All construction permits inside Sikeston city limits, on the Scott County and the New Madrid County side, come from the City’s Department of Community Development at City Hall, 105 E. Center Street (573-475-3743). You return the paper application by email or in person and buy the permit at City Hall. Under the City’s permit fee schedule a house costs $0.223 per square foot, split between building, plumbing and electrical permits, so 2,000 sq ft comes to $446.

What requires a permit in Sikeston?

For homes, the City requires a building permit for sheds, garages and carports, room additions, alterations, demolition and any new construction. Commercial permits cover alterations, additions, renovations and new construction for all commercial projects, R-5 multiple-family dwellings and R-7 condominiums. Signs need their own permit.

Separate applications

  • HVAC (residential and commercial)
  • Plumbing and miscellaneous plumbing
  • Electrical service upgrades and generators
  • Solar installations
  • Roofs
  • Pools, fences, sheds and manufactured homes
  • Grading, paving and dirt work

Also needed

  • A land disturbance application for new construction and additions
  • A floodplain development permit for any development in a mapped flood hazard area
  • A business licence for each contractor before the permit is issued
  • Annual registration for rental property

A finished basement is covered by the house permit; an unfinished basement that is finished later needs its own permit.

Sikeston building department: who handles permitting

Community Development issues construction permits, carries out inspections and enforces the City’s building, zoning, property maintenance and sign rules. It also supervises floodplain management and City-related asbestos inspections, registers and inspects rental property, and staffs the Planning & Zoning Commission, the Board of Appeals, the Board of Adjustment and the Land Clearance for Redevelopment Authority. Barry Blevins is the Community Development Director.

Sikeston straddles two counties: about 14,100 residents live in Scott County and 1,900 in New Madrid County (2025 Census estimates). The City permits both parts the same way.

Sikeston applications and contractor licences

Applications can be returned to City Hall or emailed to Community Development; if you email one, allow 3 business days for the City to confirm it arrived, and call if you hear nothing. The residential application asks for the floodplain status, slab or crawl space, net and gross square footage, total construction cost, setbacks, panel size, plumbing fixtures, gas piping and a contractor for each trade. The commercial application adds the use group, occupancy, occupant load, construction type and separate electrical, plumbing, gas and HVAC costs.

Licences (City Code Chapter 605): every contractor needs a valid City business or contractor’s licence before a permit is issued.

Sikeston trade and contractor licences
LicenceRequirement
Building contractor$50 a year + $5,000 indemnity bond and insurance certificate
Electrician or electrical contractor$50 a year + $2,000 bond
Plumber$25 a year + $2,000 performance bond
Handyman (minor general construction)$25 a year

Since Ordinance 6395 (February 23, 2026), a building, exterior, electrical or plumbing permit is issued only when the contractor files proof of workers’ compensation and public liability insurance with a $300,000 combined single limit; the Council lowered the limit from $1,000,000.

Sikeston permit fees

The City’s posted Permit Fee Rate Schedule, effective July 5, 2006, is still the schedule the City links from its permit pages. Residential fees are the total square footage of the project times $0.223, rounded to the dollar, split 38% to the building permit and 31% each to the plumbing and electrical permits.

For example, a 2,000 sq ft house is $446 in all: $170 for the building permit and $138 each for plumbing and electrical, as the schedule’s own table shows. Manufactured homes use the residential calculation, and signs and pools use the commercial one. A Board of Adjustment request costs $35 and a Board of Appeals request $15, plus notice and postage costs. A land disturbance permit, required for new buildings and additions, lasts one year from issue; disturbing 1 acre or more also needs the state DNR permit, a copy of which goes to the City.

Electrical, plumbing and HVAC work in Sikeston

Electrical, plumbing and HVAC work is permitted by Community Development, either inside the house permit or on its own form, and each tradesman must hold the City licence and bond above. The City’s electrical amendments require at least a 100 A service disconnect, bar three-phase service in homes, call for a 12 ft clearance at the service entrance and need meter locations approved by the Board of Municipal Utilities. The electrical inspector inspects within 24 hours of notice, and no wiring may be covered before approval. Under the plumbing amendments, building sewers must be at least 24 in below grade, and plumbing in walls needs 2x6 studs.

Sikeston inspections

Work may not move past a stage until the inspector has approved it. A permit becomes void if work does not start within 30 days or stops for 180 days. The inspector may charge $65 for a re-inspection when the work is not ready, the permit card or address is not posted, the approved plans are not on site, work was covered before inspection, or erosion, trash or tree-protection controls are not maintained, and no further inspection is made until it is paid. Weekend inspections between 7:00 a.m. and noon can be requested for $65 when booked two days ahead, if an inspector is available. Under the residential code amendments, continuing work after a stop work order adds $500 to the permit fee for a first offense and $1,000 for each later one.

Floodplain, rentals and stormwater in Sikeston

Floodplain: Sikeston takes part in the National Flood Insurance Program; FEMA lists its current flood map date as June 5, 2012. Every development in a special flood hazard area needs a separate floodplain development permit, and City Code Chapter 410 requires the lowest floor of new or substantially improved homes, including any basement, to be 1 ft above the base flood elevation. Other buildings must be 1 ft above it or floodproofed, with an engineer’s or architect’s certificate. Variances go to the Board of Adjustment.

Rental property: under Chapter 510 (Ordinance 6181, in force since April 3, 2020), owners of residential rental property must register it with the City by January 31 each year: $50 for up to 25 units, $100 for more. Missing the deadline carries a fine of at least $500. Units must meet HUD housing quality standards and listed property maintenance and fire code sections; interior inspections are made at the request of the owner or occupant or under a warrant, exterior inspections on complaint, and owners get 30 days to correct most violations.

Stormwater: construction must follow the City’s Stormwater Management Program (Ordinance 5816), with silt fencing and other erosion controls kept in place; discharges into storm drains can be reported on the stormwater hotline, 573-475-3727.

Sikeston building codes

Chapter 500 of the Sikeston City Code, as updated by Ordinance 6250 on December 6, 2021, adopts the 2018 International Building, Residential, Plumbing, Mechanical, Fuel Gas, Existing Building and Swimming Pool and Spa codes and the 2017 National Electrical Code; the department’s page also lists the 2018 International Fire, Zoning and Property Maintenance codes. The City’s building code amendment requires sprinklers in Group R-2 buildings over two stories with more than eight units, and not in Group R-3.
