Inside Sedalia, building, electrical, plumbing and mechanical permits are issued by the City’s Community Development Department, whose Chief Building Official runs the Building and Code Department. Under the City Fee Schedule a building permit is $50 for the first $1,000 of construction value plus $6 for each additional $1,000, and work is checked against the 2021 International Codes and the 2020 National Electrical Code.
What requires a building permit in Sedalia?

Applying for a Sedalia permit
Each permit type has its own online form asking for the construction address, owner, contractor (by the name on its City business licence), project cost and job details. After submitting, email the plans to the Permit Technician with the confirmation number and construction address. The residential and commercial building forms also list the electrical, plumbing, mechanical, foundation, framing and roofing subcontractors, and the commercial form asks whether the site is in a FEMA-regulated floodplain and whether the building is sprinklered.
Every applicant agrees that a certificate of occupancy must be issued for all new construction and level 3 remodels before anyone occupies the building. Paper forms remain for a few items, such as right-of-way excavation and dumpster placement permits.
A permit becomes void if work does not start within 180 days, stops for 180 days, or is not finished within 30 days of issuance unless the permit allows a longer period. A replacement permit costs half the original fee if the plans are unchanged and the lapse is under a year.

Ordinance 12496 (September 21, 2026) places fire alarm systems under the electrical permit fee and fire sprinkler systems under the plumbing permit fee: $50 plus $6 per $1,000 of value.
Electrical, plumbing and mechanical permits in Sedalia
Trade permits are applied for on their own online forms. Every contractor needs a City contractor’s licence, covering building, plumbing, concrete, masonry, landscaping, painting, drywall, sewer, heating and air conditioning, electrical and other contracting trades, with the fee based on gross earnings. The application asks for a property tax receipt, a fire inspection report and proof of workers’ compensation coverage. City business licences renew each June 1 and become delinquent on July 1, with a 10% penalty and 1% more each month from August 1.
A plumbing contractor must hold a master plumber licence from a Missouri town of the same or greater size to connect to a water, sewer or gas main, and Sedalia’s master and journeyman plumber certificates cost $25 a year. Electrical work gets a rough-in inspection before it is covered and a final inspection before the circuit is energized.
New buildings must keep sump pumps, foundation drains and downspouts off the sanitary sewer, and private wells and septic systems are inspected by the state, with a copy of the state report going to the Building Official.

Sedalia inspections
Building inspectors in Community Development check permitted work during construction, and an extra inspection costs $25. Questions about inspections go to Community Development at 660-827-3000. New buildings and level 3 remodels need a certificate of occupancy before use.
In the Downtown Commercial District, commercial, industrial and mixed-use buildings other than freestanding buildings with living quarters need a certificate of inspection from the Chief Building Official before they are occupied, with follow-up structural inspections every three years, or every year until significant structural problems found in the first inspection are fixed, plus a comprehensive inspection by an independent registered engineer every ten years. The City charges no fee for these occupancy inspections.
Local Sedalia rules
Floodplain: Sedalia is in the National Flood Insurance Program on Pettis County flood maps dated November 30, 2023. The Building Official administers the floodplain ordinance; development in A and AE zones needs a $100 floodplain development permit, and new or substantially improved homes must have the lowest floor, including the basement, 1 foot above the base flood elevation, certified by a surveyor, engineer or architect.

Vacant homes: registered vacant residential properties pay $200 every six months.
Moratoriums: under Resolution 2181 (September 21, 2026) the City will not issue, or accept applications for, zoning, use or building permits or business licences for homelessness-related uses governed by Ordinance 11784 for 120 days, to about January 19, 2027, unless an application was already received; uses already permitted or operating in compliance are not affected. Resolution 2182 (October 5, 2026) stops the approval, processing or acceptance of new applications for tax abatement or funding under the Chapter 353 Midtown Residential Area Development Plan for 180 days, to about April 3, 2027. Either moratorium may be extended.
Affordable housing fee refund: Ordinance 12466 (July 6, 2026) lets whoever paid the fees for a new single-family house in the Chapter 353 Redevelopment Area that sells for $175,000 or less apply, within 90 days after the certificate of occupancy, for a refund of half the building, electrical, plumbing, mechanical and plan review fees, up to $3,000. Fees are paid in full at permit issuance, and refunds depend on appropriated funds.
