What requires a permit in Overland?

The city code makes it unlawful to start any construction, alteration, removal or demolition of a building or structure without a building permit from the Building Commissioner. Community Development also issues these permits and licences:

City of Overland

  • Plumbing and drainlaying permits
  • Fences and screen plantings

  • Residential and commercial occupancy
  • Conditional use permits, site plans and subdivisions

The Building Commissioner may waive the permit and fee when a homeowner makes a non-structural change with their own labor, materials cost less than $500 and no inspection is needed.

Overland building department: who handles permitting

Community Development runs the Board of Adjustment, code enforcement, permits, planning and zoning, residential and commercial inspections and the sewer lateral program; Kadi Sanders is the Director of Community Development. St. Louis County’s list of municipal code contracts (revised August 3, 2026) shows Overland contracts with the county for the mechanical and electrical codes, fire suppression systems, elevators, amusement rides, periodic mechanical inspections and land disturbance, while the building, residential, existing building, plumbing and property maintenance codes stay with the city.

How to get a permit in Overland

1. Sort the work

Building, plumbing, fence, driveway and excavation go to the city; electrical and HVAC go to St. Louis County.

2. Prepare drawings

Scaled site plans and construction or detail drawings, usually two copies.

3. Submit

Email the form and a copy of your ID to CDPermits@overlandmo.org or file at Community Development.

4. Pay and start on time

A building permit is valid for one year, and work must begin within six months.

5. Request inspections

Use the online Request for Inspection form with your permit number.

Inspections and occupancy permits

Inspections are requested on the city’s online form, which needs the permit number and the inspection type (building, plumbing, excavation, residential or commercial occupancy). Applicants pick a preferred day and a window of 8 to 10 a.m., 10 to 11:30 a.m. or 1:30 to 4 p.m., and Community Development emails back to set the appointment.

The residential occupancy application is completed by the buyer or tenant, listing every occupant. The $65 inspection fee is paid with the application and covers the first inspection and one re-inspection; the owner, manager or agent then calls (314) 227-2930 to book it, and inspectors will not enter an occupied home unless the owner or their representative is there. Repairs must be finished before anyone moves in, and in any case within 180 days of the inspection. Once the home passes, the $25 occupancy permit is issued; amendments when people move in or out are free.

If a home is occupied without an occupancy certificate, all repairs must be made and a permit obtained within 30 days.

Local rules worth knowing

Adopted codes: the 2015 International Building and Residential Codes, the 2015 Uniform Plumbing Code, the 2014 National Electrical Code and the St. Louis County Mechanical and Explosives Codes, approved by the City Council on September 9, 2019, plus the 2015 International Property Maintenance Code as amended in January 2025.

Floodplain: Chapter 410 of the code governs floodplain management and makes the Building Commissioner the floodplain administrator. FEMA lists Overland as a participating community in the National Flood Insurance Program.

Sewer laterals: Community Development runs the city’s Sewer Lateral Repair Program, which has its own application.

Missouri building code

Missouri has no mandatory statewide building code for private construction: a county, fire protection district or municipality may adopt one (usually by reference under RSMo 67.280), and in parts of the state none has. Building codes in Missouri
