What needs a permit in Poplar Bluff?

The City says a permit is required for any construction, alteration, repair or demolition, and nothing may start until the Building Inspector has reviewed the application. Mechanical, electrical and plumbing work each needs its own permit.

Permit required

  • New buildings, additions, remodels and repairs
  • Sheds, garages and carports (listed on the building application)
  • Demolition and building moves
  • Swimming pools (Plumbing and Building Inspectors)
  • Signs
  • Electrical, plumbing, sewer and water lines, HVAC and refrigeration
  • Excavation for subdivisions of 20 lots or 5 acres and all commercial and industrial sites
  • Stormwater permit before development activity

No permit needed

  • Plumbing repairs to faucet or valve working parts, clearing stoppages and fixing leaks, with no piping changes
  • Replacing water heaters, dishwashers and similar appliances in an existing house (residential code amendment)

A private swimming pool must be surrounded by a fence or wall at least 4 feet high.

Poplar Bluff building department: who handles permitting

The Planning Department, led by City Planner James Sisk, handles zoning, subdivisions, stormwater and building permit applications, and the Building Inspector reviews projects, calculates the inspection fees and inspects the work. The City Planner also issues building-moving permits and serves as floodplain administrator. The department supports the Board of Adjustment, Building Standards Board, Historical Preservation Commission and Planning and Zoning Commission.

Poplar Bluff permit applications

The City posts separate PDF applications for building, demolition, electrical, plumbing, HVACR and sign permits, plus a combined site plan and building permit application that covers building, electrical, plumbing, sign and demolition permits at once. The building application asks for the owner and contractors, the zoning district, the flood zone designation, a required project description, the total estimated value of work, the occupancy classification and the areas of living space, garage, decks, porches, driveway and outbuildings, with a site plan showing property lines, easements and dimensions.

Trade applications ask for amp service and drops (electrical), number of fixtures and water and sewer tap sizes (plumbing), and tonnage, BTUH and phase (HVACR). A demolition application records the utility cut-off date and where the debris is hauled.

Permits are issued only to contractors and subcontractors who have paid the City’s occupational licence tax.

Poplar Bluff permit fees

Building fees are set in City Code Section 500.030. For new commercial buildings the fee is the total project cost times 0.0037, using an accepted contract bid where there is one; otherwise the applicant’s figure is compared with a value worked out from the ICC Building Valuation Data, and the Building Department may average the two or use the ICC value. The Code’s valuation formula uses a gross area multiplier of 0.72 for new commercial buildings and 0.50 for new residential buildings. Within 15 days of a complete commercial submittal the Building Inspector sets the building, plumbing, mechanical and electrical inspection fees.

A master electrician may take out permits only for work they or their licensed employees do, and only one electrical permit is issued per project. Electrical businesses post a $3,000 bond, and licence renewals require continuing education on the adopted National Electrical Code. Plumbing permits go only to master plumbers. HVACR Class B installers are limited to units up to 15 tons of cooling or 1,000,000 BTUH heating, and Class C to 5 tons or 250,000 BTUH.

Homeowners may take out an electrical permit for their own work on a home they own and live in, and an owner-occupant of a single-family house may do their own plumbing if they buy all the materials and do all the labor.

Poplar Bluff inspections

The Building Inspector, Electrical Inspector and Plumbing Inspector inspect work under their permits; plumbing and HVACR permits require inspection and testing, and a plumbing or HVACR permit is void if work does not start within six months (the Building Inspector may extend an HVACR permit by up to six months on written request). A moved building may not be occupied or connected to utilities until the Building Inspector approves it at its new site. Residential design values set by the City are a 20 psf ground snow load, a 90 mph wind speed, seismic design category A and a 36-inch frost depth, and builders must offer buyers optional fire sprinklers.
