Versailles charges a $50 zoning site approval permit for a home, and Sunrise Beach requires a permit for work over $3,000.

Morgan County building department: who handles permitting

The County Commission (573-378-4643) oversees roads, emergency management and county property, and the emergency management office doubles as the floodplain office. In July 2026 the Rocky Mount Fire Protection District told the Morgan County Commission it planned to present a proposed NFPA 101 life-safety ordinance to the public for new construction and major remodels, which would not take effect before January 1, 2027. The Versailles form covers new construction, remodels, additions, accessory structures, roofs and water and sewer work, asks for a drawing of the work and the contractor’s city business licence number, and is signed by the City Clerk and the Zoning Officer. The City Code also requires a $50 certificate of occupancy, issued after the Zoning Officer’s inspection, before anyone occupies a new building or a dwelling is rented, and in June 2026 the City adopted the 2024 International Fire Code (Ordinance 26-013).

In Sunrise Beach, anyone who will build, alter, enlarge, move or demolish a structure worth more than $3,000 files the Village’s building permit application with the Zoning Inspector; one-story detached structures up to 200 sq ft are exempt. Review can take up to 14 days, and the permit lapses if work does not start within 3 months or finish within 12 months. Bring a scaled site plan and floor plan and, for new buildings or additions, a boundary survey or other proof of setback compliance.

Septic and floodplain rules

Septic systems: the Morgan County Health Center, 104 W. Lafayette St., Versailles, permits onsite systems under a county ordinance. A permit is needed before building or making a major repair to a system for a single-family home on a lot under 5 acres, for any facility other than a single-family home whatever the lot size, on any lot next to a lake run by a public utility or the U.S. Army Corps of Engineers, and whenever a complaint investigation finds a violation. A registered soil evaluator must do a soil morphology test, and a registered installer must install the system; the Health Center posts its permit checklist and applications on its waste water page.

Floodplains: FEMA lists Morgan County as participating in the National Flood Insurance Program, with maps dated April 18, 2018, along with Barnett, Gravois Mills, Laurie, Stover, Sunrise Beach and Versailles. The state’s floodplain contact list gives the county administrator at the courthouse, 100 E. Newton St. (573-569-0922). The Commission tabled a new floodplain management ordinance presented by the emergency management director in September and October 2025.

Missouri building code

Missouri has no mandatory statewide building code for private construction: a county, fire protection district or municipality may adopt one (usually by reference under RSMo 67.280), and in parts of the state none has. Building codes in Missouri
