Inside Cedar Hill city limits, permits come from the City’s Building Inspections division at the Government Center, 285 Uptown Boulevard, and contractors must apply online through EnerGov Customer Self Service. Building Inspections reviews plans, registers contractors, issues permits and carries out inspections for property inside Cedar Hill. EnerGov filing, applications and contractor registration

EnerGov Customer Self Service has been the City’s permit system since September 2018. After registering an account you can apply for any building permit, upload plans, pay fees, track review, book inspections, read results and file planning cases. Contractors must apply through the portal; a homeowner can email the paper Building Permit Application to citypermits@cedarhilltx.com instead.

Every general contractor and every subcontractor must be registered with the City when the permit is submitted, and each subcontractor registers on its own. Registration runs from January 1 to December 31 and is renewed each year:

  • General contractor: $100 a year, on the Contractor Registration Form.
  • Electrical, plumbing, mechanical and irrigation contractors: no fee, but proof of the state licence and the Trade Contractor Registration form are required.
  • Subcontractor Validation: a validation form for each of the three trades goes in with a new-home application. The general contractor can turn these in.

The City also publishes separate forms for signs, special event signs, fire permits, Certificates of Occupancy, health permits, donation containers, grease and grit interceptors and small cell sites.

Cedar Hill permit costs and fee structure

Ordinance No. 2023-794, in effect since October 10, 2023, sets the building permit rates. Square footage for a dwelling counts everything under roof, including the garage, porches, storage and breezeways.

Commercial work, accessory buildings of 240 sq ft or more, residential concrete and monument or pole signs use the valuation table: $75 up to $500 of value; $99 for the first $2,000 plus $12 per extra $1,000; $375 for the first $25,000 plus $11 per $1,000; $650 for the first $50,000 plus $10; $1,150 for the first $100,000 plus $8; $4,350 for the first $500,000 plus $5; and $6,850 for the first $1,000,000 plus $4 per extra $1,000.

For example, a 2,500 sq ft house (living area, garage and porch together) pays $2,000 for the permit and $150 for plan review. Since August 1, 2024, card payments carry a 3% surcharge.

Contractors and trade permits in Cedar Hill

For a new one- or two-family home, the electrical, plumbing and HVAC permits are included in the $0.80 per sq ft building permit, so the trade contractors are listed on the application and validated rather than paying again. On existing homes, an electrical, mechanical or plumbing repair or alteration is a $75 permit, and a lawn sprinkler system is $150.

Trade permits are filed online with one set of plans for the work; irrigation needs two sets. Each trade contractor must hold a current City registration backed by its state licence before the permit can be issued. Landscape irrigation must meet the state irrigation rules the City has adopted by reference.

A new commercial building cannot be permitted until the Planning and Zoning Commission and City Council have approved its site plan. Pools need building plans, a site plan with a utility company release, an equipment list and a depth profile, plus a fence permit if the yard has no fence. Signs need dimensions, specifications and an engineer-sealed structural design.

Cedar Hill permit application: local workflow

1. Check the lot and its approvals

Make sure the address is inside Cedar Hill. Commercial sites need an approved site plan, and unplatted lots or lots platted after July 10, 2007 fall under the tree preservation ordinance, so call Planning before any tree comes down.

2. Register the contractors

The general contractor and each trade subcontractor register for the calendar year by email to citypermits@cedarhilltx.com or in person.

3. Create an EnerGov account

Follow the City’s EnerGov registration instructions; once logged in, every permit tied to the account is visible.

4. Apply and upload the plans

Enter the areas under roof, the masonry percentage and the value of work, and upload the full plan set for the project type.

5. Pay and collect the permit

Pay the fees in the portal (3% extra by card), including the 65% plan review fee up front on commercial jobs.

6. Book inspections and close out

Request each inspection by 4:00 p.m. the day before. Businesses then book the Building Inspector and the Fire Marshal for the Certificate of Occupancy.

Inspections in Cedar Hill

Request inspections in EnerGov, by email to cityinspections@cedarhilltx.com or at 972-291-5100 ext. 1093 before 4:00 p.m. on the day before you want the visit. Approved plans must be on site for every inspection, and a failed inspection costs $50 to repeat.

A new home moves through these inspections in order:

  • Temporary electric pole
  • Pier inspection, where piers are used, and plumbing rough-in, each with a form board survey already filed
  • Foundation, before the pour, with the termite treatment report in the office
  • Second inspection: framing, plumbing top-out, electrical rough, duct rough, brick ties and poly-seal
  • Insulation, with energy compliance from a third-party inspector
  • Firebox for a site-built masonry fireplace
  • Sidewalk, driveway and approach
  • Building final for building, plumbing, electrical, HVAC, landscaping and final survey

Before the final, file the termite treatment certificate, the plumber’s SIC form, the final energy report and a final grade survey. Electric and gas meters are not released until the building final passes. In wet weather, concrete, plumbing rough and underground inspections are not done; call ext. 1090 between 8:00 and 9:00 a.m. to find out whether yours is cancelled, and rebook it yourself.

Local Cedar Hill rules builders run into

Site setup before inspections: a silt fence must surround the whole disturbed area and run across the front of the lot (a 20 ft gap is allowed for vehicles), with a gravel construction entrance, a dumpster, trash trailer or bin, and a portable toilet. No inspections are done until these are in place.

Lake Ridge and the Eagle Ford Shale: in the Lake Ridge subdivision, homes need a sealed lot grading and drainage plan, a foundation designed for the Eagle Ford Shale soils with an engineer’s letter before the City’s foundation inspection, and building pads at least 2 ft above street level. A separate escarpment development plan may also be required.

City amendments to the residential code: tank water heaters may not go in the attic and must sit at least 18 inches above a garage floor, every new home needs gutters, a retaining wall needs a permit at any height, and walls over 10 ft must be designed by an engineer.

Landscaping: new homes on single-family lots of 10,000 sq ft or less must be landscaped, including at least 5 caliper inches of trees, before they are occupied.
