You send the City’s application form and plans to permits@republicmo.com; a new house is charged its floor area times the ICC Building Valuation Data cost times 0.0035, plus a $50 plan review fee and water and sewer impact fees. What requires a building permit in Republic?

Republic requires a building permit to construct, enlarge, alter, repair, move, demolish or convert any residential or commercial building. Its local amendments to the residential code remove two common exemptions, so in Republic even small sheds and fences need a permit.

Permit needed

  • New homes, duplexes and multi-family buildings; additions and remodels
  • Accessory buildings of any size (detached garages, carports, sheds, workshops)
  • Decks and porches
  • Any fence or wall, including repair of 25% or more of its length
  • Swimming pools more than 24 inches deep
  • Re-roofing (residential and commercial)
  • New or upgraded electrical, mechanical or plumbing service
  • Demolition, temporary structures, solar and signs
  • A change of occupancy or use

Usually no permit (commercial list)

  • Movable fixtures, racks and partitions up to 5 ft 9 in.
  • Painting, flooring, cabinets and similar finish work
  • Prefabricated pools under 24 inches deep
  • Retaining walls under 4 ft; water tanks under 5,000 gallons on grade
  • Minor electrical repairs, portable appliances and repair or replacement of existing fixtures

Republic building department: who handles permitting

The BUILDS Department in Community Development reviews plans, issues permits and inspects construction inside Republic city limits; the Building Official administers the City’s building code. Commercial plans are also reviewed by the Republic Fire Department, and may go to a private consultant hired by the City. Greene County Building Regulations covers only unincorporated Greene County.

Republic permit applications and licences

The City publishes a separate fillable form for each permit: new residential building or addition, residential remodel or MEP, residential accessory structure, deck or patio, fence or wall, swimming pool, roof, temporary structure, demolition, change of occupancy, commercial MEP, commercial infill or remodel, new commercial building or addition, sign and miscellaneous work. Right-of-way permits are applied for online. Each form names the contractor’s City of Republic business licence number and expires 180 days after signing unless the Building Official extends it in writing.

New houses: the City asks builders to schedule a pre-construction meeting with staff first. The residential packet calls for a foundation plan, floor plans showing room uses, fixtures, windows and doors, a roof plan and a site plan with north arrow, setbacks measured to the drip edge, parking and driveways, easements and any floodplain.

Commercial: staff ask for a free pre-application meeting. Plans must be signed and sealed by a Missouri architect or engineer and accompanied by the commercial checklist (for remodels and infills the City asks for two complete sets plus an electronic copy); projects that serve food also need Greene County approval. A project liaison routes the plans and issues a comment letter. If a private consultant reviews the plans, the applicant signs a Guarantee of Payment.

Contractors: all contractors and subcontractors need a City of Republic business licence; roofers also need any state licensure, and unlicensed or unpermitted work gets a stop-work notice.

Republic permit fees

Fees are set in Section 805.050 of the Municipal Code, last amended by Ordinance 25-34 (November 4, 2025). New buildings and additions are priced from the ICC Building Valuation Data (BVD) cost per square foot: a house costs its gross floor area × the BVD cost × a local multiplier of 0.0035; remodels needing several inspections pay 75 percent of that. Commercial buildings also apply an area modifier, from 1.0 up to 10,000 sq ft down to 0.1 over 50,000 sq ft.

Some City web pages show older amounts (a $20 standard deck, a $25 fence up to 6 ft and $50 to 8 ft, and $50 water and sewer connection inspections); the code schedule above is the adopted one. Work started without a permit pays double, an expired permit can be renewed for 50 percent of the original fee (the full current fee after 18 months), and if construction never starts, 70 percent of a permit fee over $50 can be refunded when asked for within the permit’s first 180 days. All new construction also pays an emergency notification system impact fee of $30 per acre.

⚠️ Fee changes pending: Bill 26-35, amending the Chapter 805 fee schedule from January 1, 2027, had its first reading on October 20, 2026. The draft keeps the 0.0035 multiplier, adds charges to recover the cost of third-party plan review and inspections and changes water and sewer rates; it had not been passed in posted agendas as of October 26, 2026.

Electrical, plumbing and mechanical permits in Republic

Any new or upgraded electrical, mechanical or plumbing service must be permitted and inspected by the City’s building inspector, from added outlets to new service for an accessory building; repair or replacement of existing fixtures is excluded. Use the residential remodel/MEP or commercial MEP form, which asks for a floor plan marking the fixtures and walls to be changed. The City enforces the 2017 NEC and the 2018 plumbing, mechanical and fuel gas codes; its residential amendments drop the garage sprinkler rule, narrow the arc-fault circuit rule and limit tamper-resistant receptacles to bedrooms. Republic has not adopted the International Energy Conservation Code and keeps the 2006 IRC energy chapter.

Republic inspections and occupancy

Call every inspection in to the hotline and ask for a morning or afternoon visit; only concrete inspections can be booked for a specific time. Requests received by 2 p.m., Monday to Friday, are scheduled for the next business day. The inspector emails the results, and the contractor must re-schedule after corrections. A new house is inspected at footing, foundation or basement walls, under-slab plumbing, under-slab vapor barrier, water service line, sewer service line, exterior sheathing, rough-in, gas service, electric service and final; at final, landscaping and grading must be done and public improvements on the lot undamaged.

A permit is valid for 180 days and is extended by 90 days each time a required inspection is passed. No one may occupy a new building until the final inspection is passed and a certificate of occupancy is issued; the City’s page warns of fines of up to $500 a day, and the code allows fines of $50 to $1,000 or up to 180 days in jail, or both. A temporary certificate can be issued after the final inspection, and between November 1 and March 1 the City may allow occupancy before landscaping is finished.

Local Republic rules

Accessory buildings: rear yards only, sidewalls no taller than 15 ft, a total of no more than 7 percent of the lot (and 6,000 sq ft per five acres), side and rear setbacks of 3 to 6 ft depending on wall height, and at least 10 ft from the house unless open-sided or a pool.

Pools: rear yards only, at least 3 ft from side and rear lot lines and 5 ft from buildings.

Demolition: the Water and Wastewater departments sign off on capped lines, gas and electric providers inspect before work starts, neighbours are notified, and police and fire get 24 hours’ notice.

Floodplain and sinkholes: Republic takes part in the National Flood Insurance Program, with flood maps effective September 19, 2025. The Community Development Director is the floodplain administrator; a floodplain development permit costs $100, and new homes must have the lowest floor 1 ft above the base flood elevation. Sinkhole remediation needs its own $250 permit, and grading needs a $150 permit.

Republic building codes

Chapter 500 of the Republic Municipal Code adopts the 2018 International Building, Residential, Mechanical, Plumbing, Fuel Gas and Existing Building codes, the 2017 National Electrical Code and ICC A117.1-2009, with local amendments (15 psf ground snow load and the 2006 IRC energy chapter for homes). The City’s adopted-codes page also lists the 2018 International Fire Code, which the City adopts with its own fire-code changes.

Missouri has no mandatory statewide building code for private construction: a county, fire protection district or municipality may adopt one (usually by reference under RSMo 67.280), and in parts of the state none has. Building codes in Missouri
