In Raytown, permits come from the City’s Community Development Department (Building Inspections Division), not Jackson County, and are applied for in the Customer Self Service (CSS) portal. A building permit costs $25 plus $5 for each $1,000 of valuation, so a $200,000 house pays $1,025 before plan review. Only licensed contractors, or owners who live in the home and do the work themselves, can take out permits.

What requires a building permit in Raytown?

Raytown requires permits for residential and commercial construction, additions, accessory buildings, decks, roofing, electrical, mechanical and plumbing work, sewer installations and repairs, demolition and signs. The City’s permit checklist separates jobs that need site or construction plans from those that need a permit but usually no plans:

Plans required

  • New buildings and commercial work
  • Additions and accessory buildings
  • Decks over 30 inches
  • Solar panel installations
  • Remodels other than low-intensity ones

Permit, usually no plans

  • Residential electrical work
  • HVAC
  • Residential roofing
  • Water lines
  • Drain or sewer repair and replacement
  • Low-intensity remodels

Under Raytown’s building code amendments, driveways that are enlarged, moved or paved for the first time need a permit, and work in the right-of-way needs a separate Public Works permit. If you are unsure whether a job needs plans, the City asks you to call 816-737-6014.

Raytown building department: who handles permitting

Community Development’s Building Inspections Division does residential and commercial plan review, permit issuance and inspections, master craftsman licensing, use permit inspections, property maintenance and the rental program. Ron Knisley is the Community Development Director. The Raytown Fire Protection District is a separate government; depending on the work it may require its own permit and inspection, and building plans must comply with the district’s ordinances.

Raytown applications and licences

Permits, business licences and craftsman licences are handled in the Customer Self Service (CSS) portal; a company can register with a shared email so that everyone who handles its permits and licences can use the account. The Permits & Licenses page also has the building permit packet and stand-alone building permit, sign permit and commercial and home occupation use permit forms. Card payments carry a 2.8% fee.

Who can apply: a property owner may take out a permit only if they own the property, live there and do the work themselves; otherwise only licensed contractors can. Every contractor needs a current Raytown business licence, which is checked before a permit is issued.

Craftsman licences: electrical, mechanical and plumbing contractors must be licensed by the City as masters of their trade. Applicants show a passing ICC (Experior) or Block & Associates exam or a master licence from a jurisdiction Raytown recognizes, hold an active contractor business licence and pay $50. A licence is valid for one or two years, and a trade permit can be issued only when a licensed master works for or owns the business and is named on the application.

Raytown permit fees

Public Works charges 5% of construction value for a public infrastructure permit and $125 per 200 contiguous feet for a right-of-way permit, plus $50 for a street or sidewalk cut. Water taps are arranged and charged by the water company serving the address: the Raytown Water Company or Public Water District No. 2.

Electrical, plumbing and mechanical permits in Raytown

Raytown’s building code amendments make it a violation to do electrical, plumbing, fuel gas or HVAC work for hire without a master craftsman’s licence. The building permit application names the master electrician, mechanical master and master plumber on the job. Sewer installations and repairs are permitted by Community Development or the Public Works Engineering Division, and electric power is not restored to a building until the City has inspected the permitted work and cleared it with the electric company.

The City enforces the 2017 National Electrical Code and the 2018 plumbing, mechanical, fuel gas and energy conservation codes. Its commercial amendments tighten sprinkler thresholds; for example, Group A-1, A-3 and M fire areas over 5,000 sq ft must be sprinklered.

Local Raytown rules

Rental and non-owner-occupied homes: every residential rental unit, and any home whose owner does not live in it (even if vacant or occupied by family), needs a Residential Rental and Non-Owner-Occupied Permit. Units must pass a basic health and safety inspection every two years, covering smoke and carbon monoxide detectors, handrails and guards, safe exits, electrical outlets (GFCI within 6 feet of water), pests, windows and doors, utilities, plumbing and visible address numbers. Owners outside the area must name a contact in the Kansas City metropolitan area. For up to 50 units the permit costs $15 per unit, and the inspection certificate $20 per dwelling for owners with 1 to 19 units in total. Apply online or by email; questions go to the rental office at 816-737-6075.

Floodplain: Raytown takes part in the National Flood Insurance Program, with flood maps effective January 20, 2017. Under Division 11 of the zoning code (Sections 50-286 to 50-288), any construction or other development in a mapped flood hazard area needs a floodplain development permit, the City Engineer is the floodplain administrator, and a new or substantially improved home must have its lowest floor, including any basement, 3 feet above the base flood elevation; other buildings must reach the same height or be floodproofed.

Raytown building codes

Chapter 8 of the Raytown Code adopts the 2018 International Building Code (Ordinance 5618-19, October 15, 2019) and the 2018 residential, plumbing, mechanical, fuel gas, existing building, energy conservation and property maintenance codes, ICC A117.1-2017 and the 2017 National Electrical Code, with local amendments.

Missouri has no mandatory statewide building code for private construction: a county, fire protection district or municipality may adopt one (usually by reference under RSMo 67.280), and in parts of the state none has. Building codes in Missouri
