Inside Jefferson City limits, permits come from the Building Regulations Division of the Department of Planning and Protective Services at 320 E. McCarty Street, and applications are filed online through GovWell. Under Appendix Y of the City Code, a one- or two-family building permit costs 0.25% of the construction value ($27 minimum), commercial work 0.5%, and the City enforces the 2018 International Codes with the 2017 National Electrical Code.

What needs a permit in Jefferson City?

Building Regulations lists the jobs that usually need a permit. Plans can be anything from a sketch on the application to a full set of construction documents, depending on the work.

Permit needed

  • New homes and commercial buildings
  • Residential additions such as bedrooms, bathrooms and family rooms
  • Decks, garages, fences, fireplaces, pools and water heaters
  • Garage conversions, basement finishes and kitchen expansions
  • Commercial additions, tenant finishes and office remodels
  • Electrical, plumbing and mechanical systems
  • Demolition and signs

No permit or licence

  • Residential sheds of 200 sq ft or less (120 sq ft or less for commercial uses)
  • Non-structural repairs to the building envelope of an existing structure
  • In a dwelling unit: replacing 110-volt receptacles, single-pole switches, 110-volt light fixtures, ceiling fans, plug-in disposals, smoke detectors, furnace motors and water-heater or stove elements
  • Faucet and toilet-tank repairs, toilet replacement and clearing drains

A permit is void if construction has not begun within six months of issue. Fences in front yards may be no taller than 4 ft and must stay off the street right-of-way; rear and side fences may reach 6 ft inside the property line. All buildings and impervious surfaces together may cover no more than half of a residential lot.

Jefferson City building department: who handles permitting

The Department of Planning and Protective Services enforces the building chapter of the City Code through its Building Regulations Division, which reviews plans, handles building, electrical, plumbing, mechanical, fire protection and county sewer connection permits, and inspects the work. Brian Allen is the Building Official. Zoning, site plans and planning cases go through the department’s Planning and Zoning Division, and the Director of Public Works is the floodplain administrator.

The city lies almost entirely in Cole County; the 2025 Census estimates count 22 of its residents in the part that lies in Callaway County. The City’s permits apply only inside city limits.

Applying through GovWell

The City now takes permit applications through its GovWell online portal, which has separate entries for building permits and for contractor, electrician and plumber licences. The City Council approved the GovWell contract for plan review, permitting and enforcement on June 1, 2026. Printed forms can still be emailed or mailed to Building Regulations at 320 E. McCarty Street.

Forms published by the division include the residential and commercial building permit applications, the demolition permit application (revised February 2026), the sign permit application, the county sewer connection application and the electrical and plumbing licence applications. For commercial work the City suggests talking to the Building Official or an inspector before construction starts.

A Missouri-licensed architect is needed, as a quick rule from the City’s FAQ, for new residential buildings of three or more units and for commercial projects of 2,000 sq ft or more.

Jefferson City permit fees

Building permit fees are set in Appendix Y of the City Code, which is adjusted each year under Section 1-22: the City Administrator proposes adjustments by April 30, and any the Council does not act on by June 30 are enacted by administrative order. The current version took effect on August 1, 2026.

For new buildings and additions, the Building Official sets a minimum construction value from the latest August edition of the ICC Building Valuation Data, which takes effect each November 1. For example, a house addition valued at $200,000 (at or above that minimum) carries a $500 permit fee. Fire inspections of new construction are included in these fees.

Starting work before the permit doubles the fee, a second offence triples it, and $25 a day is added once five days have passed after a written notice. The Permit Policies and Procedures web page still shows an older version of these figures ($25 minimum, a $40,000 base above $10 million, and $417 per sewer connection), and the demolition form lists $109; the August 2026 Appendix Y figures are the current ones.

Zoning site plan review is free for one to three residential units; multi-family and non-residential sites pay $290 under 1 acre, $577 for 1–5 acres and $1,154 over 5 acres, with $128 for a third submittal.

Electrical, plumbing and mechanical work

Building Regulations has its own electrical, plumbing and mechanical inspectors. Electricians and plumbers working in the city, including each employee of an electrical or plumbing contractor, must hold a City of Jefferson licence before starting work; all other contractors need a City business licence (Business License Division, 573-634-6322).

City trade licences (Appendix Y)
LicenceFee
Electrical or plumbing contractor (annual)$233
Electrical business licence for a state-licensed electrical contractor$233
Master or journeyman electrician or plumber$117; renewal every three years $34
Apprentice electrician or plumber (annual)$14

An electrical contractor must be a Jefferson City master electrician with at least $500,000 of general liability cover; a plumbing contractor must be, or employ full time, a City master plumber and keep a surety bond of at least $5,000. The City accepts the ICC G16 and G17 electrical and G27 and G28 plumbing-with-gas exams. A homeowner can do electrical work on a single-family home they live in after passing a basic knowledge test, buying the materials, doing the labor and agreeing to live there for a year after the final inspection; plumbing permits go only to licensed contractors and approved, qualified homeowners.

How to get a Jefferson City permit

1. Check zoning on MidMOGIS

The regional GIS shows the zoning district, which sets setbacks, plus sewer, stormwater and plat data for the lot.

2. Talk to staff for bigger jobs

For commercial work or a major remodel, discuss the plans with the Building Official or an inspector first.

3. Line up licences

Make sure the electrician and plumber hold City licences and other contractors hold a business licence.

4. Apply in GovWell

Upload the application, site plan and drawings, or email or mail the printed forms to 320 E. McCarty Street.

5. Pay and receive the permit

The Building Official issues the permit once the documents are approved; start work within six months.

6. Call for inspections

Request each site inspection by phone and finish with the Certificate of Occupancy or Certificate of Completion.

Inspections and documents

The permit holder calls 573-634-6410 (Monday–Friday, 8 a.m.–5 p.m.) to request site inspections, giving a site contact name and phone number, the address and the type of inspection, such as an electrical service or a mechanical rough-in. Under the City’s electrical amendments the inspector checks finished wiring within 24 hours of notice, not counting weekends and holidays. When a new building, addition or major alteration passes its finals, the City issues a Certificate of Occupancy or Certificate of Completion.

Local Jefferson City rules

Floodplain: Jefferson City takes part in the National Flood Insurance Program, and its floodplain article uses the Cole County flood maps dated November 2, 2012. Any construction or other development in a mapped flood area needs a separate floodplain development permit from the Director of Public Works, and new or substantially improved homes must have the lowest floor, including any basement, 1 ft above the base flood elevation.

Historic review: the Historic Preservation Commission reviews demolition of local landmarks, buildings in local or National Register districts, National Register-listed buildings and any structure 100 years old or more.

Rental housing: every landlord must register each year with the City; registration is free, renewals are due by January 31, new rental properties must be added within 30 days of purchase, and each landlord names a local agent living within 50 miles. Short-term rental hosts need a City business licence, pay the 7% lodging tax and may host no more than five unrelated people in the main house.

Housing incentive: through its Housing Incentive Program the City has paid $5,000 per new housing unit, after construction and a certificate of occupancy, to developers whose proposals it approved in a Call for Housing Development. The third round closed on June 24, 2025, and no newer round was open in October 2026.

Vacant buildings: buildings registered as abandoned pay an administrative fee of $200 every six months, or $1,027 for commercial property.

Missouri building code

Missouri has no mandatory statewide building code for private construction: a county, fire protection district or municipality may adopt one (usually by reference under RSMo 67.280), and in parts of the state none has. Building codes in Missouri
