Building permits in Harrisonville come from the City’s Building Division in the Community Development Department, not Cass County. Small jobs can be applied for by phone or email and larger ones by mail, email or the City’s SmartGov portal, and the fee is set by the project’s valuation under the 2026 Comprehensive Schedule of Fees. Since August 31, 2026 the City has enforced the 2024 International Codes and the 2023 National Electrical Code.
What requires a building permit in Harrisonville?
The City’s building permit application covers new work, additions, alterations, repairs, moving and removal of buildings. Electrical, plumbing and mechanical work is permitted through the same office, and no electrical wiring may start until the Community Development Department has issued a permit.
Permit needed
- New homes, commercial and industrial buildings
- Additions, alterations, repairs and demolition
- Detached sheds and other one-story accessory buildings over 120 sq ft
- Electrical, plumbing, mechanical and gas work
- Solar (PV) projects
- Signs, including commercial signs
- Residential re-roofing that involves structural repair or major electrical, mechanical or plumbing work
- Fences (the 2024 residential code amendments delete the IRC fence exemption)
No building permit
- Residential roof replacement with no structural or major trade work (roofers still need a City business licence)
- One-story detached accessory buildings of 120 sq ft or less
- Sidewalks and driveways on private property
Harrisonville’s 2024 residential code amendments cut the IRC shed exemption from 200 to 120 sq ft and delete its fence exemption. Exempt work must still meet zoning: detached accessory buildings sit at least 8 feet behind the front of the house and 8 feet from side and rear lines. Separate permits apply to land disturbance, floodplain development and work in the right-of-way.
Harrisonville building department: who handles permitting
The Building Division oversees all development and building activity in the city: building permits and inspections, plan review, signs and property maintenance. Its staff review construction plans, issue permits, carry out inspections and issue certificates of occupancy. Under the City’s adopted codes, the head of the Community Development Department acts as the Building Official. Property outside the city limits is outside the City’s permit system; Cass County runs its own Building Codes, Zoning & Environmental Health department (30508 S.W. Outer Road, 816-380-8134).

Harrisonville applications and forms
Apply online through the City’s SmartGov Permit Center, or use the PDF building permit application. The Building Division takes small projects by phone or email and larger projects by mail or email. Fees can be paid by phone or by mail, or left in the City Hall drop box marked “Building Permits”.
The Developer’s Toolbox page carries the rest of the forms: residential site plan and plan requirements, commercial permit plan submittal guidelines, a code modification request form, sign permits, land disturbance and right-of-way permits, the floodplain development permit application, and zoning, platting, variance and annexation applications.
Trade contractors: electrical, mechanical and plumbing contractors must have at least one person on staff who holds a master or residential trade licence from Kansas City or Independence, Missouri, or a Thomson Prometric (formerly Experior) test certificate with a score of at least 75. The licence or certificate is shown when the permit is applied for, and the City requires $500,000 general liability cover and workers’ compensation before it issues the business licence. General contractors and other construction businesses also need a City contractor/business licence from Community Development.
Homeowners: an owner who lives in an existing single-family house may do that home’s electrical, mechanical and plumbing work without a trade licence, provided the owner buys the materials and does the labor; the work still needs a permit and inspections.

Electrical, plumbing and mechanical work in Harrisonville
Trade work is permitted and inspected by the Building Division, and the permit application names the plumber, electrician and mechanical contractor on the job. The 2026 fee schedule lists no separate electrical, plumbing or mechanical permit fee. Harrisonville’s 2024 residential amendments delete the IRC sprinkler requirement for homes, ban copper tubing for gas-fired appliances, require water service pipe at least 42 inches deep and building sewers at least 12 inches below grade, and relax several GFCI and receptacle rules for garages, basements and kitchens.

The City’s January 2023 residential and commercial checklists still cite the 2018 codes; plans filed now must meet the 2024 codes.

Permit holders schedule every inspection themselves by calling 816-380-8958. The City’s permit application lists the inspections it may require: temporary electric, footing, under-floor plumbing, framing, rough plumbing and electric, water, sewer and gas lines, final plumbing and electric, mechanical, special inspections and occupancy. Each reinspection costs $35.
A residential permit holder must have the outside of the building fully enclosed within six months of the permit date; commercial buildings under 50,000 sq ft have six months and larger ones twelve. One six-month extension can be granted on a written request made before the permit expires.
Local Harrisonville rules
Rental Ready Program: since January 1, 2022, every landlord with property in the city limits must enrol. The landlord pays for a City business licence ($50 a year) plus $14 a year for each rental unit, and every rental needs an exterior inspection and proof of working smoke and carbon monoxide alarms. Inspections take place Monday to Friday between 8:30 a.m. and 4 p.m. A landlord without a licence or registration faces a $500 fine for each day, and late registration adds 10%.
Floodplain: Harrisonville takes part in the National Flood Insurance Program, using Cass County flood maps dated January 2, 2013. Chapter 420 of the City Code makes the City Engineer the floodplain administrator and requires the lowest floor, including any basement, of a new or substantially improved home to be at least 1 foot above base flood elevation; other buildings must meet the same height or be floodproofed. A floodplain development permit costs $250.
Land disturbance: disturbing an acre or more needs a land disturbance permit from both the City and the Missouri Department of Natural Resources.
Harrisonville building codes
Harrisonville adopted the 2024 International Building, Residential, Fire, Mechanical, Plumbing, Fuel Gas, Existing Building, Property Maintenance and Swimming Pool and Spa codes and the 2023 National Electrical Code on August 17, 2026, effective August 31, 2026. Its building code amendments delete the IBC energy chapter, and none of the 2024 adoptions listed by the City is an energy code.
