Randolph County government has no building, planning or zoning department, so there is no county building permit for rural land. The permit that does apply countywide is for onsite sewage: the Randolph County Health Department (1319 E. Hwy 24, Suite A, Moberly; 660-263-6643) enforces a county ordinance that covers every property regardless of size. Moberly issues its own building permits, and in October 2026 residents asked the County Commission to consider a moratorium on hyperscale data centers and large solar and battery projects.

Septic, flood and road rules on county land

Onsite sewage: the county’s On-Site Wastewater Treatment System Ordinance (RCRV-12202011) applies to all properties regardless of size, and a structure may not be connected to an existing system until that system has been inspected and brought up to current state code. The Health Department’s new-system packet sets out the process:

1. Soil report

A registered soil evaluator studies the area for the system. A lagoon can skip this when the county soil survey shows suitable soil and the installer has clay for lining.

2. Application

Return the packet with the soil report, payment form, payment and drawings.

3. Site visit

The Health Department visits with your contractor present and issues the construction permit if the plan passes.

4. Installation inspection

The contractor gives 24 hours’ notice of the install date; if no inspector arrives by 3 p.m., the contractor may cover the system and sign a waiver.

A rejected plan can go to the county’s five-member review board if you ask in writing within 10 days, and a lagoon must be fenced before the home is occupied. The office is open weekdays from 8:00 a.m. to 5:00 p.m.

Floodplains: Randolph County, Huntsville, Jacksonville and Moberly take part in the National Flood Insurance Program, with county maps dated May 1, 2020. SEMA’s directory lists the county floodplain administrator at the courthouse, Suite 2B (660-676-4101). FEMA lists Cairo, Clark and Renick as communities not in the program.

Utility lines: under the county’s Utility Ordinance (effective December 4, 2019), utilities need county approval before crossing county roads, and their construction permits must be approved before work begins.

The minutes list attorney review and a public town hall in early November as next steps; no vote has been recorded.
