Inside the City of Watertown, the Bureau of Code Enforcement, part of the Engineering Department at City Hall, reviews plans and issues building, maintenance and repair, plumbing, heating, fence and sign permits, either at the counter or through Accela Citizen Access. Fees come from the FY 2026–27 City Fees and Charges Schedule, adopted May 21, 2026: new construction is priced on an estimated cost of $200 per square foot for a home, and the city code gives the bureau 30 days to approve or reject an application.
What requires a building permit in Watertown?
Chapter 120 of the City Code splits construction work into separate permits, each issued by the bureau: a building permit for anything that enlarges, adds to, converts or demolishes a building or changes its occupancy, and a maintenance or repair permit for repairs and major maintenance that do not change a building’s size or use. Plumbing, heating, electrical, sign and operating permits sit alongside them.
Permit needed
- New buildings, additions, garages, decks and sheds (building permit)
- Alterations, a new roof and repairs to an existing deck (maintenance and repair permit)
- New siding where the old siding is stripped off
- Any plumbing work inside a structure
- Replacing a furnace, boiler, water heater or pellet stove (heating permit)
- A new fence, or replacing part of one
- New, altered or refaced signs
- Propane, oil and gas tanks, event tents and fireworks (operating and tank permits)
Different route
- New siding over the old siding: no permit
- A new driveway: a curb cut permit from the Engineering Department
- Garage sales: no permit, but at most two per household a year
- Emergency repairs may start before the repair permit
The city’s online Permit Decision Tool walks through which permit a job needs, and the bureau notes that zoning approval may be needed before a building permit is issued.
What the city decides and what the state holds
The state’s Uniform Code and Energy Code set the construction standards, and Watertown cannot make them stricter without Code Council approval. The City Council sets every permit fee each year through the budget resolution that adopts the City Fees and Charges Schedule, writes the zoning chapter (ch. 310) with its fence rules, and runs its own plumber licensing through the Watertown Examining Board of Plumbers.
Watertown building department: who handles permitting
The Bureau of Code Enforcement is staffed by a Code Enforcement Supervisor, two code officers, two Fire Prevention Bureau members and an aide, and works under the Engineering Department, which issues curb cut permits. The Planning Department handles zoning reviews: site plans, special use permits, use and area variances, interpretations, zone changes and subdivisions. The Town of Watertown, which surrounds the city, is a separate municipality, and its parcels are not handled here.

Watertown permit types and filing
Every permit can be applied for and paid online once you create an Accela Citizen Access account, and the city posts guides for setting up the account and filing. Paper forms can be downloaded and finished at the office. The city warns that it takes payment only in person, by check mailed to the city or through the Accela payment screen, and never by wire transfer; a request for a wire payment is a fraud.
Residential permits
For a building permit the bureau asks you to come in with plans and meet an inspector about the scope, or to file online. Section 120-12 requires the owner’s signature or a signed authorization, two sets of plans and specifications with a scaled plot plan showing the tax map number and all existing structures, and sealed drawings where the Education Law requires them; plans can be waived for minor alterations. A maintenance or repair permit needs only a description of the work and a materials list, and up to $2,000 of estimated cost neither the owner’s signature nor plans are generally required. Owner-occupants of one- to four-family homes doing their own work file the city’s Affidavit of Exemption in place of workers’ compensation certificates.

Commercial permits
Contractors must file general liability insurance on an ACORD 25 and workers’ compensation on a C-105 or U-26.3, both naming the City of Watertown, 245 Washington Street, as certificate holder; a sole proprietor without employees files a CE-200. Any material to be removed or demolished needs an asbestos survey, with state Labor Department abatement paperwork if asbestos is found. Plan review is free for one- and two-family homes and for other projects under $20,000; larger multifamily, commercial and industrial jobs with stamped plans pay $75 an hour on top of the permit.
For tenant improvements and new commercial builds, Alliance handles commercial permit expediting through issuance. More on this: commercial building permits explained.

