Inside Carthage city limits, building, electrical and plumbing permits come from the Public Works Department, which also licenses contractors and inspects the work. Under City Code Section 6-17 a building permit costs $20 for work valued up to $5,000 and $2 for each $1,000 above that, and projects are checked against the 2018 International Codes and the 2017 National Electrical Code.
What requires a building permit in Carthage?
Public Works lists these activities as needing a permit: building and construction work, plumbing, electrical, roofing, siding, fences, signs, excavation, driveways, swimming pools, demolition, house moving, and sidewalk, curb and gutter work.
Residential permit needed
- New houses and additions
- Garages, porches and decks
- Swimming pools
- Changes in the use of a space
- Finishing unfinished space, such as a basement
Building or remodeling a home here? Alliance handles home building permits, so the crew isn't waiting on the counter.
No permit needed
- Painting and wallpapering
- Flooring and kitchen cabinets
- Replacement windows that do not change the framing
- Minor repairs
The City Code adds that repairs or alterations valued at $50 or less need no permit. The City’s amendments to the residential code cut the permit-free size for one-story sheds and similar accessory buildings from 200 to 120 sq ft, limit the fence exemption to fences up to 4 feet high, and delete two more exemptions (items 5 and 10 of Section R105.2, which in the 2018 code cover sidewalks and driveways, and small decks); the Public Works permit list names fences without a height limit. Starting work that needs a permit without one is a violation of City ordinances and can lead to a fine.
Carthage building department: who handles permitting
The Public Works Department runs Building Code Inspection alongside the Street Department, code enforcement, GIS mapping and the recycling center, and it also handles floodplain, stormwater and erosion control matters. Josiah Bayless is the Public Works Director; under the City Code the director is also the City’s electrical inspector and its floodplain administrator.

Business licences are issued at City Hall, but the certificate of occupancy a new business needs is applied for at Public Works.
Applying for a Carthage permit
A residential building permit can be taken out by the property owner or by a contractor holding a current City contractor’s licence. An owner may do the work on the family home they live in only if they buy all the materials and do all the labor themselves, pass the required inspections and receive a certificate of completion; any other work must be done by permitted, licensed contractors.
Every commercial project goes through plan review. The commercial application is filed with the plan review fee, which is based on the total cost of the work shown on the plans, including finishes, painting, roofing, plumbing, mechanical and fire protection systems. Plans must be signed and stamped by a Missouri-licensed design professional, and four paper sets plus a digital set are required. If plans are not approved they are revised and resubmitted, and further review fees may apply. Every new commercial building must have a Knox Box rapid entry system.
A certificate of occupancy is part of the building permit for a new house or other new occupied space. A new business, a change of ownership or a change of use (for example, office to retail or retail to restaurant) needs its own certificate of occupancy application, and an inspection is scheduled with the Building Inspector; if the occupancy class does not change, the inspection may be waived.
Carthage permit fees
Building permit fees are set in City Code Section 6-17. The project value is either supplied by the applicant and checked by the building official, or worked out from the published building valuation data for the project’s square footage, multiplied by 0.87 for Carthage.
| Item | Fee |
|---|---|
| Building permit, value up to $5,000 | $20 |
| Building permit, value above $5,000 | $20 plus $2 per $1,000 above $5,000 |
| Mechanical work | Included in the building permit fee |
| Reinspection (per trip) | $25 residential, $50 commercial or industrial |
| Electrical, new house | $50 |
| Electrical, total rewire / partial rewire | $50 / $25 |
| Electrical, addition or remodel / service or panel upgrade | $25 each |
| Electrical, commercial | $50 up to $300,000 project cost; $100 above |
| Plumbing rough-in or finish, new construction | $25 for up to 3 restrooms, plus $10 per extra restroom |
| New sewer connection / existing sewer repair | $75 / $25 |

