The City of Azle’s Planning & Development Department issues building permits only for property inside Azle city limits, through its iWorQ online portal or by email, and SAFEbuilt handles plan review and inspections. A new house is charged a flat fee by air-conditioned area, $2,265 for 1,751 to 2,250 sq ft, which already covers plan review and the electrical, plumbing and mechanical permits.
What needs a permit in Azle?
A building permit is needed to put up, enlarge, alter, remove, demolish or repair a structure inside the city limits, from a carport or garage to a room addition. Platforms, walks and decks more than 30 inches above grade also need one.
Permit needed
- New homes, additions, alterations and moving a house
- Every accessory building, whatever its size, since May 4, 2026 (no fee at 120 sq ft or less)
- Electrical, mechanical, plumbing, gas, water heater and irrigation work
- Foundation repair
- Replacing all of the roof decking
- Swimming pools and spas
- Curb cuts and driveway approaches
- Demolition, signs, solar, generators and batteries
No permit
- Siding replacement
- Replacement doors and windows
- Shingle replacement, including minor decking repairs
- Most backyard and side-yard fences
- Prefabricated pools less than 24 inches deep
- Self-contained portable spas with a locking cover and no direct plumbing or electrical connection
A fence does need a permit when it encloses a pool, sits in a corner visibility triangle, crosses a driveway or entrance, runs between the front property line and the building setback, or goes in a recorded drainage easement. Barbed, razor or other destructive wire and fences in drainage easements also need City Council approval.
Who issues building permits in Azle?
Planning & Development at City Hall, 505 W. Main Street, issues permits for property inside the Azle city limits only. The city limits are not the same as the Azle school district or the area with an Azle mailing address, so check on the Tarrant or Parker appraisal district site that your property taxes are paid to the City before applying. The department also handles platting for land in Azle’s extraterritorial jurisdiction, but building permits outside the city limits are not issued by the City. David Hawkins is the Director of Planning and Development.

Online applications and contractor registration
Since February 18, 2025, Azle has taken building, accessory structure, foundation and trade permit applications online in its iWorQ portal. The Residential/Commercial Building Application covers new buildings, additions, alterations and accessory structures, and one Miscellaneous Permit application covers electrical, mechanical, plumbing, irrigation, water heaters, solar, foundation repair and curb cuts. Fence, pool and roofing permits are emailed to permits@cityofazle.org, and the Permit Window at City Hall also takes applications. All plans are submitted as PDFs.
- General contractors do not register with the City.
- Mechanical, electrical and plumbing contractors register on the City’s MEP form at no cost. A contractor who does not appear in the portal usually has an expired licence on file and must email current licences and insurance.
- Subcontractors listed on the building permit application do not pull their own permits. To add one later, the builder emails the subcontractor’s name, permit number and address.
- Backflow testers pay $100 to register and $25 to renew.
How much does a building permit cost in Azle?
Fees come from the City’s Fee Tables, revised July 7, 2026. A new one- or two-family house pays one flat fee set by its air-conditioned area, and that fee includes plan review, the electrical, plumbing and mechanical permits, the temporary power pole, temporary utilities and the grading permit.

Commercial: building permits are priced on valuation, starting at $643 for the first $50,000 plus $7 per additional $1,000, with a plan review fee of 50% of the permit fee and an engineering review deposit of $2,000 for plats, grading and parking lots. New multi-family buildings pay $0.18 per sq ft plus 50% plan review.
Water, sewer and roadway impact fees depend on when the lot was platted. For a standard 3/4-inch meter they total $2,250 for land platted before 2018, $3,141 after January 1, 2018, and $5,863 after March 21, 2023. Lots platted after June 20, 2023 also pay a roadway impact fee of $5,616.72 per home. Water and sewer taps are $1,100 and $1,760 on unpaved ground, or $2,100 and $2,690 where the road has to be cut.
Starting work without a permit doubles the building permit fee, and fire permit fees triple. Invoices are emailed when a permit is approved; online card payments carry a 3.5% processing fee, and the permit and approved plans are released after payment.
Electrical, plumbing and mechanical permits
On a new house or a remodel, the trade work is part of the building permit and its fee, and the licensed subcontractors are named on the application. Stand-alone jobs use the Miscellaneous Permit application, and most cost $65: electrical service changes, new or replaced circuits and fixed equipment connections; HVAC replacement and duct work; and plumbing, including water heaters, shower pans, gas lines, propane tanks and lawn sprinklers.
A homeowner may do electrical and plumbing work on a home that is owner-occupied as a homestead. Buildings over 6,000 sq ft must have fire sprinklers, with the plans reviewed by one of the third-party firms the Fire Marshal lists; a copy of the approved plans stays on file with the City. Sprinkler permits start at $250 for up to 100 heads and fire alarm permits at $150 for up to 100 devices, plus the cost of the third-party review.

