Building permits in the Town of Onondaga are issued by the Building and Codes department at 5020 Ball Road, Syracuse (315-469-3144, weekdays 8:30 am to 4:30 pm). A residential permit costs $50 plus $0.50 per square foot, and the town warns that starting permit-required work without a permit is a Class A misdemeanor. The town has no incorporated villages, so one office covers every parcel, while Onondaga County Plumbing Control handles plumbing.

What requires a building permit in the Town of Onondaga?

Chapter 80 of the Town Code, rewritten in December 2022, requires a permit for work covered by the Uniform Code and Energy Code. The town’s application and fee page show what it permits:

Permit needed

  • New homes, additions and alterations
  • Sheds and other accessory structures over 144 square feet
  • In-ground and above-ground pools, spas and hot tubs, including inflatable pools
  • Wood stoves, fireplaces and gas heaters
  • Standby generators and EV charging stations
  • Solar arrays (unified solar permit)
  • Screw-pile foundations, which must be observed
  • Demolition and storage trailers
  • Commercial construction, special events and operating permits

Exempt under Chapter 80

  • One-story sheds and playhouses of 144 square feet or less at a one- or two-family home or townhouse
  • Painting, wallpapering, tiling and carpeting
  • Partitions under 5 feet 9 inches
  • Listed portable appliances
  • Replacing equipment without changing its listing or original specifications
  • Repairs that do not affect fire and life safety: the structure, required exits or fire protection

Zoning adds a placement rule for private pools: they belong in the rear yard, with no pool wall, walk or equipment closer to the rear line than 10% of the lot width (required or actual, whichever is greater) or closer to the side line than the house’s side yard, and pool lights must be shielded from neighbors.

What the town decides and what the state sets

The state’s Uniform Code and Energy Code are the construction standards. The town sets zoning in Chapter 285 (its master plan was updated in 2017), flood damage prevention in Chapter 118, development review deposits in Chapter 91, the electrical inspection rules in Article VII of Chapter 80, and the permit fees.

Town of Onondaga permit types and filing rules

Residential permits

One application form covers building permits, certificates of use and occupancy, demolition, fuel-burning appliances and pools. It asks for the tax map ID, zoning district, subdivision and lot, whether the property is in or next to a flood plain (with the FEMA panel number), whether septic approval is on file, the existing and intended use, and the habitable and non-habitable square footage, bedrooms, baths and garage bays. Plans prepared by a New York architect or engineer must show that professional’s seal where state law calls for it, and contractor insurance details are required. Before a certificate of occupancy is issued, the owner must provide a survey of the lot showing the finished improvements.

Inflatable pools are seasonal only: each gets a 30-day permit that may be extended twice by 30 days, and the owner applies again every year; permanent pools get a full permit. Standby generators and EV chargers are a flat $100.

Commercial permits

Commercial permits cost $100 plus $1.00 per square foot, including all accessory structures; the fee page prints a “Minimum Fee” of $250 and a “Maximum Fee” of $25,000 directly below that commercial line. If a corporation is the owner or applicant, the application asks for the names, addresses and titles of two officers. Special event and operational permits use the same form, and operating permits cost $100. Chapter 80 requires an operating permit for activities such as hazardous materials over the fire code limits, high-piled storage over 500 square feet, flammable finishes, hot work, fireworks and explosives, tents and temporary event structures, open burning, mobile food trucks, energy storage systems over the code thresholds, buildings with assembly areas and outdoor events expected to draw more than 1,000 people.

What comes before the building permit

  • Zoning relief: area variance $400; use variance, special exception, use permit or special permit $500 each.
  • Flood plain development permit ($200) for work in a mapped flood area; the town is in the National Flood Insurance Program, with a current flood map dated November 4, 2016.
  • Septic approval from the Onondaga County Health Department where there is no public sewer; the application asks whether it is on file.
  • Highway driveway permit ($25), listed on the town’s fee page.
  • Development fee deposits under Chapter 91: applicants for a development, district, variance, site plan or special permit use deposit money with the town to cover its legal and engineering review costs. Development of one acre or less on an existing public road, and splits into no more than two lots on an existing road, are excepted.
  • Ground-mounted solar in the Residential and Country (R-C) district is an accessory use only with a special use permit.

