What needs a permit in Webb City?
The City Code requires a permit from the Building Inspector to build, remodel, repair or demolish anything covered by the International Building Code, and it charges repairs and alterations at the same rates as new construction. Public Works lists these permit types:
Building permits
- New buildings, additions, remodels and repairs
- Roof-mounted solar
- Roofing and siding
- Fences
- Demolition (with a utility release)
- Occupancy
- Historical building permits
- Signs
Trade and utility permits
- Electrical, apart from wiring work costing $25 or less and signal wiring of 50 volts or less
- Plumbing, drains, sewer pipe and water lines
- Water and sewer service lines, repairs and taps
Zoning land use, variance, special use, use upon review and lot split applications are also filed through Public Works.
Webb City building department: who handles permitting
Public Works handles permits: the permits clerk takes the paperwork and payment, and the permit is issued after the Building Official / Construction Superintendent has reviewed it. The building inspector carries out the required inspections, and Public Works also books electrical inspections.

Print the permit application from the City website and bring it to Public Works, or email or fax it. The building permit application asks for the project valuation, the general, plumbing, electrical and mechanical contractors and their Webb City licence numbers, lot size, footprint, living area, garage and basement area, the zoning district and flood zone, and whether the house was built before 1978; renovation of a pre-1978 home needs a contractor certified in EPA lead-safe work practices, and proof is required to get the building or demolition permit. Additions and new buildings need a site plan, and repairs need a written scope of work.
Other City forms cover fences, roofing, signs, water and sewer service, demolition utility release, lot splits, special use, use upon review, variances and zoning land use. The roofing form limits a roof to two layers of covering and bars any covering over wood shakes. The fence form reminds owners that easements and rights-of-way must stay clear of fencing and other obstructions.
Webb City permit fees
City Code Section 505.030 sets the building permit fee by project valuation, using either a signed construction contract or the City’s square-foot rates (for example $50 per sq ft of living area for a frame house, $60 for masonry, $20 for a frame garage and $12 for a storage shed).

|---|---|
| $100 or less | No fee |
| $101–$1,000 | $5 per $1,000 or fraction |
| $1,001–$15,000 | $10 for the first $2,000, plus $3 per additional $1,000 |
| $15,001–$50,000 | $50 for the first $15,000, plus $2.50 per additional $1,000 |
| $50,001–$100,000 | $136 for the first $50,000, plus $2 per additional $1,000 |
| $100,001–$500,000 | $236 for the first $100,000, plus $1.25 per additional $1,000 |
| Over $500,000 | $736 for the first $500,000, plus $0.75 per additional $1,000 |
| Demolition | $5 (permit valid 60 days) |
| Plumbing permit | $25 initial fee |
| Electrical work started without a permit | Double the normal fee |
The bands date from 1998. The permit reports in the City Council packets show the fees actually charged: in May 2026 a new house valued at $130,000 paid $405 for the building permit, $100 electrical, $25 plumbing, $200 sewer and $852.54 water fees, and card payments carried a $2.25 fee. That building fee is higher than the 1998 bands give for a $130,000 valuation.
Contractor licences and trade rules
Anyone contracting for building work in Webb City needs a City contractor’s licence, applied for through the City Clerk: $100 a year, running with the calendar year. Applicants show general liability insurance of at least $100,000 per person and $300,000 per accident for bodily injury and $50,000 for property damage, and workers’ compensation where state law requires it. Plumbers need a separate City plumber’s licence ($25 a year) with the same insurance.
A homeowner may do the work on a single-family house they are not building for sale, and do not sell within a year, as long as they take out the permit and the work is inspected. The same applies to plumbing in the owner’s own single-family home if the owner does it alone or with a licensed plumber. Owners of commercial property may act as their own general contractor and hire subcontractors.

Call 1-855-478-4290 →The City’s electrical rules go beyond the National Electrical Code in several places: an outside main disconnect near the meter on every new installation and service upgrade, removal of knob-and-tube and aluminum wiring found during rewiring or service upgrades, conduit for commercial and industrial wiring, hard-wired smoke detectors, and a manual transfer switch for home generators. Electrical permits expire one year after issue, as do plumbing permits.

Webb City inspections
The building inspector’s inspection requirements are available from Public Works. Electrical inspections can be requested by phone through Public Works, ideally 24 hours ahead, and wiring may not be covered until it is inspected or 48 hours (excluding weekends and holidays) have passed since the request. A failed inspection, no-show, wrong address or unposted permit costs $25 per trip for homes and $50 for commercial or industrial work, and fees for phone-in inspection requests are due within 10 days of the invoice. The plumbing inspector inspects within 48 hours of a written request, excluding weekends and holidays, and no connection to City water or sewer is made until the plumbing is approved.

Floodplain: Webb City takes part in the National Flood Insurance Program, using Jasper County flood maps dated November 2, 2012. Development in A and AE zones needs a separate development permit reviewed by the Building Inspector, and new or substantially improved homes must have the lowest floor, including any basement, at or above the 100-year flood level.
Historic landmarks and districts: listed alterations, construction, removal or demolition affecting a designated landmark or a structure in a historic district need a certificate of appropriateness from the Historic Preservation Commission, which can ask the Building Inspector to stop work begun without one.
Water service: the City charges a $50 deposit to connect water to an owner-occupied home and $100 for a home that is not owner-occupied.