On June 2, 2026 the Public Works Committee approved valuing permits with the 2025 building valuation data, the City’s first permit fee increase since 2018, and a 25% increase in plan review fees, and the change was reported to the City Council on June 9, 2026. No ordinance followed: Section 6-17 already calls for the valuation data published each February, and the plan review fee amounts are not set in the City Code or published by the City.
Contractor licences and trade permits
Public Works issues all contractor licences, which run for the calendar year; renewals usually open in December. Anyone hired to provide a service in the city, and anyone working in construction, generally needs one.
| Licence | Fee |
|---|---|
| General builder (commercial) | $250 a year; $125 if bought for June 30–December 31 |
| General contractor (residential) | $100; $50 mid-year |
| Sub-contractor (roofing, siding, fence, concrete, demolition and other specialties) | $100; $50 mid-year |
| Electrical or plumbing contractor | $150 new, $100 renewal |
| Journeyman or master certificate | $10 |
Every licence holder files a certificate of liability insurance and either workers’ compensation coverage or a notarized exemption affidavit, naming the City of Carthage as certificate holder. Electrical and plumbing licences go only to an owner who holds, or employs someone who holds, a City journeyman or master certificate; certificates are issued on Block, Experior or Thompson Prometric test scores or a comparable licence from another approved jurisdiction. A holder of the Missouri statewide electrical contractor licence pays no City electrical contractor licence fee but still files the application and insurance.

Call 1-855-478-4290 →Electrical permits go to licensed electrical contractors, except that an owner may get a permit for their own electrical work. An electrical permit is void if not used within 90 days. New installations and service upgrades must include an external disconnect, and Carthage Water & Electric’s rules govern water service lines.

- Wall section details
- Floor plan

For houses, footings must be at least 14 inches wide and 12 inches thick, every masonry foundation needs a #4 bar at least every 6 feet, trusses and rafters must be fastened with mechanical connectors rather than toe-nails alone, and pole-barn construction is limited to commercial and accessory buildings.
How to get a Carthage building permit
General, sub- and trade contractors file their licence forms and insurance with Public Works.
Look at zoning setbacks, the floodplain maps and whether work will reach a street, alley or easement, which needs an excavation permit.
Assemble the residential list, or stamped commercial plans in four sets plus a digital copy.
Submit the application at 623 E. 7th Street; commercial filings include the plan review fee.
A commercial permit is ready once every reviewing department has approved the plans and all fees are paid.
Give Public Works 24 hours’ notice for each stage, ending with the certificate of occupancy walk-through.

Request each inspection from Public Works at least 24 hours ahead (417-237-7010). The City’s inspection list, which varies by project, includes:
- Site grading and erosion control, where they apply
- Footings and forms, with steel in place; stem walls
- Under-slab plumbing, left uncovered; then the slab, with steel, mesh and vapor barrier in place
- Open floor, before subfloor decking
- Framing, fire walls and rough-in plumbing, before insulation
- Sewer line in the trench with tracer wire, and the connection to the main, left uncovered
- Certificate of occupancy walk-through before the building is used
Electrical work is inspected within 24 hours of notice, not counting weekends and holidays; approved work gets a green tag on the panel, and a red tag lists defects to fix. Extra trips caused by a wrong address, unfinished work or code violations cost $25 for residential and $50 for commercial or industrial work.
Local Carthage rules
Floodplain: Carthage takes part in the National Flood Insurance Program, using Jasper County flood maps dated March 16, 2006 and November 2, 2012. Any development in a mapped A or AE zone needs a floodplain development permit from the Public Works Director, and new or substantially improved homes must have the lowest floor, including any basement, 1 foot above the base flood elevation. In July 2026 the Council heard that a state contractor is updating the flood map, with changes not expected to take effect before late 2027.
Short-term rentals: on May 26, 2026 the Council added short-term rentals to the zoning code as a special use with set standards (Ordinance 26-35, Section 25-251(19)).
Historic preservation: the Planning, Zoning and Historic Preservation Commission holds public hearings on requests for certificates of appropriateness, such as the requests for exterior signage and a building rehabilitation on its May 4, 2026 agenda.
Missouri building code
Missouri has no mandatory statewide building code for private construction: a county, fire protection district or municipality may adopt one (usually by reference under RSMo 67.280), and in parts of the state none has. Building codes in Missouri