The residential rate covers accessory structures over 144 square feet, so a 400 sq ft detached garage costs $50 plus 400 × $0.50, or $250. For example, a 1,000 sq ft addition costs $50 plus 1,000 × $0.50, or $550, and a 2,000 sq ft house $1,050. Plumbing is a separate county charge, $225 for a new one- or two-family home with up to 20 fixtures.

Trade permits and who may pull them

Plumbing. Onondaga County Plumbing Control, part of the county Department of Water Environment Protection, licenses plumbers and issues and inspects all plumbing permits in the town; the town lists its number, 315-435-6614, on the Building and Codes page. Licensed plumbers file the county permit. An owner-occupant of a single-family house may get a county homeowner permit in person for work inside the house only, bringing proof of ownership and residence, the state WC/DB-100 affidavit and drawings of the drain and vent piping, and paying the permit and plan review fees. The county sheet charges $15 for a water heater, $100 for a new water service and $150 for a new sanitary or storm sewer.

Electrical. Under Article VII of Chapter 80, no one may install or alter wiring until an application for inspection has been filed with the Code Enforcement Officer, and service may not be connected before a certificate is issued. The officer may deputize or retain experienced inspectors, who report defects to the town and authorize the certificate of compliance. The town code has no electrician licensing article.

Septic. The county Health Department’s Bureau of Public Health Engineering reviews and approves individual sewage systems and repairs, working with Plumbing Control and the town.

How to apply for a Town of Onondaga building permit

1. Check zoning and the flood map

Confirm setbacks and pool placement and whether the lot is in a flood plain.

2. Get approvals first

Obtain any variance or special permit, septic approval and the Highway Department driveway permit.

3. Complete the application

Download it from the town’s building permit page and fill in every section, including square footage and insurance.

4. Submit and pay

Bring the form and plans to Building and Codes at 5020 Ball Road with the fee.

5. File trade applications

Have the plumber file with county Plumbing Control and file the electrical inspection application with the town.

6. Close out

Pass the final inspections, provide the as-built lot survey and receive the certificate.

Review, corrections and what causes delay

A permit becomes invalid if work has not started within six months and expires 12 months after issue. The officer may grant up to two extensions of up to three months each, and the fee page charges $50 per extension. When a permit expires, the building must be fully enclosed and excavations backfilled, or the site is treated as an unsafe structure. Within 14 days after the work is done, or after the permit expires unfinished, all construction machinery, equipment and materials must be removed from the site or stored inside an approved structure. Any change from the accepted plans must be reported to the Code Enforcement Officer at once, and a changed project may need an amended permit.

Town of Onondaga inspections and certificates

Chapter 80 lists the stages to be inspected where they apply: the site before the permit is issued, footings and foundations, slab preparation, framing, structural, electrical, plumbing and mechanical systems, fire-resistant construction and penetrations, solid-fuel appliances, chimneys and vents, Energy Code items such as insulation and air sealing, the installation of manufactured homes and factory-built buildings, and a final inspection. Work must stay exposed until it is accepted, and the officer may accept a remote inspection where it is adequate.

Contact Building and Codes at 315-469-3144 during office hours to arrange inspections; a fire inspection done outside 8:30 am to 4:30 pm costs an extra $25. Screw-pile foundations must be observed by an inspector. Plumbing is inspected by the county. When the work passes, the department issues a certificate of occupancy for new buildings or a certificate of compliance, after the lot survey is filed; a lost certificate can be replaced for $25.

A new building may not be used at all before its certificate of occupancy, and an altered or enlarged building may stay in use for no more than 30 days after the work is finished without one. With the application for a certificate, the owner supplies any structural observation or special inspection reports, flood hazard certifications and Energy Code test results the job required, and for factory-built or manufactured homes the required seals and data plates. The code requires the officer to act within 30 days of the application; if the officer does not, the application is treated as approved and the building may be occupied. A temporary certificate may be issued for a safe portion of a building before the whole job is complete.

Fire safety inspections are due every 12 months for assembly spaces and schools and every 36 months for multiple dwellings and other nonresidential buildings. The department’s 2026 newsletter reminded building owners that fire alarm systems must be inspected, tested and maintained by qualified people, with records kept.

New York building code

New York builds on one statewide code, the Uniform Code, outside New York City; the 2025 edition and 2025 Energy Code took effect on 31 December 2025 (the all-electric provisions remain suspended by court order). Cities, towns and villages administer it, and local standards stricter than the code need Code Council approval. The Uniform Code in New York
