Building permits in Neosho are issued by the City’s Building Inspections Department at City Hall, 203 E Main Street, and applications go through the online CivicGov citizen portal. A house, garage or residential addition is charged $0.25 per square foot with a $25 minimum, commercial work $5 per $1,000 of construction cost, and the City enforces the 2018 International Codes and the 2017 National Electrical Code.
What needs a permit in Neosho?
The City Code requires a building permit to build, enlarge, alter, remove, demolish or excavate for a building, to change its occupancy to a use with greater structural, exit or sanitary demands, to build a parking lot or retaining wall, and to occupy a travel trailer or mobile home. Electrical, plumbing and mechanical work each needs its own sub-permit.
Permit required
- New houses, additions, garages and decks
- Fences ($30 fence permit)
- Commercial new buildings, additions, remodels and roofs
- Signs and demolition
- Moving a building
- Driveways in the right-of-way, widened driveways and extra driveways
- Land disturbance and street cuts
Exempt
- Ordinary repairs that do not touch structure, exits or piping and wiring
- One-story sheds and similar buildings up to 200 sq ft
- Residential roof replacement or repair
- Storage buildings on skids under 12 by 12 feet
- Minor electrical repairs such as switches, breakers and fixtures
A driveway poured as part of a new house is covered by the house permit. The roof exemption comes from the City’s residential code amendments, although the citizen portal still lists a residential roof permit, so the portal entry and the amendment do not match.
Neosho building department: who handles permitting
The Building Inspections Department issues building permits and all sub-permits, inspects new homes and commercial buildings, remodels and additions, demolitions, building moves, tents, electrical, plumbing and signs, and reviews every commercial plan before a permit is approved. The building inspector also works with the Planning and Zoning Commission on commercial, industrial and multi-family development plans, approves contractor licence applications and serves as the City’s floodplain administrator.

Applying through the Neosho portal
Every applicant needs a citizen portal account, and new accounts take 24–48 hours to be approved. In the portal you pick the permit by type and use, find the parcel, complete the form and upload the documents before submitting. The portal lists residential new construction, remodel, roof, fence, solar panel, electrical, plumbing and HVAC permits; commercial new construction, addition, remodel, roof, sign, sewer connection and sewer saddle permits; demolition, land disturbance and street cut permits; and rezoning, variance, special use, lot split and annexation requests.
A building permit runs for six months and may be renewed at the City’s option. If a permit is revoked or the project is dropped before work starts, the fee is refunded; once work has begun there is no refund.
No permit is needed for a temporary construction office on wheels or skids, up to 9 by 50 feet, kept only for the construction period.

Not sure this scope needs a permit?
Get a free quote →For example, a 2,000 sq ft house is charged 2,000 × $0.25, or $500, for the building permit, before trade permits. The street cut deposit comes from City Code Section 545.020 as amended in March 2025 (Ordinance 605-2025); the 2024 fee menu still shows the older $500 figure, and Public Works may raise the deposit based on the cut’s size, location and materials.
Contractor licences and trade permits
Every contractor and subcontractor needs a licence in their trade and a current Neosho contractor’s licence, and the building inspector must approve each new application. Applicants file proof of at least $100,000 bodily injury and $50,000 property damage insurance, and proof of workers’ compensation if the company has one or more employees.

| Outside Newton County | $100 |
Rather talk it over?
Call 1-855-478-4290 →Contractors based outside the city pay the greater of the inside-city fee or the fee their home city charges, and must supply that city’s fee schedule. Plumbing work other than minor repairs must be done by a plumber licensed by the City, and the plumbing permit is issued before work starts. Electrical permits are taken out by the person doing the installation; a business that keeps journeyman electricians on staff for its own maintenance needs no permit for that work.
The City’s amendments to the residential code waive fire sprinklers for houses, water hammer arrestors, air leakage testing and the dishwasher air gap, and cap roof coverings at two layers, and the City’s electrical code amendment limits the arc-fault breaker requirement in homes to bedroom circuits.
What to submit
Residential
- Portal application
- Sealed survey of the lot by a Missouri surveyor, with a plot plan showing the building and setbacks
- Drawing or blueprint of the work (no seal needed for one- and two-family homes)
- A sealed survey for any addition that changes the footprint
Commercial
- Portal application
- Stormwater plan and site plan
- Engineered drawings sealed by a Missouri architect or engineer: one original, two copies and a digital copy
- $250 plan review check
Sign permits need a rendering showing the sign’s location and scale. Multi-family buildings with more than two units need sealed plans like commercial work.

The building inspector checks work in progress and may stop work that does not meet the codes. Concealed electrical wiring must be inspected before it is covered, and the inspector issues a certificate authorizing connection to the electric service once fees are paid. Plumbing is inspected when the soil and waste piping is run and tested, and again when fixtures are attached. A reinspection fee may be charged for a wrong address, work that is not ready, work that fails, or an extra inspection requested by the applicant. No new building may be occupied, and no use changed, until the Building Inspector issues a certificate of occupancy.
Local Neosho rules
Floodplain: Neosho takes part in the National Flood Insurance Program, using Newton County flood maps dated November 26, 2010. Development in A and AE zones needs a floodplain development permit from the Building Inspector, and new or substantially improved buildings must have the lowest floor, including any basement, at least 16 inches above the base flood elevation (non-residential buildings may instead be floodproofed to that level). The City supplies development application, no-rise certification and elevation certificate forms.
Water and sewer: on September 1, 2026 the Council rewrote the utility chapters (Ordinance 738-2026) because the City’s water and sewer systems were sold to Missouri-American Water; the 2024 fee menu’s water meter prices date from before the sale. A private septic system needs a City permit after state approval and may not use a soil absorption field on a lot under 15,000 sq ft.
Driveways and right-of-way: since January 20, 2026 (Ordinance 686-2026) any work in the public right-of-way needs a right-of-way permit, and driveway permits cost $50 with rough and final inspections; driveway concrete must be at least 6 inches thick for homes and 8 inches for commercial use.
Data centers: on July 7, 2026 the Council adopted a one-year moratorium (Resolution 2026-20), running to July 7, 2027, on accepting or processing applications and permits for new or expanded data centers, including building, floodplain, grading and occupancy permits.
