Nodaway County has no planning and zoning, so land outside the towns needs no county building or zoning permit; the County Commission’s 2026 minutes say so directly. Two county rules still apply there: a six-month moratorium on data centers, adopted July 21, 2026 and set to run to January 21, 2027 unless ended or extended, and septic permits from the Nodaway County Health Center (2416 South Main, Maryville; 660-562-2755). Inside Maryville, the City’s Code Enforcement Department issues building permits under the 2024 International Codes.

Nodaway County building department: who handles permitting

The County Commission (presiding commissioner and North and South District commissioners), the County Clerk, Recorder, Collector-Treasurer and Sheriff work from the Administration Center at 403 N. Market, Maryville (660-582-2251), open 8 a.m. to 4:30 p.m.; the courts are in the courthouse at 305 N. Main. The county has no planning and zoning, and in 2026 the Commissioners told residents that, for that reason, no county permit was needed for work such as soil and water sampling on private land. The Commission has since been discussing a volunteer advisory committee on county-wide planning and zoning; under state law, county planning or zoning would need voter approval.

Inside the towns, each town decides; of the 15, Maryville sets out its permit program on its own site. Populations are Census Bureau Vintage 2025 estimates.

What still needs approval on county land

Approvals that apply

  • A Health Center permit to build, or make a major modification or repair to, an on-site sewage system for a single-family home
  • The same permit for any facility producing less than 3,000 gallons of wastewater a day
  • Floodplain review for work in a mapped flood zone: contact the county floodplain administrator

No county office for

  • Building permits
  • Zoning or land-use permits
  • Building inspections or occupancy certificates

Data center moratorium: on July 21, 2026 the County Commission adopted an Order and Ordinance stopping the construction, conversion, start of operations or expansion of any data center in unincorporated Nodaway County, including the issue of any related permits, for six months from adoption, which runs to January 21, 2027. The Commission can end it sooner or extend it once by up to six more months by a further order. A data center here means a facility mainly for data processing or storage of 2,500 sq ft or more, or with 250 kW or more of IT power, plus its supporting substations, generators, cooling and water facilities; projects that had physically started construction before July 21, 2026 are exempt, and site grading alone does not count as a start.

Septic permits from the Nodaway County Health Center

The Health Center, at 2416 South Main in Maryville, is the agency the Missouri Department of Health and Senior Services lists, under contract, for on-site wastewater permits in Nodaway County; the state notes that inside an incorporated town a local permitting authority may refer the permit back to DHSS. It permits new systems and major modifications or repairs for single-family homes and for facilities generating less than 3,000 gallons of wastewater a day, applying the state’s minimum construction standards for on-site sewage disposal systems (19 CSR 20-3.060). Call 660-562-2755 for the application and fee before the system is designed. The Health Center also inspects food service, lodging and child care facilities, which matters if a new building will house one of those businesses.

Arkoe, Clyde, Conception Junction, Elmo, Parnell and Skidmore are in its list of communities not participating, and Clearmont, Graham, Guilford and Ravenwood are not listed. SEMA’s directory gives the county floodplain administrator’s address as 403 N. Market, Maryville (660-582-5541), and the Commission’s 2024 minutes show it signing a floodplain development permit for a county bridge project.
