For land in the Town of Manlius outside the Villages of Fayetteville, Manlius and Minoa, building permits come from the town’s Planning and Development Department at Town Hall, 301 Brooklea Drive, Fayetteville (315-637-8619). You apply through the town’s online forms and then have three business days to deliver the plans, fee, survey and insurance form. Under the fee schedule adopted January 2, 2026, residential work costs $65 for the first $1,000 plus $5 for each further $1,000, and a new house is priced by size, from $800.

What requires a building permit in Manlius?

The town’s online application lists the residential jobs it permits most: additions, alterations, decks, demolition, EV charging stations, fireplaces and wood stoves, garages, gazebos, generators, pools, sheds, signs and permit renewals, alongside new single-family homes and commercial projects.

Permit needed

  • New homes, additions and alterations
  • New decks, attached or freestanding
  • Sheds and playscapes over 144 sq ft; garages, pole barns and gazebos
  • In-ground pools, above-ground pools 24 inches deep or more, hot tubs and spas, and their barrier fences

No building permit

  • One-story sheds and playhouses of 144 sq ft or less at one- or two-family homes (zoning setbacks still apply)
  • Fences that do not enclose a pool, hot tub or spa
  • Deck repairs: rotted boards, stair treads, railing tops, spindles, painting and sealing
  • Pools under 24 inches deep set entirely above ground
  • Retaining walls that support no surcharge and impound no Class I, II or IIIA liquids
  • Finish work and like-for-like equipment

What Manlius decides and what the state sets

Chapter 59 of the Town Code, adopted by Local Law 12 of 2022, puts the state Uniform Code and Energy Code into effect and, under Municipal Home Rule Law, writes the 144-square-foot shed exemption into town law. The town also sets its zoning in Chapter 155, flood damage prevention in Chapter 72, its pool chapter, its six-month permit term and the fee schedule.

Manlius building department: who handles permitting

The Planning and Development Department reviews and issues town building permits, books inspections and keeps the town’s flood hazard maps. Its Director of Planning and Development is Thomas Poitras; the department also has a code enforcement officer, a part-time code enforcement officer and a fire inspector. The town does not do electrical or plumbing inspections.

More than a third of the town’s residents live in the three villages (Census 2025 estimates), and each enforces the Uniform Code and its own zoning through its own code enforcement officer. The Village of Manlius, for example, issues permits for new construction, alterations, demolition, signs and pools under a fee schedule effective April 28, 2026; Fayetteville posts its own fee schedule for permits and applications and keeps its village code on eCode360, and Minoa’s codes office is open weekday mornings only. A Fayetteville or Manlius mailing address can belong to either the town or a village, so confirm the municipality on the tax bill before applying.

Manlius permit types and filing rules

Residential permits

The town has three online forms: one to build a single-family home, one for commercial projects and one for all other building work. After you submit, you have three business days to bring in two complete sets of plans, the permit fee, a property survey and a workers’ compensation certificate or BP-1 waiver (the insurance form may be e-mailed). If everything does not arrive together within that time, the application is void, and review does not begin until the file is complete. New single-family homes follow the department’s construction documents checklist for houses.

Since January 1, 2021 that checklist has applied to every new single-family home and to major home renovations. The plans must name the energy code compliance path (prescriptive, prescriptive with REScheck trade-offs, simulated performance or the Energy Rating Index), depict a continuous thermal envelope, and show cross-sections with insulation R-values and installed thickness, window U-factors and solar heat gain coefficients, and the air barrier’s method and location. Details are expected for slab-edge insulation, insulated corners and headers, fireplaces and tubs on exterior walls, knee walls, porch roofs, skylight shafts, cantilevered floors and attic hatches.

Some projects need extra paperwork. New homes, additions and roof repairs need the state Notice of Truss Type form. Solar installations under the Unified Solar Permit now need an electrical wiring diagram stamped by a New York licensed professional engineer or registered architect. Pools, hot tubs and spas follow Chapter 131 and the Uniform Code’s barrier rules, and a fence around a pool or spa is the one kind of fence the town regulates. The pool application needs a map or survey locating the pool against the lot lines, buildings, water supply and drainage, and showing how pool water will be disposed of; overhead power lines must stay 20 feet from the pool, a 2-foot clear strip must run between the pool and its fence, lighting may not shine onto neighboring lots, and the permit stays posted until the certificate is issued. For deck plans, the department links the Prescriptive Residential Wood Deck Construction Guide.

Commercial permits

Commercial projects use the online commercial application. The fee is $100 for the application and first $1,000 of cost, then $15 per $1,000 up to $1,000,000 of cost, stepping down to $10, $8, $5 and $4 per $1,000 in higher tiers. A food truck needs a $50 operating permit and fireworks sales a $150 operating permit.

What comes before the building permit

  • Zoning Board of Appeals for area variances ($250 residential, $500 commercial) and use variances ($350 / $550), under Chapter 155-48.
  • Planning Board for site plans ($300 residential, $500 commercial, plus an engineering review deposit from $1,390), special use and accessory use permits ($300 each), subdivisions and accessory dwelling units ($400 plus a $1,390 engineering deposit).
  • Excavation, grading and filling permit ($150 residential, $300 commercial) and natural resource removal permits.
  • Highway agreement ($700 on the schedule), with the security for highway development set by the Highway Superintendent from current construction costs.
  • Flood zones: flood hazard maps are kept at the Planning and Development office, special building rules apply in mapped zones under Chapter 72, and the town takes part in the National Flood Insurance Program (current map dated November 4, 2016).