Zoning comes first where it applies. The city’s zoning is form-based: the dimensional tables in section 310-21, last amended March 3, 2025, set lot coverage, setbacks and the maximum footprint and height of sheds and garages district by district, on the zoning map dated February 21, 2023. The Planning Department’s fees run from $75 for a site plan waiver to $250 for a major site plan (one acre or more of disturbance), $125 for a special use permit and $200 for a use or area variance. Fences need a permit and an inspection once installed: no fence may exceed 6 feet (8 feet in the industrial districts), and within 20 feet of a street line a fence is limited to 4 feet and must be open, such as picket or split rail. Work in the street or a new driveway needs an Engineering curb cut permit, and building in a mapped flood zone falls under the Flood Damage Prevention chapter (ch. 152). Rental dwelling units must also be registered with the bureau under chapter 177, in force since 2018. Vacant buildings go on the city’s vacant building registry, which costs $50 to register and $750 a year for inspection.
Watertown building permit fees
The FY 2026–27 City Fees and Charges Schedule took effect July 1, 2026 (adopted May 21, 2026, amended July 6, 2026). Building and repair permits are priced on the estimated cost of the work, and for new construction the city sets that cost by area: $200 per sq ft for residential, $400 commercial, $500 industrial and $50 for garages and miscellaneous structures. Repairs use $75, $150, $225 and $25 per sq ft.

Rather talk it over?
Call 1-855-478-4290 →Worked examples from the schedule: a 1,500 sq ft new house is costed at $300,000, so the fee is $1,596 plus 50 × $5, or $1,846. A 576 sq ft detached garage is costed at $28,800: $221 plus 4 × $7 for the $3,800 above $25,000, or $249. A 150 sq ft residential remodel under a repair permit is costed at $11,250: $40 plus 11 × $6, or $106. The two top bands start from their own printed figures, which do not continue the band below ($2,801 at $500,000, where the lower band would reach $2,846), so a $600,000 project is $2,801 plus 100 × $5, or $3,301, under the schedule as adopted; confirm very large projects with the bureau.
Trade permits and who may pull them
Plumbing is licensed by the city. Under chapter 101, nobody may do plumbing or drainage work in Watertown as a business without a certificate of competency from the Watertown Examining Board of Plumbers and a yearly city license that expires each June 30, and other workers must work under such a master plumber. Applicants need ten years as a journeyman, or five as an apprentice and five as a journeyman, and must pass three exams ($100 each, $125 for a retake after three months); the annual license is $300. The city posts its list of licensed master plumbers. The one exception the bureau gives: a property owner may do the plumbing work themselves on a plumbing permit ($40, filed in duplicate with plans unless waived).
Electrical work is inspected by an approved firm, and under section 120-11 the electrical permit is issued by code personnel or the firm that made the first inspection. The city’s approved list names New York Atlantic-Inland, Commonwealth Electrical Inspection Service and The Inspector, LLC. Heating appliances, from a furnace or boiler to a water heater or pellet stove, take a $40 heating permit, and fuel tanks a $50 tank permit.

Review, corrections and what causes delay
The code gives the bureau 30 days from receipt to approve or disapprove an application. Approved plans are stamped and kept on file; minor changes are marked on the plans, and major changes or deficiencies go back to the owner for amended plans. A rejected application is returned with the reasons in writing on request. Missing owner authorization, the wrong insurance form or certificate holder, and an absent asbestos survey are the gaps the city’s required-documents sheet singles out. A permit can be revoked for false statements, including understating cost to lower the fee.
Watertown inspections and certificates
The owner, applicant or contractor must tell the bureau when work is ready, and the officer who issued the permit records each inspection. Section 120-6 lists the stages where they apply: the site before the permit, footing and foundation, slab preparation, framing, building systems including underground and rough-in, fire-resistant construction and penetrations, solid-fuel appliances, chimneys and vents, Energy Code compliance, and a final. Inspections asked for outside business hours are billed at the officer’s usual rate with a two-hour minimum.
No certificate of occupancy or compliance is issued if any required inspection was missed. A new building cannot be used before its certificate, and an altered building cannot stay in use more than 30 days after the work ends without one. The final certificate of occupancy is free; a provisional one, for part of a building that can be used safely, costs $100 for up to 120 days and $200 to extend. Fences are inspected once installed.
