for a final inspection for the certificate of compliance or occupancy. If someone else will hold the permit, that person signs the same promises. The form asks whether the site is in a flood hazard zone (with the map number and whether an elevation certificate exists), whether it is within 100 feet of a wetland, and whether the job includes plumbing, electrical work or a highway permit. Incomplete applications are returned.
Decks follow the town’s deck requirements: a survey copy marking the deck, and a framing drawing or stamped plans showing the ledger attachment and flashing, height, footing depth, post, beam and joist sizes, and railings and steps. Decks must carry 40 pounds per square foot, posts go at least 42 inches below grade, stairs are at least 36 inches wide with risers no taller than 8¼ inches and treads at least 9 inches deep, handrails (34 to 38 inches high) are needed on stairs with four or more risers, and guards are required more than 30 inches above grade, with openings under 4 inches.
Pools follow the pool, spa and hot tub requirements: a survey showing the pool at least 4 feet from side and rear lines, plus buildings, easements and power lines; the installer’s insurance; the cost; and the maker’s size, design and capacity. Every pool able to hold more than 24 inches needs a barrier, inflatable and pre-formed pools included, with self-closing, self-latching gates latched 54 inches up and locked; a hot tub or spa with a cover meeting ASTM F1346 is exempt from the barrier.

Commercial permits
Commercial structures cost $200 for the first $1,000 of value plus $8 for each additional $1,000, and commercial fences $200. Site plan review costs $1,500 for business, commercial, manufacturing or industrial uses, special use permits $750, and operating permits $200 for an industrial or business use. The schedule bills legal fees at $125 an hour, and where an engineering consultant is required, the consultant bills the applicant directly.
For tenant improvements and new commercial builds, Alliance handles commercial permit expediting through issuance. More on this: commercial building permits explained.
What comes before the building permit
- Zoning Board of Appeals: variances $150 residential, $300 commercial.
- Planning Board: site plans ($250 residential), special use permits ($200 residential), subdivisions ($150 per lot for two lots, $300 per lot for 3 to 30) and park fees in lieu of land ($150 per lot minor, $350 per lot major, $250 per apartment).
- Stormwater: an MS4 development permit costs $1,650 for one acre or less and $150 per acre on larger sites, a utility stormwater plan review $250, and the town engineer sets any security bond.
- Zone changes: $300 to request; planned unit developments are charged per lot ($400 per lot under 30 lots) and planned office, commercial or industrial districts $1,000 per acre.
- Floodplain development permit ($200): Van Buren is in the National Flood Insurance Program, with a current flood map dated November 4, 2016.
- Driveway application from the town’s forms list, and county septic approval where there is no sewer.
Van Buren permit fees
The Town Board adopted the 2026 codes and zoning fee schedule on January 1, 2026. Fees are non-refundable unless noted and are due before the permit is issued; a permit issued after construction has started costs three times the normal fee.

Trade permits and who may pull them
Electrical. Chapter 110 has the Town Board keep a list of approved, fully insured electrical inspection agencies at the Code Enforcement Office. The pool requirements name four: Commonwealth Electrical Inspection Services, Upstate Electrical Inspection Agencies, The Inspector and New York Atlantic-Inland; the agency must approve pool wiring before the town’s final inspection. The town’s pages and code show no electrician license of its own.

Onondaga County Plumbing Control, a division of the county Department of Water Environment Protection, licenses plumbers and issues and inspects plumbing permits in Van Buren. The 2026 county sheet lists $250 for a new home with more than 20 fixtures, $15 to install a water heater and $25 for a water softener. An owner-occupant of a single-family home may apply in person for a county homeowner permit and do the inside work personally; the county does not let homeowners work on water services or building sewers outside the house.
Septic. The county Health Department’s Bureau of Public Health Engineering reviews individual sewage systems and repairs.
How to apply for a Van Buren building permit
Parcels inside the Village of Baldwinsville file with the village office.
Use the zoning map and district table; note any flood hazard zone or wetland within 100 feet.
The signed 2026 application, a survey marked with the work, drawings, and the deck or pool checklist where it applies.
Workers’ compensation and disability certificates, or a CE-200 for anyone not required to carry them.
The fee is based on the project’s value and is paid before the permit is released.
Book each inspection, then request the final for a certificate of compliance or occupancy.
Review, corrections and what causes delay
The application warns that incomplete forms will be returned. The deck and pool checklists spell out the framing details, setbacks and utility lines the office expects to see. Under Chapter 115 a permit becomes invalid if work has not started within six months and expires 12 months after issue; the application has the holder tell the Code Enforcement Officer and renew if the work will run past the expiration date.
Van Buren inspections and certificates
Chapter 115 requires work to stay exposed until it is inspected and accepted, and the permit holder must tell the office when each stage is ready. The officer may accept a remote inspection instead of a visit where that is adequate, and may issue a temporary certificate of occupancy for a portion of a building that can be used safely before the job is complete. Inspections follow the state’s Part 1203.3 list, from footings and framing to energy items and the final, and the owner must let inspectors onto the property. The pool sheet sets the order for pools: the third-party electrical approval comes before the Code Enforcement Officer’s final. When the work is finished, the permit holder requests a final inspection, and the town issues a certificate of compliance or certificate of occupancy to close the permit.

New York building code
New York builds on one statewide code, the Uniform Code, outside New York City; the 2025 edition and 2025 Energy Code took effect on 31 December 2025 (the all-electric provisions remain suspended by court order). Cities, towns and villages administer it, and local standards stricter than the code need Code Council approval. The Uniform Code in New York
