Inside Cape Girardeau city limits, building, electrical, plumbing and mechanical permits come from the Inspection Services Division of the City’s Development Department at City Hall. You email the application to eplans@cityofcape.org, upload plans when ProjectDox sends the link, and pay in MUNIS Citizen Self-Service. Under the fee schedule that took effect on July 1, 2026, a 2,000 sq ft new house carries a $280 building permit fee and a $232 plan review fee, and residential plan review takes at least 5 business days.

What requires a building permit in Cape Girardeau?

New buildings, additions, remodels, repairs and changes of use need a building permit, and electrical, plumbing and mechanical work is permitted and inspected separately. The City’s local amendments remove several of the model codes’ exemptions, so fences, retaining walls, driveways, sidewalks and residential decks all need permits in the city, and each has its own application.

Permit needed

  • New homes, commercial buildings and additions
  • Remodels, repairs and changes in use
  • Decks, pools, fences and retaining walls
  • Driveways, sidewalks and right-of-way excavation
  • Generators, photovoltaic (solar) systems and awnings
  • Shipping containers, signs and demolition
  • Building sewer, sewer wye and water service work

No permit (City Code Sec. 7-7)

  • A new roof covering that involves only the roof surface
  • Ordinary independent heating appliances (not a building’s permanent heating system)
  • One-story detached accessory structures of 150 sq ft or less

A floodplain development permit is required before building, adding to or altering anything in a flood hazard area, and before any grading or filling there. Development that has no approved improvement plans also needs a City stormwater permit before the building permit is issued.

Cape Girardeau building department: who handles permitting

The Inspection Services Division reviews building plans and site layouts, enforces the adopted ICC codes, inspects construction and answers questions about plats and existing sewer lines. The same division enforces the property maintenance code and the residential rental licensing ordinance. Doug Weisbrod is the Building & Code Enforcement Manager. The Engineering Division handles stormwater, grading and floodplain applications, and the Planning Services Division arranges predevelopment meetings. The City permits only land inside its limits, which lie in Cape Girardeau County.

Applications, ePlans and contractor licences

The Applications & Plan Documents page carries separate forms for residential and commercial building permits, decks, pools, fences, retaining walls, driveways, sidewalks, signs, awnings, generators, photovoltaic systems, shipping containers, demolition, floodplain development, stormwater management, sewer wye connections, main extensions and right-of-way excavation.

ePlans: email the completed application to eplans@cityofcape.org, without the plans. Staff enter it in the permit system and send the applicant a link to upload drawings in ProjectDox, where City departments and the Cape Girardeau County Health Department review at the same time. Each plan sheet is a separate file, with a blank 2 in by 2 in space left for the approval stamp. ePlans costs nothing extra, paper plans are still accepted, and review starts only after the fees are paid. Permits are issued online with a DocuSign signature, and a printed set of the approved plans must be kept on site.

Trade licences: master and journeyman plumbers, master drainlayers, master, journeyman and residential electricians, electrical maintenance workers and mechanical installers must pass an exam (through ICC or Prometric) before the City licenses them. Construction contractors and plumbing fixture installers register without an exam. Every licence needs at least $300,000 of general liability insurance and workers’ compensation cover or a signed waiver, and it is renewed each year. The City reciprocates electrical licences as RSMo 67.275 requires.

Permit fees are set by the City fee schedule (City Code Sec. 7-6). The current schedule took effect on July 1, 2026 and was adopted with the fiscal 2027 operating budget (Ordinance 5911, passed June 15, 2026).

For a 2,000 sq ft new house, the building permit fee is $144 plus 1,000 × $0.136, or $280, and the plan review fee is $92 plus 2,000 × $0.07, or $232. The square-foot bands do not join up exactly (the first band ends at $136 and the second starts at $144), so work out each project in the band it falls in.

Other charges in the schedule include grading permits ($121), stormwater permits ($243), floodplain development permits ($59) and water service installation deposits of $1,600 to $4,500 by line size, which are adjusted to actual cost after the work. The City’s floodplain form (revised July 2025) still prints a $57 fee and its stormwater page still quotes $100 and $200; the July 2026 schedule is the adopted one.

