Vineyard’s Building Department issues building permits for work inside the city, and every application, correction and inspection request goes through its CityInspect builder portal. The permit fee is set from project valuation on the City’s Consolidated Fee Schedule, with plan review at 65% of that fee and a further 10% for fire inspection and plan review; impact fees are charged when the permit is issued.

What requires a building permit in Vineyard?

Vineyard’s building permit application covers these kinds of work, and the City posts separate submittal requirements for several of them:

Residential

  • New homes and additions
  • Remodels and repairs
  • Basement finishes, including basements finished earlier without a permit
  • Solar
  • Pools
  • Standby generators

Commercial

  • New buildings and additions
  • Tenant finish of a shell and tenant improvements
  • Signs
  • Solar and repairs

A basement finished without a permit still needs one, and any concealed work, including drywall, cabinets and fixtures, has to be opened up for inspection. Work done without a permit is fined $100 per infraction, doubling for each later infraction.

Who issues building permits in Vineyard?

The City’s Building Department reviews plans, issues building permits and inspects construction inside Vineyard, including the electrical, mechanical and plumbing work listed on the application. Fire inspection and plan review are charged as 10% of the building permit fee, and the fire inspection fees follow Orem Fire’s schedule. Engineering and Public Works handle encroachment permits, driveway approaches and site inspections. Unincorporated land outside the city falls to Utah County Community Development.

Vineyard permit applications and the CityInspect portal

New users register for a builder account, then sign in at vineyard.cityinspect.com and choose Apply for a new permit. You can start a new application or copy details from an existing permit, fill in the permit, builder and building information, upload every required document and click Submit Permit. The Permit Desk then checks the application for completeness.

Plan review status shows in the portal: white means not yet reviewed and yellow means reviewed with corrections. Corrections are answered in the portal by opening Plan Review, choosing the area marked Needs Corrections and attaching revised files.

Forms on the City’s Resource Documents page include the Building Permit Application (also in Spanish), the Owner Builder Certification Form, a 2nd Kitchen Acknowledgement Form, a Special Inspection Agreement, the Set Water Meter Request, a TSSD Pre-Treatment Survey for commercial users and an exemption policy for mechanical ventilation. The application names the general, electrical, mechanical and plumbing contractors, each with a licence number.

Vineyard permit costs and fees

Building permit fees come from the City’s Consolidated Fee Schedule (the latest version posted is the April 2026 amendment of the 2025-2026 schedule). The fee is read from the project’s total valuation; the Building Department values new work with the ICC Building Valuation Data.

The schedule prints $20,354 as the base for projects over $5,000,000, although the band below it adds up to $20,365 at $5,000,000. A basement finished before the house’s certificate of occupancy is valued with the ICC data like the rest of the house. A basement finished after occupancy is charged the cost of 5 inspections plus the plan review fee and any surcharges or impact fees.

Electrical, plumbing and mechanical permits in Vineyard

Trade work is permitted by the Building Department as part of the building permit: the application lists the electrical, mechanical and plumbing contractors and their licence numbers. A generator permit needs the manufacturer’s specifications, a gas line schematic, a photo of the electrical panel and an electrical plan showing the connection. Pool plans must show GFCI receptacles within 20 feet of the inside of the pool wall and the electrical bonding.

Commercial MEP drawings must each be stamped by a licensed engineer, and commercial users that discharge to the sewer complete the Timpanogos Sanitary Sewer District pretreatment survey.

Application documents and plan review

Commercial

  • Architectural drawings stamped by a licensed architect
  • Structural drawings and calculations stamped by a licensed engineer
  • Lighting, mechanical and plumbing drawings stamped by an MEP engineer
  • Geotechnical study
  • COMcheck for envelope, lighting and mechanical
  • Site and civil plan and a landscaping plan

Pool

  • Scaled site plan with existing buildings and distances to property lines
  • Fence enclosure location and height, gate location and the self-closing gate detail
  • Pool equipment location and GFCI receptacles
  • Elevations showing depth and slope
  • Engineer-stamped plans or a current ICC evaluation report
  • Mechanical equipment specifications

An architect must prepare and stamp the plans for new commercial buildings, tenant finish of a shell, and tenant improvements that change the use or occupancy or alter more than 3,000 sq ft. Houses are designed to the City’s residential design criteria, which include a 30-inch frost depth, the Utah snow load study and FEMA flood maps. Vineyard does not publish a plan review time; reviews are tracked stage by stage in the portal.

How to apply for a Vineyard building permit: 6 steps

1. Register a builder account

Use the new-user link on the Building page to register in CityInspect.

2. Get any HOA architectural approval

The application makes the owner and builder responsible for Architectural Review Committee approval; the City does not obtain it.

3. Start a new application

Choose Apply for a new permit, then enter the permit, builder and building information.

4. Upload and submit

Attach every document on the relevant submittal list and click Submit Permit for the Permit Desk’s completeness check.

5. Clear corrections

Answer items marked Needs Corrections by attaching revised files in the portal.

6. Pay and start within 180 days

Pay the permit and impact fees; the permit lapses if work does not start within 180 days or stops for 180 days.

Inspections in Vineyard

Request inspections in CityInspect (open the permit, click Request Inspection and pick the type) or by calling 801-226-1929 during business hours; voicemail requests are not honored. The cut-off is 4:00 p.m. the day before, as there are no same-day inspections, and an email confirms when staff have scheduled the visit. Inspections run Monday to Friday, 8:00 a.m. to 5:00 p.m.

For a new home, the water meter must be set before final inspections can be scheduled, and the meter has to go in before any landscaping. File the Water Utility Agreement when you request the meter. Re-inspections cost $75 an hour.

Second kitchens: a home with a second kitchen needs the City’s 2nd Kitchen Acknowledgement Form.

Sewer: the City collects the Timpanogos Sanitary Sewer District or Orem Water Reclamation sewer impact fee, whichever applies, as a pass-through at that agency’s current rate. The Timpanogos district (called the Timpanogos Special Service District until June 22, 2026) raises its fee to $6,171 per ERU for permits issued from January 1, 2027 under Resolution 2026-11.
