What requires a permit in Heath?

For example, a new 3,000 sq ft house pays $3,750 for the building permit and $200 for plan review, before trade permits and impact fees.

Commercial: the permit fee is 0.75% of the project value, with a $100 minimum, and a plan review fee of 10% of the permit fee (at least $100) is paid up front and credited against the final total. A certificate of occupancy costs $150, and a temporary one $250 plus a $3,000 refundable deposit.

Impact and park fees: a new home on a 3/4-inch meter pays $2,087 for water and $3,940 for sewer impact fees, $2,419.07 per residential unit for roads, and park fees of $2,246.94 in lieu of land plus $1,293.19 for park development per dwelling unit. Tree mitigation is $160 per diameter inch.

⚠️ Penalties: working without a permit, or occupying a building before its final inspection, costs $500 per occurrence, and so does working without contractor registration.

Electrical, plumbing, mechanical and fire permits

Each trade has its own Heath permit at $200 for residential work, filed in the Permits & Licensing portal by a contractor registered with the City. Registration costs $100 and is renewed for $100. Fire protection work is permitted by the same office: fire sprinkler and fire alarm permits, underground fire lines, fuel storage tanks and commercial kitchen hoods are $150 each, and commercial generators $250. Electrical work follows the 2023 National Electrical Code and the rest the 2021 ICC codes with North Central Texas Council of Governments amendments.

Septic systems: Heath permits its own on-site sewage facilities. A new or replacement system costs $750, paid with the application, and after a third failed inspection each further inspection costs $100.

How to apply: 6 steps in Heath

1. Book a pre-application meeting for development

The Development Review Committee’s first pre-application meeting is free; later ones are $300. Zoning changes, site plans and plats have their own applications.

2. Create a portal account

6. Final and occupancy

Pass the final inspection before moving in; commercial spaces need a certificate of occupancy.

Inspections and closeout

Inspections are requested in the Permits & Licensing portal or by calling the inspection line at 972-961-4897. A re-inspection for a building costs $100, and after-hours or weekend construction inspections are $100 an hour with a 4-hour minimum. Septic systems after hours or on weekends are $80 an hour with a 2-hour minimum.

Occupying a building before the final inspection is treated like working without a permit and costs $500 per occurrence. A temporary utility connection during construction needs a $500 deposit.

Lake Ray Hubbard and other local rules

Take area: lakefront owners use the City of Dallas take area along Lake Ray Hubbard under a residential sublease, administered by Heath under its 2004 interlocal agreement and lease with Dallas. The sublease costs $600 in the first year and $350 a year after that.

Docks and boathouses: a lake structure permit ($350) is checked against a City of Dallas checklist: the owner must hold a valid sublease, the contractor’s insurance must be attached, erosion control must meet the interlocal agreement, and drawings must carry an engineer’s seal. Drawings must show that the structure reaches no more than 40 feet out from the shoreline and that a boathouse or boat lift sits at elevation 438.0; a boathouse is 18 to 21 feet high and at most 12 by 30 feet. Dredging and erosion work need their own permits, and the Lake Edge zoning district ordinance applies.

Public improvements: civil plans for public improvements need a deposit of 4% of the improvement value or $4,500, whichever is more, against which staff time is billed at $185 an hour.
