Jasper County has no countywide building code, but since May 1999 its Health Department has required a $50 county building permit for every new home or commercial building outside the towns that issue their own permits. The permit checks the 911 address, lot size, flood zone, old mining areas and, in the unincorporated urban area, stormwater control, and it is issued at the same time as the onsite wastewater (septic) permit. Joplin, Carthage, Webb City, Carl Junction and most of the larger towns run their own building offices.
What the county permits on unincorporated land
| Permit or review | Office and rule |
|---|---|
| Building permit for a residence or commercial facility | Health Department, 105 Lincoln St., Carthage (417-358-0481); $50; required since May 1999 except in places that issue their own building permits |
| Onsite wastewater (septic) permit | Health Department; $150 for a new or replacement system, $50 for an addition or repair; a soil profile by a licensed soil morphologist comes first |
| Floodplain development permit | Required for all construction or other development in a mapped flood hazard area (Ordinance 2012-01) |
| Erosion and sediment control plan | Needed before a site development or building permit for disturbing 1 acre or more in the unincorporated urbanized area around the cities |
| Driveway permit | Highway Department, 1100 E. Java, Carthage (417-358-0451); for any new access to a county-maintained road and for driveway improvements such as widening or a surface upgrade |
| Soil testing for lead and cadmium | Health Department lead program; required before a permit for new homes, child-occupied facilities or recreation areas in Superfund-designated mine and smelter areas |
The building permit is not a construction-code review: the county has adopted no building code, and its posted list of ordinances contains no zoning ordinance. The Health Department checks the parcel instead. Bring a copy of the deed, tax receipt or survey to prove the lot size, because since May 6, 1999 each septic system needs at least 0.92 acre on newly platted lots, and only one residence or commercial building may be connected to one system (a duplex counts as one residence).

| La Russell (140) | No town permit program is published; the state lists an emergency management contact at P.O. Box 34, La Russell, 417-548-7217 |
| Alba (589), Purcell (320), Asbury (195), Fidelity (235), Neck City (234), Avilla (102), Brooklyn Heights (100), Reeds (91), Waco (75) | No town permit program is published. The county ordinance waives its $50 building permit only where a town issues its own building permits, so expect the Health Department’s building and septic permits to apply; confirm with the town clerk |

Call 1-855-478-4290 →For example, a $250,000 house in Carterville falls in that city’s $100,001–$500,000 band: $325 plus 150 × $2, or $625 for the building permit, plus the city’s per-inspection fees for homes ($40 per building, plumbing, HVAC or electrical inspection, $60 per final inspection for each trade and $50 for plan review). Unless you give the city a signed construction contract, it values a house at $50 per sq ft of frame living area ($60 masonry). A house on county land with a new septic system pays the county $50 plus $150, or $200, before the soil profile, which is paid to the soil scientist.
Floodplain, mining areas and roads
Floodplain: under Floodplain Management Ordinance 2012-01, every new building, substantial improvement, fill or other development in a mapped special flood hazard area needs a floodplain development permit, and new or substantially improved homes must have the lowest floor, including any basement, at least 1 foot above the base flood elevation. The county takes part in the National Flood Insurance Program with maps dated November 2, 2012. The county’s engineering consultant, Allgeier, Martin and Associates in Joplin (417-680-7200), handles flood plain maps and stormwater questions and is listed by the state as the county floodplain administrator. Asbury, Brooklyn Heights, Carytown, Fidelity, Jasper, La Russell and Neck City are listed by FEMA as not in the program.
Mine and smelter areas: the Environmental Contamination Ordinance, in force since July 1, 2006, requires Health Department soil testing before new dwellings, child-occupied facilities or recreational areas are built in Superfund-designated areas; if contamination exceeds EPA action levels, the builder needs a remediation plan and a final Health Department inspection before occupancy. Private wells must be tested for lead and cadmium when a property is sold.

Get a free quote →Driveways: stake the entrance and have the Highway Department or the special road district look at it and set the culvert size first. Inspections, on 24 hours’ notice, come when the culvert is placed and when the driveway is ready for surfacing, and culverts must be at least 30 feet long. Work in county right-of-way without a permit can bring a fine of up to $500.
Data centers: residents spoke about the Sarcoxie data center at the June 9 and June 16, 2026 commission meetings, and against data centers generally on July 14; the commission took no action.
Getting a county permit for a rural home
Inside Joplin, Carthage, Webb City or another permitting town, go to that city instead.
Have the deed, tax receipt or survey that shows at least 0.92 acre for a septic system.
A licensed soil morphologist tests where the lateral lines will go, and the installer draws the system.
Return the building permit and wastewater applications, with the $50 and $150 fees, to the Health Department at 105 Lincoln St.; approval usually takes 3 to 5 days.
Get a floodplain permit in a flood zone and a driveway permit for a new entrance onto a county road.
Missouri building code
Missouri has no mandatory statewide building code for private construction: a county, fire protection district or municipality may adopt one (usually by reference under RSMo 67.280), and in parts of the state none has. Building codes in Missouri

Yes, for a new residence or commercial facility outside the towns that issue their own permits. The county Health Department issues it for $50, together with the septic permit.
Does Jasper County inspect framing or wiring?
No county building code has been adopted, so the county permit reviews the address, lot size, flood zone, mining area, septic system and, in the unincorporated urban area, stormwater control rather than the construction itself.
