Building permits inside Moberly come from the City’s Community Development Department at City Hall, 101 W. Reed Street, where the Building Official issues or refuses a permit within 10 business days. The City enforces the 2021 International Codes and 2020 National Electrical Code, and on August 3, 2026 the City Council adopted a revised building fee schedule that charges $5 per $1,000 of value, up from $2 on the 2025 schedule.
What needs a permit in Moberly?
Under the City Code no structure may be built, moved, remodeled or reconstructed, and no land may be improved for a new use, until the Building Official has issued a building permit. The City’s fee schedule and permit forms cover these jobs:
Permits and inspections
- New homes, additions, decks, detached accessory structures and remodels
- New commercial buildings and major renovations
- Plumbing, electrical and heating (mechanical) work, including solar electric systems
- Water heaters and furnaces, which must be inspected once installed
- Fences and reroofing (no roof may have more than two layers of covering)
- Signs, demolition, right-of-way openings and land disturbance
- Water and sewer connections
Occupancy inspection
- Every house or apartment needs a City occupancy inspection before water service is turned on for a new occupant
- New business occupancies are inspected by the Building Official and the Fire Department
A permit is void if work has not started within six months of issue, but the Building Official may extend it for up to 180 days on request. Fences may be 4 ft high in a front yard (3 ft if solid) and 6 ft elsewhere, with corner lots subject to side-yard setbacks.
Moberly building department: who handles permitting
The Community Development Department, directed by Tom Sanders, handles zoning, building inspections and code enforcement. Under Section 10-5 of the City Code, as rewritten by Ordinance 9978 on August 3, 2026, the Building Official issues or refuses a building permit within 10 business days of receiving the application; Donald Hendrickson is the Building Official. Site plans are checked against the Chapter 46 zoning rules, and some projects, such as work in the B-2H historic district, conditional uses and variances, also go to the Planning and Zoning Commission before a permit is issued. The Community Development Director is also the floodplain administrator.

Applications and the residential packet
The City’s Documents and Forms page carries separate 2025 applications for electrical, plumbing, heating, fence, re-roofing, sign and demolition permits, plus the Residential Construction Packet for new homes and additions. The packet holds the building permit application, the plan review checklist, the inspection list and a notice that the owner and contractor sign. The application asks for the address and legal description, the estimated cost, the owner and contractor, the type of construction and structure, lot and building size, foundation type, setbacks, and the electrical, plumbing and HVAC subcontractors who will call for their inspections. It also asks about land disturbance, which Public Utilities must sign off.
Under the rewritten Section 10-5, a building permit application includes a plat and a plot plan, foundation plan, floor plan, electrical plan and plumbing plan, all in duplicate. Owner-built structures are permitted only once every two years. A house within 500 ft of City water and sewer mains must connect to them, with one water and one sewer connection permit issued alongside the building permit, and only contractors licensed to excavate in City right-of-way may make the connections.
Under the City’s Infill Development program, developers can propose homes on lots the City has acquired; an approved project needs a development agreement passed by Council, a refundable $1,000 deposit and a City contractor’s licence, and the builder has six months to file for the building permit and six more to finish.
Moberly permit fees
On August 3, 2026 the City Council adopted Resolution R1993, revising the fee schedule for building and construction permits after review by a committee of local contractors. The staff memo to Council recommended that the changes take effect on November 1, 2026. The City’s posted 2025 fee schedule and its 2025 permit forms still show the earlier fees, so both are listed here.

|---|---|---|
| Building permit, new or remodel, residential or commercial | $2 per $1,000 of value | $5 per $1,000 of value |
| Deck | $2 per $1,000 of value | $5 per $1,000 of value |
| Fence / re-roofing | $20 / $20 | $35 / $35 |
| Demolition, residential / commercial | $25 / $50 | $50 / $75 |
| Plumbing, per fixture (minimum $20) | $5 | $10 |
| Electrical service, 200 amps or less | $30 | $50 |
| Electrical, each amp over 200 / each circuit | $0.20 / $3 | $0.50 / $5 |
| Electrical minimum / temporary service pole | $20 / $15 | $35 / $35 |
| Solar electric, per kilowatt | $2 | $5 |
| Heating, per appliance | $20 | $30 |
| Sign, per sq ft (minimum / maximum) | $2 ($20 / $100) | $5 ($30 / $150) |
| Occupancy inspection, dwelling | $45 | $50 |
| Re-inspection after the first free one | $25 | $30 |
| Occupying a dwelling without a valid inspection | $100 | $250 |
| Right-of-way opening, green / hard surface | $20 / $40 | $40 / $60 |
For example, a house valued at $250,000 pays a $1,250 building permit fee under the revised schedule, against $500 under the 2025 schedule. The office-use box on the residential application computes value from the ICC cost per square foot times the floor area. Starting work without a permit costs 1.5 times the permit fee. The 2025 schedule also lists the annual contractor business licence at $35 and each certificate of competency at $10.

Call 1-855-478-4290 →Electrical, plumbing and mechanical work
Electrical and plumbing contractors must hold an active City business licence and a certificate of competency under the City’s examination rules, administered with its boards of electrical and plumbing examiners, and mechanical contractors and installers need a City mechanical licence, which expires each December 31.
Plumbing permits go only to licensed and bonded plumbing contractors, electrical permits only to licensed electricians, and mechanical permits only to licensed and bonded mechanical contractors. The exception in each trade is the owner of a single-family home they occupy and use only as a residence, who personally buys the materials, does all the work and files an affidavit. Drawings stamped by a design professional are required for all commercial electrical and mechanical work.
A mechanical permit is needed to install a system in a building that has none, to replace more than half the ductwork or appliances, to extend a system to serve an addition, or to change a system’s venting, exhaust or location; blanket permit requests are not accepted.

Inspections are booked by calling 660-269-7638 and are scheduled within 24 hours of the request if time is available, on a first-come, first-served basis. The lot corners must be marked when the footing is inspected, and setbacks are field-checked then; a survey may be required if the location is uncertain. A Certificate of Occupancy is issued after the final inspection, and the building may not be occupied before it.

- Under-floor services before concrete is poured

- Landings of at least 36 by 36 inches at every door
- Smoke and carbon monoxide detectors
- GFCI and arc-fault receptacles
- Footings at least 32 inches deep

Local Moberly rules
Occupancy inspections: no one may occupy a house or apartment without a City occupancy permit, and water service is not turned on until the unit passes. Inspections are arranged and paid for through the Utilities Department (660-269-8705, ext. 2048); the first re-inspection is free, and the fees are in the table above. A new permit is needed at each change of occupant or owner, but not more than once a year; rentals that keep the water account in the owner’s name with individual meters and do not update tenant details each year are inspected annually.
Codes: Chapter 10 of the City Code adopts the 2021 International Building, Residential (with the tiny-house appendix and without the sprinkler section), Property Maintenance, Fuel Gas, Mechanical, Existing Building and Plumbing Codes and the 2020 National Electrical Code; Ordinance 9978 kept these editions when it rewrote the article. The Fire Department inspects businesses each year under the 2021 International Fire Code.

Mobile homes: additions are allowed only in approved mobile home parks, detached structures may not exceed 200 sq ft, and additions must be 5 ft from any space line and 10 ft from other structures.
