In unincorporated Christian County, the county’s Building Regulations office in the Resource Management building, 1106 W. Jackson St., Ozark (417-581-6064), issues permits for building, trade, pool and demolition work. Apply in person (solar panels and cell-tower changes excepted) and allow 5–6 business days. Under the fee order in force since July 2, 2026, a new house is charged 50 cents per square foot under roof plus a $15 filing fee and a $20 technology fee. Nixa, Ozark and the other cities run their own permit offices.
What needs a county permit?
On county land a permit is needed before any building or structure is built, altered, repaired, moved or demolished, and whenever electrical, gas, mechanical or plumbing systems are installed, altered, repaired or removed. Installing, repairing or replacing a septic (wastewater) system or the sewer line to it is permitted by the Christian County Health Department, wells by the Missouri Department of Natural Resources, and driveway and culvert permits by the county’s Planning & Development Department (417-581-7242).
The County Commission adopted building codes in March 2008 after voters approved county building-code authority in August 2007. Its order of December 10, 2015 adopted the 2012 International Building, Residential, Mechanical, Fire, Plumbing, Fuel Gas and Existing Building Codes and, in Section XI, the 2011 National Electrical Code, which is what the Building Regulations page lists.

Commercial projects start with a zoning check at Planning & Development, then drainage, floodplain, sewer or septic and road-access checks; their plans can take a few weeks to approve.

Rather talk it over?
Call 1-855-478-4290 →For example, a house with 2,000 sq ft under roof, garage included, pays 2,000 × $0.50 = $1,000 plus the $15 filing and $20 technology fees, $1,035, plus the $35 residential plan review fee charged on permits whose plans are reviewed ($1,070). Work started without a permit is charged 1½ times the normal fee; uncovered decks and porches are not counted in the house area.
County inspections and occupancy
The inspections are set when the permit is issued; most jobs have an environmental inspection, footing, under-slab plumbing, rough-ins (framing, electrical, plumbing, mechanical) and a final. Call 417-581-6064, or leave a voicemail by 4:00 p.m., to be booked for the next business day. Inspectors leave a correction notice or an approval sticker on site. A permit expires if work does not start within six months or six months pass without an inspection; demolition permits last 90 days. The certificate of occupancy is mailed to the owner, usually 2–3 business days after the final, once the Health Department has passed the septic final.
Septic, floodplain and zoning
Septic systems: the state health department lists the Christian County Health Department, 301 E. Brick St., Ozark (417-581-8183), as the permitting authority under a county ordinance; the county’s permit checklist gives its Environmental Office number as 417-581-7285. Installers working on county land must be certified by both the county and the state. The state says its own onsite application fees are on hold from August 28, 2026 under the amended section 701.046 RSMo; ask the Health Department what it charges.
Floodplain: the county’s 2023 floodplain ordinance requires a separate floodplain development permit for each structure in a mapped flood zone, issued by the Planning and Development Administrator, and new or substantially improved homes there (manufactured homes included) need the lowest floor, basement included, 1 ft above the base flood elevation. The county’s flood maps are dated November 2, 2023; every city in the county except Billings takes part in the flood insurance program.
Rather not deal with the Christian County building department?
Get a free quote →Zoning: unincorporated land is zoned. The Planning Board meets on the third Monday and the Board of Zoning Adjustment on the second Wednesday of each month; the County Commission amended Article 3 of the zoning regulations on July 31, 2025.
City notes: Sparta charges $0.25 per sq ft for a house plus $800 water and $900 sewer impact fees, a $25 water and $250 sewer permit and a $350 meter. Billings charges $0.40 per sq ft for living area, attached garage and covered porch, $0.15 for a basement and $300 for plan review. Clever’s posted Title V still shows 2000-edition codes and a $0.07 per sq ft fee, while its 2025–2026 financial reports record building permits at $0.15 per sq ft with police and park impact fees, so ask the City for its current schedule. On June 23, 2026 a Clever alderman presented a draft ordinance to keep data centers out of the city for discussion.