Look up the parcel on the Tarrant or Parker appraisal district site; if City of Azle taxes are not charged, the City cannot permit it. Call 817-444-2541 ext. 102 if unsure.
Unplatted or wrongly zoned land must be platted or rezoned first: rezoning usually takes 8 to 10 weeks, and each plat stage 4 to 6 weeks. Developers can ask for a Development Review Committee meeting.
Follow the SAFEbuilt residential or commercial submittal checklist and save everything as PDFs.
Use the Residential/Commercial Building Application and list every subcontractor so they need no separate permits.
The permit and approved plans are issued once the fees are paid.
Request each one by 4:00 p.m. for the next business day, through to the building final.
Azle inspections
SAFEbuilt inspects for the City. Email azleinspections@safebuilt.com or call 940-521-0470 by 4:00 p.m. for an inspection the next business day, giving the contractor name, inspection type, permit number and address. The inspector leaves a tag, usually near the entry, marking the inspection approved or disapproved. Work must be inspected before it is covered, and a re-inspection costs $65.
A typical new house is inspected at the temporary power pole, foundation piers, underground plumbing, slab (with the form board survey and, where needed, the second elevation certificate), underground electrical, firewalls, wall sheathing, drainage plane, electrical, plumbing and mechanical rough-ins, framing, the meter release and the finals. Insulation and the final energy inspection are done by a third party, and their paperwork, plus any third elevation certificate, must be handed in before the building final passes. Pools are inspected at stake-out, belly steel and bond, deck steel and bond, and final.
Inspections after 4:00 p.m. or on weekends and holidays cost $190 for the first 2 hours.
Local Azle rules to plan for
Accessory buildings: they may cover no more than 10% of the lot, must not be taller than the house, need 5-foot side and rear setbacks (15 feet on the street side of a corner lot), must stand at least 10 feet from the house and cannot sit in front of it. Accessory dwelling units are not allowed.
Fences: a front-yard fence can be no taller than 4 feet and must be at least 50% open. For side and rear yards the City’s policy is a maximum of 8 feet.
Want this handled start to finish?
Get a free quote →Pools: the utility company must approve the site plan before you apply. On an interior lot the water’s edge must be at least 5 feet from the property line, and the pool at least 5 feet from the house (more where the water next to the house is deeper than 5 feet). A 4-foot barrier with a self-closing, self-latching gate is required before the pool is filled, and backwash water drains to the street, not onto neighbors’ land.
Driveways: approaches are at least 4 inches of 3,000 PSI concrete with #3 rebar at 18 inches, and a culvert must be 18-inch reinforced concrete pipe.
New ordinances: new sidewalk requirements for residential and commercial development took effect under Ord. No. 2026-16 (May 19, 2026), and Ord. No. 2026-18 (June 2, 2026) changed temporary sign rules and restricted new billboards.
Texas building code
Texas has no single statewide building code: state law makes the International Residential Code the base code for homes in cities and the International Building Code the base for commercial buildings, with each city choosing the edition and its own amendments, while the National Electrical Code and the energy code apply statewide. Outside city limits most counties issue no building permits for homes. Texas building code rules

How much is a building permit for a new house in Azle?
It depends on the air-conditioned area: from $1,565 under 1,200 sq ft to $3,865 over 3,250 sq ft. A 2,000 sq ft house pays $2,265, which includes plan review and the trade permits. Impact and tap fees are extra.
Does Azle issue permits for every Azle mailing address?
No. The City permits only property inside its city limits, which differ from the school district and postal areas.
Do I need a permit for a shed in Azle?
Yes. Since May 4, 2026 every accessory building needs a permit, but there is no fee at 120 sq ft or less. Sheds from just over 120 sq ft up to 200 sq ft cost $165.
Do I need a permit to replace my roof or fence?
Not to replace shingles, and not for most side and rear fences. Replacing all of the decking, or a fence in the front yard, at a pool or in a drainage easement, needs a permit.
Can a homeowner do their own electrical or plumbing?
Yes, on a home that is owner-occupied as a homestead.
How do I schedule an inspection?
Email azleinspections@safebuilt.com or call 940-521-0470 before 4:00 p.m. for a next-business-day inspection.
What codes does Azle use?
Since May 4, 2026: the 2024 IBC, IRC, plumbing, mechanical, energy, fuel gas and fire codes and the 2023 NEC, each with Azle amendments.
