Inside Maryville city limits, building, electrical, plumbing and mechanical permits come from the Code Enforcement Department of Public Works at City Hall, 415 N. Market Street, which plan-reviews every building permit. The City adopted the 2024 International Codes and the 2023 National Electrical Code on December 22, 2025, and a new building or addition costs $0.05 per square foot under Section 500.090 of the City Code, with separate trade fees.
What needs a permit in Maryville?
Code Enforcement lists the most common projects that need permits and asks owners to call before starting anything not on the list. A permit is required whenever a structural change is made to a building.
Permit needed
- New buildings, additions, alterations, renovations and demolition
- Electrical, plumbing and HVAC work, and water heaters
- Garages and accessory buildings larger than 120 sq ft
- Decks, roofing, siding and structural masonry
- Digging or trenching over 3,000 sq ft
- Sidewalks, driveways and concrete work in the public right-of-way
- Swimming pools, signs and new or replacement fences
No permit
- Replacement doors and windows with no structural change
- Replacing a few basement blocks (rebuilding a whole wall needs a permit)
- Maintenance of an existing fence or deck
- A deck under 30 inches high including its rail (the code also requires that it not sit over a basement)
- Sheds and playhouses of up to 120 sq ft
- Electrical, plumbing, mechanical or building repairs under $150 in labor and materials, once per address in any 30 days
Maryville building department: who handles permitting
Code Enforcement, a division of the Public Works Department headed by Director Matt Smith, enforces the building, plumbing, mechanical and electrical codes and the zoning ordinance: it reviews building plans, issues permits, carries out progress inspections and investigates complaints. James Wiederholt is the Code Enforcement Officer. Contractor and trade licences are issued by the City Clerk, and the Public Works Director is the floodplain administrator.

Maryville permit applications
The Code Enforcement page carries the City’s building, demolition, fence, sign and swimming pool permit forms, the contractor licence application and licensing exam form, and the rezoning, special use, zoning variance, lot-split and sidewalk program applications. A building permit application needs:
- A site plan showing existing and new structures with dimensions, setbacks from property lines, finished contours and drainage, easements, utility locations and lot dimensions
- Design drawings: plans of every floor, footing and foundation drawings, elevations, wall sections, structural drawings, and plumbing, electrical and HVAC drawings for every floor
- The cost of construction, a list of contractors and the legal description
A structural plan review is carried out on every building permit against the City’s adopted codes and ordinances, and Code Enforcement either approves the plans or tells the applicant what must change. Before new construction starts, the permit holder must set up a weatherproof box next to the street, marked with the address, where inspectors leave the inspection record cards until the final approval.
Maryville permit fees
Permit fees are set in Section 500.090 of the City Code, last amended in 2004, which the Code Enforcement page links as its fee schedule.

|---|---|
| New construction or addition, all areas incl. garage and unfinished basement | $0.05 per sq ft ($15 minimum) |
| Alterations / siding | $15 / $15 |
| Repair or reshingling | $0.75 per 100 sq ft |
| Swimming pool | $1 per 1,000 gallons, $20 minimum |
| Electrical, new home or addition (unfinished basement included) | $0.03 per sq ft, $15 minimum |
| Electrical, new commercial building or addition | $0.01 per sq ft |
| Electrical service disconnect / additions / temporary service | $25 / $15 / $15 |
| Furnace / A/C or heat pump | $20 / $15 |
| Plumbing fixture or water heater | $5 each |
| Sewer tap inspection / water meter inspection / dig permit | $20 / $20 / $25 |
| Demolition | $0.01 per sq ft for the first floor, $0.015 for each added floor, $25 minimum |
| Fence / sidewalk / residential driveway | $10 / $15 / $15 |
| Work done without a permit | $50 investigation fee added |
For example, a new 2,000 sq ft house with no garage (unfinished basement included) pays a $100 building permit fee and a $60 electrical permit fee, plus the plumbing and mechanical items it contains.
Water and sewer connections are charged separately: a 3/4-inch water tap costs $400 plus the meter ($2,000 plus the meter in the area the City acquired from Public Water Supply District No. 1), and the residential sewer tap fee is $600 per unit. Disconnecting water and sewer service needs deposits of $400 and $300.
Contractor and trade licences
Electricians, plumbers and mechanical installers need a City licence, and so does anyone doing building, roofing, siding or concrete work or land disturbance over 3,000 sq ft. Licences are issued by the City Clerk, expire on December 31 and are renewed in January.
| Licence | Fee |
|---|---|
| Electrical, plumbing, mechanical or contractor licence | $175 a year |
| Electrical, plumbing or mechanical exam | $50 |
Rather talk it over?
Call 1-855-478-4290 →The City Code requires a score of at least 70% on the City’s written exam before an electrical, plumbing or mechanical licence is issued; the Code Enforcement page adds that the division may accept certain credentials in place of the local test, such as a passed Block and Associates exam, union journeyman status or a diploma from a certified institute, while a licence from another city does not count on its own. Contractors must carry at least $300,000 of general liability insurance. When the City adopts new codes, licensed contractors must attend the City’s seminar for their trade or retest.
An owner-occupant of a single-family home may do their own building, electrical, plumbing and mechanical work without a licence if they buy the materials and permits, do all the labor, call for inspections and live in the home for a year; no more than one such permit is issued in five years unless the owner has lived there a year after the certificate of occupancy.

Local Maryville rules
Codes: on December 22, 2025 the City Council adopted the 2024 International Building, Residential, Mechanical, Fuel Gas, Plumbing, Fire, Property Maintenance and Existing Building Codes and the 2023 National Electrical Code. The residential code amendments delete the energy efficiency chapter and the automatic sprinkler section and adopt the appendices on accessory dwelling units and tiny houses; the design criteria use a 31 psf ground snow load and a 36-inch frost depth.
Floodplain: Maryville takes part in the National Flood Insurance Program, using the Nodaway County flood maps dated January 22, 2020 (the residential code’s design table lists January 23, 2020). Development in a mapped flood area needs a floodplain development permit from the Public Works Director, and new or substantially improved homes must have the lowest floor, including any basement, 1 ft above the base flood elevation.
Water service: a new Chapter 720, adopted March 23, 2026, requires buildings on property within 100 ft of a public water main to connect within 60 days of official notice, and a privately owned public water system needs a $2,500 permit.
Short-term rentals: a short-term rental needs a City permit, applied for through the Public Works administrative assistant for a $125 fee and renewed every year. Guests are limited to two per bedroom and ten in all, the operator must answer complaints within 30 minutes, and the City may inspect the unit under the fire and building codes; Council agendas in 2025 and 2026 include public hearings on individual applications.
Downtown wiring: electrical work in buildings other than single-family homes in the Downtown Overlay District, roughly between Seventh, Vine, Jenkins and Fillmore streets, must meet the extra wiring rules of Section 525.020.
