For property inside Jackson city limits, permits come from the City’s Building & Planning Department at City Hall, 101 Court Street (573-243-2300), through its CivicGov Permits & Licensing portal or the printable application. A new house is charged on its floor area at set per-square-foot costs times 0.0010, which works out to $185 for a one-story 2,000 sq ft home with a 500 sq ft garage, and every contractor and subcontractor on the job needs a City licence first.

What requires a building permit in Jackson?

The City requires a building permit for new buildings and structures, including carports, decks, fences, retaining walls, parking lots and replacement or prefabricated structures; for additions such as rooms, porches, garages and driveways; for remodels that involve framing; and for accessory structures such as sheds, detached garages, pools, pergolas and retaining walls.

Separate permits

  • Electrical work (low-voltage and communications excepted)
  • Plumbing work (in-place fixture replacement excepted)
  • Mechanical work: gas lines, ductwork, exhaust systems
  • Driveways, including gravel, and excavation in the right-of-way
  • Demolition of walls or structures
  • Grading over 1 acre or 500 cubic yards
  • Floodplain development and new impervious surfaces (stormwater)

No permit

  • Vinyl siding installed over existing siding
  • Replacement windows that do not widen the opening or shrink a required egress opening
  • One-story playhouses, dog pens and similar structures up to 80 sq ft (City residential code)

Jackson’s amendments delete the model codes’ exemptions for fences, retaining walls, sidewalks, driveways and decks, which is why those all appear on the permit list.

Jackson building department: who handles permitting

Building & Planning handles construction permits, contractor licensing, addressing, zoning, land division, floodplain development, dangerous buildings and the City’s GIS mapping. It shares the second floor of City Hall with Public Works and Engineering. The City permits only land inside its limits, all of which is in Cape Girardeau County; the Planning and Zoning Commission and the Board of Aldermen decide rezonings and special use permits, and the Board of Adjustment hears variances.

Jackson applications and contractor licences

One printable application covers building, electrical, mechanical, plumbing, driveway, demolition, sign, fence, street cut and pool or spa work; contractors and owners can also apply and renew licences in the CivicGov portal. The form must list the primary contractor and every subcontractor by trade, each with a current City licence number, and a window schedule and site plan must be attached. New or enlarged freestanding signs over 10 ft tall and any suspended concrete slab need engineered plans.

The City also publishes requirement sheets for decks, fences, pools, spas and hot tubs, accessory and portable buildings, electric service entrances and grading, and a business start-up checklist.

Contractor licences: every contractor working in Jackson, including subcontractors, needs a City contractor licence, and no permit is issued for a job involving an unlicensed contractor. Licences run for the calendar year and cost $25 a year (general, building, brick, concrete, electrical, excavating and grading, plastering and drywall, plumbing and HVAC, and roofing contractors) or $10 for painting. There is no test, but contractors must show workers’ compensation cover or sign the notarized waiver on the form; Building & Planning offers notary service.

Jackson permit fees

Building permit fees are set in City Code Section 11-22. For new homes and additions the fee is the floor area of each part multiplied by the City’s set construction cost for that part, then by 0.0010:

Residential new construction and additions (City Code Sec. 11-22)
AreaFee basis
Main floor$85 per sq ft × 0.0010
Second floor and habitable space above it$35 per sq ft × 0.0010
Finished basement$35 per sq ft × 0.0010
Unfinished basement$15 per sq ft × 0.0010
Garage$30 per sq ft × 0.0010
Porch, deck or carport$15 per sq ft × 0.0010
Minimum fee$20

A one-story house with 2,000 sq ft of main floor and a 500 sq ft garage therefore pays $170 plus $15, or $185, before trade and utility charges. Commercial buildings and additions pay 0.0003 times the area times the ICC Building Valuation Data cost, with a $20 minimum.