Manlius building permit fees

The current fee schedule was adopted on January 2, 2026. General construction is priced by cost; new houses are priced by the living area, not counting the garage or unfinished basement.

For example, a $20,000 kitchen remodel is $65 for the first $1,000 plus 19 × $5, or $160. A 2,200 sq ft house (excluding garage and unfinished basement) falls in the 2,001–2,500 sq ft band, so the house permit is $1,200. If plans are reviewed but no permit is issued, the town keeps 25% of the fee.

Trade permits and who may pull them

Electrical. The town does not inspect electrical work. It must be inspected by an approved third-party agency: CNY Electrical Inspection Service (315-633-0027), Commonwealth Electrical Inspection Service (585-624-2380), New York Atlantic Inland (607-753-7118), The Inspector (1-800-487-0535) or Upstate Electrical Inspection Agency (315-452-5304). The Town Code’s chapter list has no electrician or contractor licensing chapter.

Plumbing. Chapter 95 of the Town Code makes Onondaga County responsible for all plumbing inspections, and the online application tells applicants that plumbing work goes through Onondaga County Plumbing Control, which requires a plumbing permit. (The town’s older contact sheet lists the Onondaga County Water Authority for plumbing inspections; Plumbing Control, at 315-435-6614, is the county office that issues plumbing permits and licenses plumbers.)

Demolition. The town’s demolition checklist asks for the contractor’s name, liability and workers’ compensation insurance, where the debris will go, an asbestos survey, a written statement that utilities are disconnected, a county Health Department building demolition report (inspection booked at 315-435-6617) and a county plumbing permit for the sewer disconnection (315-435-6614). The certificate of compliance follows once debris is gone and basements are filled.

Closing out. The town will not issue a certificate of compliance or occupancy until the electrical and plumbing inspections have been completed and closed by those agencies.

Septic. Repairing or replacing a septic system takes a $50 town permit for a home; the design and approval run through the Onondaga County Health Department.

How to apply for a Manlius building permit

1. Check the municipality

Use the town only if the parcel is outside Fayetteville, Manlius village and Minoa.

2. Clear zoning first

Get any ZBA variance, Planning Board site plan or grading permit the project needs.

3. Submit the online form

Choose the single-family home, commercial or all-other-building form and describe the work, cost and size.

4. Deliver the package within 3 business days

Two sets of plans, the fee, the survey and the insurance or BP-1 form, all at once.

5. Line up inspectors

Hire an approved electrical agency and get the county plumbing permit if plumbing is involved.

6. Book inspections with staff

Give 24 hours’ notice by speaking to town personnel.

Review, corrections and what causes delay

The department does not publish a review time, but it does not start reviewing until every document is in, and an application whose documents miss the three-day window is void. Manlius permits are short-lived: work must begin within six months, the permit expires six months after issue, and the Code Enforcement Officer may extend it for up to two consecutive three-month periods. After that, a first renewal is $100 and a second costs half the original fee. Building without a permit doubles the fee, and lifting a stop-work order costs $100 on a residential job.

Manlius inspections and certificates

Every inspection needs 24 hours’ notice and must be arranged directly with town staff; requests left on the voice system are not honored. If the work is not ready when the inspector arrives, the return visit costs $50. Electrical inspections are booked with the chosen agency and plumbing inspections with the county.

The job ends with a certificate of compliance or certificate of occupancy from the town, which issues only after the electrical and plumbing inspections are closed out. For a new house, square footage differences found at the end are settled before the certificate of occupancy issues.

New York building code

New York builds on one statewide code, the Uniform Code, outside New York City; the 2025 edition and 2025 Energy Code took effect on 31 December 2025 (the all-electric provisions remain suspended by court order). Cities, towns and villages administer it, and local standards stricter than the code need Code Council approval. The Uniform Code in New York

Manlius permit FAQ

Do I need a permit for a fence in the Town of Manlius?

No, unless the fence encloses a pool, hot tub or spa. Fences in the villages follow village rules.

Do I need a permit for a shed?

Not for a one-story shed or playhouse of 144 square feet or less at a one- or two-family home, though zoning setbacks still apply. Larger sheds need a permit ($200).

How much is a permit for a new house?

From $800 up to 1,500 square feet to $1,800 for 4,001 to 5,000 square feet of living area, under the January 2, 2026 schedule.

How long is a Manlius building permit valid?

Six months, with up to two consecutive three-month extensions from the Code Enforcement Officer.

Does the town inspect electrical and plumbing work?

No. Electrical work goes to an approved third-party agency and plumbing to Onondaga County; both must be closed before the town issues a certificate.

Do I need a permit to fix my deck?

Not for replacing rotted decking, stair treads, railing tops or spindles, or for painting and sealing. Building a new deck, attached or freestanding, needs a permit ($300).

What extra forms does a solar or new-home permit need?

Solar under the Unified Solar Permit needs a wiring diagram stamped by a New York engineer or architect; new homes, additions and roof repairs need the Notice of Truss Type form.

I live in Fayetteville. Where do I apply?

Inside the Village of Fayetteville, apply to the village’s code enforcement officer (315-637-9864 ext. 130); outside it, the town at 301 Brooklea Drive.

Permit search and official resources

The town has no public permit search. Request permits, certificates and plans through the town’s JustFOIA public records portal, and order a zoning research letter ($60 residential, $100 commercial) from Planning and Development. Board agendas and minutes are on CivicClerk.

Inspections are where schedules slip.
