In Monett, building permits, zoning approvals and floodplain permits all come from the City’s Community Development Department (Building & Zoning) at 508 Bond Street, whether the property is on the Barry County or the Lawrence County side of the city. You fill in the City’s paper application; most projects need approved plans or a code study. City Code Section 500.030 sets $0.10 per square foot for a house, and through December 31, 2027 a new home pays half that under the City’s new-housing incentive; remodels, additions and roofing cost $3 per $1,000 of construction cost.
What requires a building permit in Monett?
The City’s forms and handouts cover new homes, additions, remodels, accessory buildings, pools, re-roofing, temporary structures, foundation repairs, commercial work, demolition, signs, solar systems and portable storage buildings. Electrical work and new or upgraded electric meters, plumbing, gas lines, HVAC and ductwork all need permits and inspections, and any work in the mapped flood hazard area needs a floodplain permit first.

Monett building department: who handles permitting
Community Development is responsible for building code enforcement, zoning and floodplain administration across the whole city. The Building & Zoning Inspector reviews plans and applications for code and flood-insurance compliance, issues building and floodplain permits, inspects the work, issues certificates of occupancy and handles subdivisions, rezonings, variances and conditional use permits. Other inspections may be made by the Fire Department’s fire inspectors at Station 2. Monett straddles two counties (about 6,600 residents in Barry County and 3,700 in Lawrence County, 2025 Census estimates), and the City permits both parts.

Monett applications, plans and licences
The City publishes PDF application forms for residential, commercial, demolition, sign and solar permits and for variances. The residential application asks whether the site is in a floodplain (if so, attach a Floodplain Development Application), whether plans are supplied, and for the setbacks, use group, construction type, estimated value and floor area of house and garage, plus an overhead site plan. By signing, the applicant agrees to pay for any plan review the City sends to a consultant.
Most projects need approved plans or a code study, and major construction projects may need up to five full sets of blueprints. All commercial projects need engineered plans with a professional stamp, and nonresidential portable buildings must be certified by a Missouri engineer.
Licences: contractors, plumbers and electricians working in Monett need a City contractor business licence: return the form with a copy of your driver’s licence and liability insurance and the $15 fee, and the licence is mailed to you. Plumbers also need a City plumber’s licence, which requires showing the City Engineer you are qualified and posting a $5,000 surety bond; it lasts one year.
Monett permit fees
Building permit fees are set in City Code Section 500.030, last amended by Ordinance 8904 on March 21, 2022.

|---|---|
| Single-family houses, duplexes and apartments | $0.10 per sq ft |
| Garages and detached buildings | $0.05 per sq ft |
| New home permit through December 31, 2027 (Chapter 501) | 50% of the standard house-and-garage fee; water and sewer connection fees waived |
| Commercial and industrial | $3.00 per $1,000 of construction cost |
| Improvements, additions, remodeling and roofing | $3.00 per $1,000 of construction cost |
| Electrical, when not part of the building contract | $5.00 per 100 amps or fraction |
| Plumbing, when not part of the building contract | $0.75 per water-using fixture and per water heater |
| Mechanical | Included in the basic fee |
If the contract price includes the electrical, plumbing and mechanical work, the fee is just the building rate; trade fees apply only when that work is contracted separately. For example, a new 2,000 sq ft house costs $200 at the standard rate, or $100 under the new-housing incentive through 2027, and a $12,000 re-roof costs $36. When the building inspector sends plans to a City consultant for review, the consultant’s cost is added to the permit fee.
New-housing incentive: City Code Chapter 501 (“Building Monett Through New Housing Initiative”, last extended by Ordinance 9038 on December 12, 2024) runs through December 31, 2027. New residential units, including modular homes and manufactured homes converted to real estate, pay half the standard building permit fee for a house and garage and have their water and sewer connection or tapping fees waived. New owner-occupied single- and two-family homes also get a one-time $500 credit on the City utility bill, and temporary electric service for building a new home gets a $500 credit for the power used during construction.

Call 1-855-478-4290 →Electrical, plumbing and mechanical work in Monett
Building & Zoning issues and inspects the trade work. Any project with electrical work, meters or upgrades (including solar), plumbing, gas lines, HVAC or ductwork needs inspections; new or replacement plumbing and gas lines need a pressure test, and commercial sewers need a 5-psi test. Every new meter or upgrade needs a permit and must have a meter/main disconnect as the first means of disconnect, with 4-wire systems and 100-amp minimum service. Temporary power cannot be switched to permanent power, or to a new customer account, until the final inspection and certificate of occupancy. Electric, water and sewer service is provided by City Utilities of Monett. Monett enforces the 2017 NEC and the 2018 plumbing, mechanical and fuel gas codes; its residential code deletes the sprinkler requirement for new homes.

How to get a Monett building permit
Call Building & Zoning (417-235-5306, option 2); the office does not locate property lines, so find your pins or get a survey.
Contractors, plumbers and electricians get the $15 City contractor business licence; plumbers also need the bonded plumber’s licence.
Use stamped engineered plans for commercial work; add a floodplain application if needed.
Complete the residential or commercial form with the site plan and return it to Building & Zoning.
Every project gets a plan review; pay the permit fee and any consultant review cost.
Book each inspection, then get the certificate of occupancy needed for utilities.
Monett inspections and occupancy
The permit holder must call for every required inspection (417-235-5306, option 2; driveway inspections 417-235-3495). The City’s list covers setbacks, footing trenches and pours, stem walls and piers, utility trenches, floor joists, framing, electrical, plumbing and gas (with pressure tests), HVAC and ductwork, a rough-in once those are complete, temporary and permanent power, and the final. Roof work is inspected too, and Monett requires ice and water shield at all drip edges and valleys. New driveways and street cuts need a permit, and aprons must be 6 inches of concrete over 4 inches of gravel. Covering work past an inspection point can be treated as a violation, and repeatedly missed inspections can mean no certificate of occupancy or court action.

Floodplain, setbacks and demolition in Monett
Floodplain: Monett takes part in the National Flood Insurance Program; FEMA lists its current flood map date as August 16, 2006. The Building & Zoning Inspector is the floodplain administrator, no work may start in a special flood hazard area without a floodplain permit, and new or substantially improved homes must have the lowest floor, including any basement, 1 ft above the base flood elevation.
Setbacks (zones A and B): front and rear yards are 20 percent of lot depth (no more than 25 ft in front and 20 ft at the rear), side yards 10 percent of lot width but at least 7 ft, and 12.5 ft on the street side of a corner lot. Accessory buildings up to 25 ft by 25 ft need 10 ft at the rear and 3 ft at the sides; larger ones follow the house setbacks.
Demolition: City Utilities of Monett disconnects electric and water service; the contractor plugs the sewer with concrete at the property line at least 3 ft deep, under City Utilities’ observation, notifies neighbours in writing, removes foundations, fills basements and seeds the lot. Some demolitions also need 20 days’ notice to the Missouri Department of Natural Resources.
Monett building codes
Chapter 500 of the Monett City Code (last updated by Ordinance 8904, March 21, 2022) adopts the 2018 International Building, Residential, Existing Building, Plumbing, Mechanical, Fuel Gas and Property Maintenance codes and the 2017 National Electrical Code; the City’s guide also lists the 2018 International Fire Code. The City uses the 2014 storm shelter guide and the 2009 ICC A117.1 accessibility standard as references.
Missouri has no mandatory statewide building code for private construction: a county, fire protection district or municipality may adopt one (usually by reference under RSMo 67.280), and in parts of the state none has. Building codes in Missouri