Other City permit fees

Remodel, pool, shed, deck, carport or driveway (code)$20 for the first $5,000 of cost + $1 per added $1,000

Water tap, 3/4 in$600 without bore, $1,100 with bore
Water meter, 3/4 in installed$900

The City’s posted fee sheet (updated July 13, 2023) prices remodels at $20 for the first $1,000 of value plus $1 per added $1,000; the City Code figure above starts the $1 rate after $5,000. The sheet also lists the utility items: meters, taps and service wire. City Code Section 11-21 also sets storm water credit fees for sites not required to build detention ($40 to $120 for residential lots and $400 to $1,600 for commercial lots up to 3 acres), but the 2023 fee sheet lists the credit fee as not applicable because detention must be built; lots in subdivisions platted under Section 57-10(g) after November 1, 2001 pay neither. Work started without the required permits cannot resume until they are obtained, and the City adds a penalty of twice the permit charges on top of the normal fees.

Electrical, plumbing and mechanical work in Jackson

Each trade is a $20 permit per building, issued by Building & Planning to a City-licensed electrical, plumbing (which covers HVAC) or other contractor. Jackson enforces the 2014 National Electrical Code and the 2015 plumbing, mechanical and fuel gas codes. The City is also the electric, water and sewer utility: meters for new construction are set only after the customer opens a utility account at the City Collector’s office, and temporary meters may not be moved to another location. The City’s 2018 service entrance sheet calls for 3 in PVC conduit for 320 A services (the owner supplies the wire), 2.5 in for 200 A and 2 in for 100 A, and says the City supplies the first 100 ft of service wire for the smaller two; the 2023 fee sheet instead charges $400 for single-phase wire up to 100 ft. Meter bases sit 5 to 6 ft above finished grade.

How to get a Jackson building permit

1. Check zoning and the site

Find your property pins and setbacks; portable sheds go in the rear yard, detached garages and carports may also go in a side yard, and accessory buildings stay at least 5 ft from side and rear lot lines.

2. License the contractors

Make sure the primary contractor and every subcontractor holds a current City licence.

3. Prepare the drawings

Draw a site plan from a boundary survey and attach a window schedule and plans for the work.

4. Apply

File in the CivicGov portal or bring the printable application to Building & Planning at City Hall.

5. Pay fees and set up utilities

Pay the permit, storm water and tap charges and open the utility account at the City Collector.

6. Build and pass inspections

Keep erosion control in place and call Building & Planning for each inspection.

Jackson inspections

Scheduled inspections are free; a failed job’s first re-inspection is free too, the second costs $50 and later ones $100 each, and these charges must be paid before an occupancy permit is issued. For pools, the City’s sheet lists a site check (with erosion control in place before digging starts), plumbing and electrical inspections and a final that is not approved until the pool fence has passed. Erosion control must be installed when land disturbance begins and checked by the builder after each rain. A permit expires if work does not start within 6 months or is not finished within 12 months of issue.

Contractors who work without the required licences or inspections are fined $50 for a first violation, $100 for a second within 24 months and $250 plus a one-year suspension for a third.

Floodplain and other Jackson rules

Floodplain: Jackson takes part in the National Flood Insurance Program, and FEMA lists its current flood map date as September 29, 2011. A floodplain development permit is needed for any work in the mapped 1% annual-chance flood area. Under City Code Chapter 11, Article V, new or substantially improved homes must have the lowest floor, including any basement, 1 ft above the base flood elevation, and other buildings must be elevated 1 ft above it or floodproofed; the city administrator or a designee is the floodplain administrator.

Fences and accessory buildings: side- and rear-yard fences on residential lots may be up to 8 ft tall. Accessory buildings may cover no more than 30% of the required rear yard and must be anchored, with auger-style anchors every 10 ft if set on the ground.

Pending change: the Board of Aldermen scheduled a hearing and vote on October 19, 2026 on an amendment to Chapter 57 (Subdivisions) dealing with permits and inspections.

Jackson building codes

Chapter 11 of the Jackson City Code adopts the 2015 International Building and Residential codes (with selected appendices), the 2015 plumbing, mechanical, fuel gas, existing building and swimming pool and spa codes and the 2014 National Electrical Code; the City’s building page also lists the 2015 International Fire Code. Jackson does not adopt the energy code: the building code’s energy chapter is deleted and the residential energy chapter is replaced with two tables from the 2009 IRC.
