Lindon’s Building & Inspection division, part of Community Development at the City Center, reviews plans, issues building permits and inspects work inside the city, and applications go in online through CivicReview. Under the 2026-2027 fee schedule a new house pays a $500 application fee, a permit fee set from ICC valuation data and the 1997 UBC fee table, and a plan review fee of 25% of that permit fee.

What requires a building permit in Lindon?

Lindon issues building permits for new construction of every kind and for work on existing buildings. The categories in its 2026-2027 fee schedule show what the City permits:

Residential

  • New single-family homes, townhomes, duplexes and detached ADUs
  • Additions, remodels and basement finishes
  • Pools, detached garages and sheds
  • Retaining walls and solar
  • Furnace or air-conditioner replacement, water heaters and service panel replacement
  • Re-roofs and demolition

Commercial

  • New multi-family and commercial buildings
  • Tenant improvements
  • Signs (wall, monument, pole and billboard)
  • Fire sprinkler and alarm systems, reviewed under Orem’s fee schedule

A building may not be occupied until the building official has inspected it and issued a certificate of occupancy. Work begun or finished without a required permit pays a double permit fee under City Code 15.04.030.

Who issues building permits in Lindon?

Lindon’s Building Department, within Community Development, handles permits and plan review for new construction and carries out the on-site inspections; its building inspector doubles as the City’s code enforcement officer. Bryce McConkie is the Chief Building Official. The same department runs planning and zoning, and the Planning Commission approves commercial site plans before the building permit. Public Works inspects sediment control, water, sewer, irrigation and street work, and Orem Fire Service provides Lindon’s fire services and reviews fire sprinkler and alarm plans under Orem’s policies and fee schedule.

Unincorporated land next to Lindon falls to Utah County Community Development, which serves only areas outside city limits.

Lindon permit applications and forms

Since March 1, 2021 every Lindon building permit has been submitted digitally through the online application, which the City hosts on CivicReview alongside its land use application, fence permit modification request and appeal application.

Documents the Building & Inspection page provides:

  • Residential, commercial, remodel/basement finish and tenant improvement plan submittal checklists.
  • The Residential (Single-Family Home) Inspection Checklist.
  • The Notice to Builders and General Contractors on keeping streets and sidewalks clear, which builders sign.
  • The State of Utah Owner/Builder Certification Form and Agreement, for owners doing their own work.
  • A Commercial Building Owner Acknowledgement for Tenant Improvement.
  • The Accessory Apartment Requirements Handbook. Owner-occupied accessory apartments are allowed in every residential zone after staff review of the plans and a City public notice.

Lindon permit costs and fees

Fees come from Lindon’s 2026-2027 Fee Schedule, approved with the City budget. The building permit fee is worked out in two steps: the project is valued with the ICC Building Valuation Data published the previous February (houses, townhomes and duplexes at 95% of that figure), and the fee is then read from Table 1-A of the 1997 Uniform Building Code. Fire sprinklers and alarms are left out of both the valuation and the permit fee.

The City’s older residential checklist still names a $100 application deposit for every residential permit; the adopted schedule sets $500 for a new house and $100 for other residential work.

New single-family home: impact, utility and bond charges
ItemFee
Park, recreation and trails impact (detached house)$4,500
Sewer impact (3/4- or 1-inch meter)$1,809
Water impact (1-inch meter)$1,467
Storm water impact (per equivalent residential unit)$799
Police / fire impact$162 / $152
Culinary meter installation, 1-inch$650
Secondary water meter, 3/4-inch (lots under 10,000 sq ft) or 1-inch$650
Sewer / water inspection$70 each
Public improvement repair assurance, refundable$5,000 (townhouse or duplex $2,500)

New lots must also turn in irrigation water shares or pay a fee in lieu of 95% of market value, which the City reviews quarterly. With the North Union and Provo Bench canal companies dissolved, the Council adopted Ordinance 2026-15-O and Resolution 2026-30-R on September 8, 2026: a residential lot now needs one Provo River Water Users Company Alpine District Full share per net acre (half a share in nonresidential zones), rounded to the nearest tenth, and the fee schedule lists the accepted equivalents, such as 2 Alpine District Late shares, 5 Deer Creek Storage shares or 3 Pleasant Grove Irrigation Company shares.

Electrical, plumbing and mechanical permits in Lindon

Lindon’s Building Department permits and inspects electrical, plumbing, mechanical and gas work itself. On a new house these are inspected as part of the building permit (rough electrical, mechanical and plumbing, often together in a 4-way inspection, plus under-slab work and two gas inspections, the line and pressure test and then the meter). Stand-alone replacements have flat fees: $85 for a furnace or air conditioner, a water heater or a service panel.

All new construction must bring its electrical service in underground unless the Chief Building Inspector and Public Works Director find that impractical. Request temporary power from Rocky Mountain Power (888-221-7070); Rocky Mountain Power also inspects all underground service. Fire sprinkler and fire alarm plans are reviewed under the Orem City fee schedule through Orem Fire Service.

Application documents and plan review

The checklists warn that a submittal missing any listed item is incomplete and will not be reviewed.

New house

  • Site plan to engineering scale with setbacks, lot-corner, foundation, garage slab and curb elevations, contours on a sloped lot, retaining walls, sewer and water locations and easements
  • SWPPP where the disturbed area or location requires it (check with Public Works Storm Water)
  • Plans at 1/4 inch to 1 foot with wet signatures and engineer’s stamps
  • Elevations, roof plan, cross sections, foundation and steel details
  • Framing, beam and header sizes; stair details
  • Floor plans with door and window sizes; electrical panel, meter size and circuits; plumbing fixtures and water line; furnace, gas appliances and gas line diagram

Re-inspections cost $85 an hour with a 1-hour minimum. If mud, dirt bridges or building materials are left in the street or on the sidewalk and are not cleared within 24 hours of notice, the City bills the cleanup (at least $250 an hour under the adopted schedule), and no further inspections or certificate of occupancy are issued until it is paid. Occupying a building without a final certificate of occupancy forfeits construction bonds and leads to a notice of noncompliance recorded against the property.

Local Lindon details that matter

Wildfire zone: Lindon adopted a Wildland Urban Interface zone map dated December 1, 2025 (Ordinance 2025-18), and property inside that zone is built under the wildland-urban interface code.

Water shares: development must bring irrigation water shares or pay 95% of their market value, and only shares from the companies listed in the fee schedule are accepted.

Street cuts: each street excavation costs $1,000 per cut or trench, and a refundable public improvement repair assurance protects curbs, gutters and sidewalks during the job.

Underground power: overhead service to a new building is allowed only when the City agrees underground service is impractical.