What to submit and how long review takes

House or addition

  • Residential application and the City’s plan review checklist
  • Two site plans to scale with easements, setbacks, drainage, an ADA-compliant driveway and sidewalk
  • For a new house, a profile from street to garage showing a sidewalk cross-slope of no more than 2%
  • Two complete plan sets (floor, foundation, framing, roof, sections, four elevations, details), at least 18 by 24 in
  • Floodplain and grading applications and a soils report where they apply

Commercial

  • Commercial application with a code review block and life safety plan
  • Three plan sets (four with food service), sealed by a design professional
  • Three stormwater plan sets with the stormwater permit application
  • Two sets of structural and of water calculations
  • Sprinkler plans and calculations to the Fire Marshal when required

Residential plans do not have to be drawn by a professional, but anything beyond conventional light-frame construction needs calculations by a licensed design professional. The minimum review is 5 business days for residential work and 15 for commercial, and neither starts until the application form is complete. New residential water taps also need a pavement-cut deposit.

Cape Girardeau inspections

Schedule inspections through MUNIS Citizen Self-Service (Permits and Inspections) or the City’s online inspection request form. Same-day requests made before 11:30 a.m. are inspected that afternoon; later requests are scheduled for the next day, and finals need 24 hours’ notice. Re-inspections cannot be booked online: the inspector schedules them from the field or you call 573-339-6327, option 6, which is also the line for partial inspections. Results, checklists and inspector comments appear online after each visit.

The request form lists the stages the division inspects: site, footings (main, garage, porch and deck), foundation, drain tile, plumbing and electrical ground rough-ins, water and sewer service lines, wall rough-ins, electrical service, mechanical, gas pressure test, fireplaces, framing and flashing, drywall, driveway and final. The approved plans must be on site and silt fencing must be in place, or the inspection can fail. A temporary certificate of occupancy is issued only to an owner whose contact details are on file with the City, and a Missouri DNR land disturbance permit must be transferred to the new owner if the contractor has not terminated it.

Flood rules, rentals and other local requirements

Floodplain: Cape Girardeau takes part in the National Flood Insurance Program, and FEMA lists its current flood map date as January 20, 2016. Under City Code Chapter 12, new or substantially improved homes must have the lowest floor, including any basement, 1 ft above the base flood elevation, and other buildings must be elevated 1 ft above it or floodproofed. Floodway projects need an engineer’s certification of no rise in the base flood level, and an as-built elevation certificate is due before occupancy. The floodplain application’s information sheet still says “to or above” the base flood elevation; the code’s 1 ft rule is the adopted standard.

Rental licences: every owner or operator of residential rental units in the city must register for a residential rental licence, renewed each year on its anniversary date. The schedule sets the landlord licence at $55 for one to five units and $110 for six or more. Code officials may inspect rental units to check compliance, complaints go to the Development Department, and uncorrected violations can lead to suspension or revocation of the licence.

Demolition: a demolition permit lasts up to 45 days, and debris must be cleared within 10 days after the building comes down; Ameren’s demolition request form is posted with the City’s applications. On August 17, 2026 the Council adopted Ordinance 5924, which lets the Building Official register commercial buildings that have been vacant for more than 6 months and have Housing Code violations; registered owners pay $200 every six months, and homes are not covered.

Predevelopment meetings: held at City Hall on Thursdays from 8:00 to 10:00 a.m., with video available and no fee; request one with the form sent to cityplanning@cityofcape.org and bring a scaled preliminary site plan.

Cape Girardeau building codes

City Code Chapter 7 (Ordinance 4702, June 1, 2015, as amended by Ordinance 4774, October 19, 2015) adopts the 2015 International Building, Residential, Plumbing, Mechanical, Fuel Gas, Fire, Property Maintenance, Existing Building and Swimming Pool and Spa codes, the 2014 National Electrical Code and the 2009 International Energy Conservation Code. The residential code’s energy chapter is replaced with the 2009 edition’s, and builders must offer buyers the option of a fire sprinkler system. The Board of Appeals began reviewing the 2024 International Codes in August 2026 and plans to make a recommendation to the City Council in April; until the Council acts, the 2015 codes apply.

Missouri has no mandatory statewide building code for private construction: a county, fire protection district or municipality may adopt one (usually by reference under RSMo 67.280), and in parts of the state none has. Building codes in Missouri
