Fees come from the City’s Municipal Fee Schedule for fiscal year 2025-2026, adopted September 25, 2025, which is the schedule the City currently posts. Residential building fees include the subcontractors’ trade permits and are charged on all area under roof: living space, garage and covered porches and balconies.

Electrical, plumbing, mechanical and irrigation permits
Development Services issues the trade permits itself and registers the licensed electrical, mechanical, plumbing and irrigation contractors who pull them. On a new home the trade permits are included in the building fee; on stand-alone jobs each residential electrical, mechanical or plumbing permit is $91.70 and each commercial one $150, with one inspection included. Electrical work is inspected to the 2020 National Electrical Code and plumbing to the 2021 International Plumbing Code.
Fire protection systems have their own Fire Department fees in the same schedule: a new sprinkler system with 1 to 10 heads is $142.20, covering plan review, rough-in inspections and the hydrostatic test, and a new fire alarm system with 1 to 10 devices is also $142.20. Fire plan review that is not part of new construction is billed at $65 an hour.

Inspections and closeout
Helotes inspects between 7:00 a.m. and noon, Monday to Friday. MGO permits are scheduled online. For other permits, requests and cancellations must be in by 4:00 p.m. the business day before: email COHinspections@helotes-tx.gov with the contact name and phone number, address, permit number, inspection type, requested date and any gate code. The inspector calls the day before or the day of, at least 30 minutes before arriving.
All fees must be paid before an inspection can be booked. Asking for a partial inspection triggers the $75 re-inspection fee, and inspections outside normal hours are $65 an hour. Pool finals may not be next-day, because the inspector must first accept the pool certification letter. MGO emails you when an inspection is completed, and the report can be printed from the portal.
