Rolla’s Community Development Department issues building and trade permits for the city through the LAMA PRADO online system, and every contractor needs a Rolla business licence first. Since August 1, 2026 the City has enforced the 2024 International Codes and the 2023 National Electrical Code, and a new building’s permit fee is its floor area times the ICC construction value times 0.0033.
What needs a permit in Rolla?
The zoning code requires a building permit before starting a new building, structure, parking lot or sign, or enlarging or structurally altering one, and the City’s single permit application covers residential and commercial construction, demolition, signs, electrical, mechanical and plumbing work.
Permit needed
- New buildings, additions and alterations
- Decks, porches and stairs
- Portable storage buildings over 200 sq ft, tents and portable carports
- Pools and spas
- Mobile homes
- Signs, parking lots and communication towers
- Electrical service, mechanical and plumbing work
- Fire sprinklers, demolition and excavation
No building permit
- One-story tool and storage sheds, playhouses and similar buildings up to 200 sq ft
- Roof covering and siding
- Painting, papering, tiling, carpeting, cabinets, countertops and similar finish work
- Minor electrical repairs such as switches, fuses, lamp sockets and receptacles
A permit becomes void if work does not start within 180 days or stops for 180 days; otherwise it is valid for one year, with a single one-year extension at half the original fee. An application that sits for six months after the City’s comments, or after the applicant is told the permit is ready for payment, may be treated as abandoned.
Rolla building department: who handles permitting
The Community Development Department, directed by Dawn Bell, reviews plans, issues building and trade permits, inspects the work and administers zoning. Subdivisions and rezonings need both Planning and Zoning Commission and City Council approval, and the Development Review Committee meets on the third Tuesday of each month at 1:30 p.m.

Applying in LAMA PRADO
Applications are filed online in LAMA PRADO, where an account lets you submit applications, track their progress and pay, and where permit records can be searched; problems with an application or inspection request go to comdev@rollacity.gov. Community Development also offers electronic plan review: email the building permit application and drawings to comdev@rollacity.gov. Before any permit is issued, each contractor on the job must hold a valid Rolla business licence from the Finance Department.
The City’s document center supplies a scope of work form, electrical and mechanical specification sheets, a gas pressure test affidavit, a deck guide and swimming pool information to go with an application.
Rolla’s amendment to the International Building Code requires the finished floor of principal and accessory structures to be at or above the adjacent street curb (or the edge of pavement where there is no curb), and the City may ask a surveyor or design professional to confirm it before the certificate of occupancy. Fire sprinklers are not required in buildings under the residential code, townhouse plans must show the UL listing for the 2-hour fire wall, and the 2024 International Energy Conservation Code is advisory only. City Code Section 6-21 still sets minimum insulation: in homes R-13 walls, R-19 floors and roofs, R-30 ceilings, and duct insulation of R-5 inside the building but outside conditioned space or R-8 outside the building; in other buildings R-11 walls and R-19 floors and roofs.
Rolla permit fees
Fees are set in City Code Section 6-45. A new building’s fee is its gross area times the construction value per square foot from the ICC Building Valuation Data times 0.0033. The City’s posted 2026 fee schedule (dated August 1, 2026) uses the table for 2024 International Building Code occupancy groups: for example $170.80 per sq ft for a one- or two-family house of construction type VB, $69.64 for a private garage (utility group, type VB) and $31.50 per sq ft for an unfinished basement. Shell-only buildings deduct 20%. Under the Code the multiplier rises by 0.0001 each January 1, with an updated valuation table, until fees recover at least half of what Community Development and the Fire Department spend on building inspections and property maintenance.

