Unlike most New York counties, Lewis County issues building permits itself. Its Building & Fire Codes department in the county courthouse at Lowville reviews plans, issues building, zoning and floodplain development permits and inspects the work for the towns and villages that have handed code enforcement to the county, including the Towns of Lowville, Denmark, Greig and Watson and the Villages of Lowville and Lyons Falls. Applications are filed online through Cloudpermit, and fees follow the county’s schedule adopted as Resolution 107-2025.
What requires a building permit in Lewis County?
The county code office publishes a one-page quick list. Any work that must meet the Uniform Code needs a permit, including camps, tiny homes, containers and window replacement.
Permit needed
- Additions of any size, including decks, ramps, porches and garages
- Every habitable building: houses, seasonal camps, manufactured, modular and tiny homes
- Sheds, garages, carports, decks and storage containers over 144 sq ft
- Window replacement
- Repairs that replace or extend gas, electrical, mechanical, plumbing, fire or structural systems
- Pools holding more than 24 inches of water; hot tubs and spas
- Wood, pellet and corn stoves and chimneys
- Septic systems, on an engineer’s design
- Solar and wind systems, demolition, changes of use, all commercial work
Watch the flood zone
- In a FEMA flood hazard zone, grading, paving, excavation, drilling and even storing equipment or materials need a permit
- The county issues the flood damage prevention permit for the places whose flood laws it administers
- A non-habitable structure of 144 sq ft or less is off the quick list, but zoning may still apply
What the county decides and what the state holds
The building standards are the state’s 2025 Uniform Code and Energy Code; neither the county nor a town may make them stricter without Code Council approval. The county Board of Legislators sets the permit fees by resolution, and each town or village keeps its own zoning law and flood damage prevention law, which the county office enforces where the municipality asks it to.
Lewis County building department: who handles permitting
The county office lists a department director and four code enforcement officers. It is staffed at the courthouse on Tuesdays and Thursdays from 8:30 am to 4:30 pm, and the officers are in the field on Mondays, Wednesdays and Fridays, so call 315-376-5377 before driving in; appointments run 8:30 am to 3:30 pm on weekdays.
The Census counts 17 towns and 8 villages in the county and no city. Which office serves each one is only partly published: six municipalities say on their own pages that the county issues their permits, the Town of Leyden names its own officer, and for the rest the county posts their zoning permit forms or flood laws but no municipal page says who issues building permits. The table gives what the sources show.

Not sure this scope needs a permit?
Get a free quote →Three villages straddle town lines: Lyons Falls (West Turin and Lyonsdale), Port Leyden (Leyden and Lyonsdale) and Croghan (Croghan and New Bremen). A village follows its own arrangement, not its town’s, so a Port Leyden address is not covered by Leyden’s officer unless the village says so. Where a row says not stated, ask the county office, which holds that municipality’s forms.
What Lewis County itself does
- Building & Fire Codes: building, zoning and floodplain permits, plan review, construction and fire safety inspections, the county septic permit in the communities it serves, junkyard licenses under Local Law 3 of 2021, and complaints about property maintenance or zoning.
- Highway Department, 7361A East Road, Lowville (315-376-5350): driveway permits onto county roads, with the driveway staked for the supervisor before review, and overweight vehicle permits.
- Planning and Community Development: staffs the County Planning Board, which meets on the third Thursday when referrals arrive and gives advisory comments under General Municipal Law 239-m; referrals are due at least 12 days before the meeting. It also runs the state Septic System Replacement Fund for Lewis County.
- Public Health, 7785 N State Street, Lowville. Public drinking water systems in Lewis County fall to the state Health Department’s Watertown District Office (315-785-2277).
Lewis County permit types and applications
Residential permits
Cloudpermit lets you apply at any time, track the application, message the office, send revisions and request or cancel inspections, and pay by credit card; the code office still processes the payment itself. Create the account first, then pick the municipality and the work type. The county also posts a rough-cut lumber certification and an agricultural exemption form.

Commercial permits
Commercial new construction, additions, alterations and changes of use all need a permit, with drawings by a design professional. Buildings used for public assembly, churches and non-profits, and operations such as tents, fireworks, hot work and hazardous materials carry operating permits tied to the county’s required fire inspections.
For tenant improvements and new commercial builds, Alliance handles commercial building permits through issuance. More on this: commercial building permits explained.
What comes before the building permit
- Zoning: in the municipalities whose forms the county posts, the land use or zoning permit (and in Croghan and New Bremen a site plan review form) goes with the building application; manufactured homes in those two towns have their own zoning permit.
- County referral: site plans, special permits and variances near a county road or municipal line are referred to the County Planning Board before the local board decides.
- Flood zone: a flood damage prevention permit for any development in a mapped hazard area.
- Septic: the county septic permit with an engineer’s or architect’s design.

The Board of Legislators adopted the current schedule on June 3, 2025 as Resolution 107-2025, effective July 1, 2025. Floor area excludes cellars and non-habitable attics but includes attached garages and decks.

| Split permits | $100 base fee, then a split fee per segment |
| Work started without a permit | $100 first offense, $500 second offense |
Worked example for a $20,000 kitchen and bath renovation in a house: $40 covers the first $5,000, and the remaining $15,000 is five steps of $3,000 at $5 each, so the permit is $65. The schedule does not say how its new-house base fees and area fees combine, so ask the office for the figure on a new home. The septic form from 2023 still prints a $35 fee; the 2025 resolution sets $50, and the resolution is the adopted figure.
Trade permits and who may pull them
The county issues no separate electrical or plumbing license and its pages list no trade licensing; electrical, plumbing and mechanical work is covered by the building permit when the quick list calls for one. Septic systems are the exception that needs a professional: new or expanded systems must be designed and signed by an architect or engineer licensed in New York, and the application goes in with two copies of the design and a check made out to the Lewis County Clerk. The county links the state Workers’ Compensation Board’s permit requirements, so contractors file proof of coverage or a state exemption with the application.
How to get a building permit in Lewis County
Check the town or village in the table; in Leyden call the town officer, elsewhere start with the county office.
Fill in the municipality’s zoning or land use permit and, in a flood zone, the flood damage prevention permit.
Have the septic designed by a licensed professional and apply to the Highway Department for a county-road driveway.
Upload the application, plans and insurance proof, and answer the office’s messages in the same account.
Pay by card online or by check; work may not start before the permit issues.
Request each inspection in Cloudpermit and keep the final approval with the property records.
Want this handled start to finish?
Get a free quote →Review, corrections and what causes delay
The county posts no review time. Most delays come from the office’s field schedule, a missing septic design, a zoning or flood permit that was not filed with the building application, or starting work early, which adds a $100 penalty the first time and $500 the second.
Inspections and certificates
Inspections are requested or cancelled in Cloudpermit, which notifies you when the status changes. On a septic job the applicant must tell the county officer when each stage is ready. Because officers spend three weekdays in the field, ask early for the date you need, especially for footing and final visits. Final approval closes the permit; the county also makes the state-required fire safety inspections of commercial, assembly and apartment buildings.
New York building code
New York builds on one statewide code, the Uniform Code, outside New York City; the 2025 edition and 2025 Energy Code took effect on 31 December 2025 (the all-electric provisions remain suspended by court order). Cities, towns and villages administer it, and local standards stricter than the code need Code Council approval. The Uniform Code in New York

Do I need a county permit for a driveway?
Yes on a county road: apply to the Highway Department in Lowville and stake the driveway first.
