Pleasant Grove’s Building Division, part of the City’s Community Development Department, issues building permits, including plumbing, heating and electrical work, and takes every application online through the City’s iWorQ citizen portal. A new house starts with a $250 submittal fee that is credited to the permit, and the City’s FAQ puts the total permit cost for an average home at about $15,500 to $16,000, most of it impact and connection fees.
What requires a building permit in Pleasant Grove?
City Code 10-1-6 says no building may be built, rebuilt, altered or moved, and no land use changed, until the building inspection division has issued a permit. The Building Division page lists what that covers:
Building permit needed
- All new construction: single-family homes and commercial buildings
- Additions, remodels and basement finishes
- Porches, decks, garages and carports
- Accessory buildings, and sheds over 200 sq ft
- Swimming pools and pool houses
- Retaining walls over 4 feet from the bottom of the footing
- Fences over 6 feet from the bottom of the footing
- Any change to plumbing, heating or electrical systems
- New signs on commercial buildings
Zoning permit only
- A new or replacement fence of 6 feet or less: a fence permit approved by the zoning administrator, with no fee
- Every accessory building, permanent, semi-permanent or temporary, needs an accessory building permit from Community Development, even when it needs no building permit
The City’s FAQ draws the shed line at 200 sq ft or larger; smaller sheds need no permit but must meet setbacks. An accessory building taller than 18 feet triggers a mailed notice to owners within 100 feet, and none may exceed 25 feet.
Who handles Pleasant Grove building permits?
The Building Division reviews plans for code compliance, issues permits and inspects the work; its staff are the Chief Building Official, a Building Inspector and a Building Permit Technician. Chane Jensen is the Chief Building Official. Zoning approvals, land use permits and business licences come from the same Community Development Department, the City Engineer also signs off fences on corner lots, and Public Works issues street excavation permits.

Pleasant Grove permit types and the iWorQ portal
The City processes building permits only electronically. The iWorQ citizen portal has two application paths: Apply For A Building Permit, where you search for the property and contractor and fill in the project details, and Apply For Land Use/Planning Permit for site plans, subdivisions and conditional uses. The same portal searches existing permits and planning files. Once the application is in, the permit technician reviews it and calls you to collect the submittal fee.
Forms and checklists the Community Development Department publishes:
- Plan checklists for single-family homes, commercial buildings, additions and remodels, garages and carports (also used for sheds over 200 sq ft), basement finishes, and porches and decks, plus an Engineering Building Permit Checklist.
- Accessory Building Permit application, signed off by the Community Development Director and the Chief Building Official.
- Fence Permit Application, with a site sketch showing heights, lot elevations and nearby driveways.
- Accessory Apartment Registration and Owner’s Affidavit, and a sign permit and temporary sign permit application.
Contractors give their licence number; homeowners building for themselves use the state Owner-Builder Certification form instead.
Permit costs and fees in Pleasant Grove
Pleasant Grove charges a submittal (plan check) fee when the application is accepted. That fee is credited toward the building permit, and the rest of the permit, calculated during plan review from the size of the home, garage, covered porch and basement, is due when the permit is issued.

The City does not post its building permit valuation table. Its FAQ says every new home, whatever the lot or zone, pays impact fees of $11,019.19 plus $995 in water and sewer connection fees, and that the total for an average home runs about $15,500 to $16,000. The meter and sewer figures above come from the fee schedule adopted with the FY2027 budget. Pleasant Grove is in the Timpanogos Sanitary Sewer District’s service area; the district sets its own impact fee, $5,793 per ERU in 2026 and $6,171 for permits issued from January 1, 2027 (Resolution 2026-11), and the FAQ does not break down whether its total includes that fee.

Call 1-855-478-4290 →Electrical, plumbing and mechanical permits in Pleasant Grove
Any modification or alteration of a plumbing, heating or electrical system needs a permit from the Building Division, filed through the same iWorQ building application; the State does not issue these permits. Solar is one of the $75 submittal categories, and the Fire Department charges a $20 solar review on the adopted schedule. For a new home, the plans must include the electrical, mechanical and plumbing design and a gas line layout with pipe sizes called out.
Fire sprinkler and other fire suppression drawings must be reviewed by an approved third party and then submitted to the Pleasant Grove Fire Marshal.
Application documents and plan review
New home or commercial building
- Electronic plans and engineering, with an architect’s or engineer’s stamp where the law requires one
- Site plan to scale
- Structural engineering plan review and calculations (trusses excepted)
- Gas line layout with pipe sizes
- Heat loss analysis: REScheck and Manual J, D and S
- Storm Water Pollution Prevention Plan (SWPPP) and notice of intent
- Contractor licence number, or the owner-builder certification
Most other projects
- Electronic plans and engineering, where applicable
- Wall section
- Rebar size, spacing and length
- Site plan
- Any other details the job needs
The single-family site plan must show lot size and dimensions, setbacks and overhangs, easements, property lines, retaining walls, hard surfaces, curb and gutter elevations, existing and proposed utilities, street names, driveways and the nearest fire hydrant, plus topography when the lot slopes more than 10%. A lot steeper than 15% needs a geotechnical report with slope stability and retaining wall design if the City asks for it. Plans also need a statement that a storm water permit will be obtained before any land disturbance.
The Building Division states that initial plan review for single-family homes is completed within 14 business days.

Local Pleasant Grove details that matter
Accessory apartments: allowed in single-family homes, including detached units and tiny homes, when the main house is owner-occupied, there is only one apartment, it has its own outside entrance and the lot holds six off-street parking spaces, garage included. Register it with the City ($25) and file the owner’s affidavit.
Large accessory buildings: an accessory building over 500 sq ft must match the house in materials, colors and details unless the Planning Commission grants a waiver through a conditional use permit.
Commercial review: concept plans go to the Development Review Committee on Wednesday mornings from 10:30 a.m., with a $100 fee paid at least 6 days ahead. The Planning Commission meets on the second and fourth Thursdays at 7:00 p.m. at 108 South 100 East.
