The Road & Bridge Department is at 1511 N. Ohio, Sedalia (660-826-7187). The driveway permit has no fee: staff inspect the flagged location and set the culvert size, the owner buys the culvert, and the county delivers and installs it at no cost. Culverts must be at least 12 inches across and 20 ft long, in reinforced concrete or corrugated metal. A road-cut permit needs Commission approval before any digging, stays valid for 90 days, needs a homeowners association’s written permission inside a subdivision that has one, and its fee is worked out by the Road & Bridge office.

Moratorium, septic and floodplain

⚠️ Moratorium in effect since October 15, 2026. Commission Order 10-2026-1899 stops the county accepting or processing applications to establish or expand economic development projects and data centers covering at least 30 unincorporated acres or worth at least $5 million, including road usage, site plan, variance, floodplain, conditional use, grading and occupancy applications. It lasts until an economic development study, an environmental impact study or both are finished; the Commission aims to finish them within 2 years but the order does not end automatically, and the Commission can still allow an application by resolution in two cases: undue and substantial economic hardship to the owner, where infrastructure is adequate, the project would not harm public health, safety or welfare and would not adversely affect homeowners within 1,000 ft of the project’s nearest planned outside wall; or a project that complies with all existing and foreseeable state statutes and regulations, has adequate infrastructure and would not harm county residents’ welfare.

Septic systems: the Missouri Department of Health and Senior Services lists the Pettis County Health Center, 911 E. 16th Street, Sedalia (660-827-1130), as the permitting authority, under a county onsite wastewater ordinance that may add to the state minimum standards.

Floodplain: Pettis County is in the National Flood Insurance Program on flood maps dated November 30, 2023, and SEMA lists the county’s floodplain administrator at Emergency Management, Public Safety Building, 1511 N. Ohio Ave. (660-827-4800). Sedalia, Houstonia, La Monte, Smithton and Windsor also take part; Sedalia requires a new home’s lowest floor to be 1 ft above the base flood elevation.

Missouri building code

Missouri has no mandatory statewide building code for private construction: a county, fire protection district or municipality may adopt one (usually by reference under RSMo 67.280), and in parts of the state none has. Building codes in Missouri