| Item | Fee |
|---|---|
| Alterations under 500 sq ft | $100 residential, $200 commercial |
| Alterations 501–1,499 sq ft | $175 residential, $350 commercial |
| Alterations 1,500 sq ft and larger | $325 residential, $650 commercial |
| Deck, porch or stairs | $100 residential, $200 commercial |
| Electric service; mechanical, electric or plumbing work | $75 residential, $200 commercial |
| Pool or spa | $100 above-ground, $250 in-ground, $500 commercial |
| Storage building over 200 sq ft, tent, portable carport | $100 |
| Mobile home | $225 |
| Signs | $150 up to 50 sq ft, $300 larger |
| Fire sprinklers / parking lot / communication tower | $600 / $250 / $1,000 |
| Demolition | $100 + $200 deposit residential; $200 + $500 deposit commercial |
| Excavation | $25 + $725 deposit |
| Reinspection | $50 after the first inspection and one re-check |
A $200 deposit applies to every residential permit and $500 to commercial permits over $2,500 of estimated cost; it is refunded after final inspection and Public Works’ approval of the right-of-way, and forfeited if the permit expires first. Work started without a permit pays double. Missing a required inspection adds 25% of the permit fee ($25 minimum), a final inspection after the permit expires costs $25, and if more inspections are needed the permit is renewed at half the original fee. If no work has started, a refund keeps 20% of the fee.

Electrical, mechanical and plumbing work is permitted on the same application, at $75 for residential and $200 for commercial work. An electrical permit is required for every new service and for additions, alterations or repairs to an existing one; only minor repairs are exempt. The City Code sets no separate trade licence; the requirement the City publishes is a Rolla business licence for every contractor.
Sewer connections are permitted by the Public Works Director. A residential or commercial building sewer permit and inspection costs $100, and the connection fee is $150 per single dwelling or mobile home, $75 per duplex or apartment unit and $300 for a single business, plus a $50 tapping fee where no stub was provided. Water service is provided through Rolla Municipal Utilities.
Plans to submit
Residential (2 sets or 1 PDF)
- Site plan with property lines, the building footprint and distances to lot lines
- Footing and foundation plan, with beam and pier sizes and spacing
- Floor plan with room labels, dimensions, windows, kitchen and bath layout
- Wall section from footing to roof
- Front and right-side elevations
Commercial (1 set or 1 PDF)
- The same plan sheets, sealed by a Missouri registered architect or engineer

Make sure every contractor holds a current Rolla business licence from the Finance Department.
Confirm the use, setbacks and access; variances go to the Board of Adjustment and rezonings to Planning and Zoning and the Council.
Assemble the site, foundation, floor, wall section and elevation sheets, sealed for commercial work.
Upload the application and plans, or email them to Community Development for electronic review.
Pay the area-based or flat fee and the $200 or $500 deposit once the plans are approved.
Start within 180 days, call for each inspection, and get the final before the permit expires to recover the deposit.
Rolla inspections and occupancy
Community Development inspects permitted work. Building past a required inspection stage without the inspection adds 25% of the permit fee ($25 minimum), and return trips after the first inspection and one re-check cost $50 each. For houses, a temporary certificate of occupancy request must include a list of unfinished items and a completion schedule, and the City may require survey proof of the finished floor elevation before the certificate of occupancy.
Local Rolla rules
Floodplain: Rolla takes part in the National Flood Insurance Program, using the Flood Insurance Study dated February 20, 2008. Development in mapped flood areas needs a floodplain development permit from the Public Works Director, and new or substantially improved homes must have the lowest floor, including any basement, 1 foot above the base flood elevation.
Rental housing: on September 8, 2026 the City Council created a Voluntary Rental Inspection Program (Ordinance 4934). Owners of houses, townhomes, apartments and group residences may ask Community Development for an inspection; a passing unit gets a certificate valid for 24 months, and owners who do not take part face no City penalty. The initial fees are $40 for a house or townhome unit ($25 re-inspection), $25 per apartment unit up to $200 a building ($15 re-inspection), and $100 or $10 per sleeping room, whichever is greater, for a group residence ($50 re-inspection); the Council may change them by resolution.
Monthly reports: Community Development posts a monthly summary of building permits on the City website.
Missouri building code
Missouri has no mandatory statewide building code for private construction: a county, fire protection district or municipality may adopt one (usually by reference under RSMo 67.280), and in parts of the state none has. Building codes in Missouri
