Jefferson County, New York Building Permit Guide

To get a building permit in Jefferson County, confirm which office issues permits for the property’s address, then submit the application with your plans and required documents, pay the permit fees, and pass inspections before final approval. Alliance Permitting can prepare, file and track the permit for you and schedule the inspections.

Jefferson County issues building permits itself in most of its towns: its Fire Prevention and Building Code Department enforces the Uniform Code in 18 towns and 12 villages, while Watertown and 11 other municipalities run their own offices.

In most of Jefferson County the building permit comes from the county itself. The Jefferson County Fire Prevention and Building Code Department, at 175 Arsenal Street in Watertown (315-785-5130), administers the Uniform Code for 18 towns and 12 villages that chose not to enforce it locally. The City of Watertown, the Towns of Clayton, Philadelphia, Theresa and Wilna, and the Villages of Black River, Chaumont, Clayton, Dexter, Evans Mills, Philadelphia and Theresa issue their own permits. Zoning stays local everywhere, so a county permit starts with a town or village zoning permit.

What requires a building permit in Jefferson County?

Where the county enforces the code, its permit is required for most new residential and commercial construction, including alterations, conversions and renovations; for every mobile or modular unit, woodstove, fireplace and insert, heating unit, pool and septic system; for all electrical work; and for most demolition. Municipalities that enforce locally set their own lists: Dexter, for example, names construction, demolition, furnace and woodstove installation and plumbing alterations.

County Uniform Code permit

  • New homes, additions, alterations and conversions
  • Mobile and modular homes
  • Woodstoves, fireplaces, inserts and all heating units
  • Pools, all electrical work and all septic installations
  • Most demolitions

Other approvals first

  • Town or village zoning permit, with the tax map number
  • Engineered septic plans and a perc test for a new system
  • County driveway or right-of-way permit on a county road

What the county, towns and villages decide

Under state law a town or village may hand Uniform Code enforcement to its county, and in Jefferson County 30 of them have; the construction standard is the same 2025 Uniform Code and Energy Code everywhere. Each municipality still adopts its own zoning, and the county will not issue a permit without the local zoning permit. Stricter local building standards need state Code Council approval.

Jefferson County building department: who handles permitting

The county’s Uniform Code page lists which municipalities it serves and which enforce locally; the tables follow that list for all 22 towns, 19 villages and the city. The county page counts 31 municipalities in its service area but names 30. The City of Watertown has a full guide on this site.

Jefferson County permit types and applications

Residential permits

The county’s Permit Application Packet holds the application, a building construction questionnaire and the checklists. Forms are also available at town and village offices. Deliver or mail the completed application and questionnaire with a plot plan showing distances to lot lines, septic and well, foundation and framing details, floor plans with electrical, heating and plumbing layouts, door, window, finish and insulation schedules, and a copy of the local zoning permit. The inspector checks the file for completeness and bills the fee.

Commercial permits

Every commercial project in the county’s area needs an architect’s or engineer’s stamp, as do houses over 1,500 sq ft, and fire alarm, sprinkler, standpipe and special suppression systems need engineered details. The county also publishes a solar permit application and a list of architects and engineers.

What comes before the building permit

  • Zoning: the town or village zoning permit, variances and site plan approval.
  • Septic and well: engineered septic plans with a completed perc test; the design professional later certifies the installation.
  • Road access: the county driveway permit on a county road, or the town’s own permit; Philadelphia charges $10.
  • Proof of coverage: a workers’ compensation certificate or the state exemption form.

Building permit fees in Jefferson County

The county does not post a fee table: its application form records the construction value, the inspector checks the file and bills the fee, and the applicant then pays by check to Jefferson County or online once the amount has been assessed. Towns that enforce locally publish their own schedules; the Town of Philadelphia’s, last updated June 8, 2022, is shown below, and the City of Watertown’s current schedule is in its guide.

Town of Philadelphia building permit fees (updated June 8, 2022)
Work (Town of Philadelphia)Fee
New construction or alteration$0.35 per sq ft of building or work area
Building for storage use only (added June 8, 2022)$0.20 per sq ft
Shed on skids$25
Swimming pool$40

Siding; roof$50 each
Trailer or doublewide; modular home$80; $125
Sprinkler system; fire alarm$35 each
Personal solar panel project$50 flat

Worked example: a new 2,000 sq ft house in the Town of Philadelphia is 2,000 × $0.35 = $700, and a 400 sq ft storage building is 400 × $0.20 = $80. Permits there are valid for one calendar year.

Trade permits and who may pull them

The county runs no contractor or electrician licensing; in its service area electrical work is covered by the building permit and checked by a third-party electrical inspector from the county’s list, revised in March 2026, whose final certificate is needed before a certificate of occupancy. The City of Watertown licenses plumbers under its own code and accepts three electrical firms, as its guide explains. The county also keeps a list of blower-door testers it accepts for energy code testing.

How to get a building permit in Jefferson County

1. Check who enforces

Use the tables: county office, local office or the City of Watertown.

2. Get the local zoning permit

Apply to the town or village first; the county needs a copy showing the tax map number.

3. Design septic and well

Have a design professional prepare septic plans and the perc test for a new system.

4. Assemble the packet

Complete the application, questionnaire, plot plan and construction drawings, stamped where required.

5. Submit and pay

Deliver or mail it to 175 Arsenal Street; pay the assessed fee by check or online.

6. Inspect and certify

Call your inspector at each stage and gather the electrical, well and septic certifications for the certificate.

Review, corrections and what causes delay

An incomplete packet stops a county file at the start, since the inspector checks completeness before billing the fee. In Evans Mills, the village asks applicants to allow up to 30 days for approval and never approves a permit in under 5 business days. Missing zoning permits or septic designs hold up county files.

Inspections and certificates

In the county’s area the owner, applicant or contractor must call the assigned inspector at 315-785-5130 for each inspection stage shown on the permit; without those inspections no certificate is issued. For one- and two-family homes, duplexes and townhouses the certificate of occupancy requires a final walk-through, the third-party electrical certificate, a well completion report where there is a well and the design professional’s septic certification. Allow about 10 days between the final inspection and the certificate.

New York building code

New York builds on one statewide code, the Uniform Code, outside New York City; the 2025 edition and 2025 Energy Code took effect on 31 December 2025 (the all-electric provisions remain suspended by court order). Cities, towns and villages administer it, and local standards stricter than the code need Code Council approval. The Uniform Code in New York

FEMA lists the City of Watertown, every town except Lorraine and every village except Mannsville as participating in the National Flood Insurance Program.
