Building permits in Belton come from the City’s Community Development Department, not Cass County, and must be filed in the eTRAKiT portal. Fees follow the valuation table in the Unified Development Code: a new home valued at $300,000 pays a $1,425 building permit fee, before impact, tap and connection fees. Inspections requested by 4:30 p.m. are done the next business day.
What requires a building permit in Belton?
The City’s building permit requirements sheet lists the work that needs a permit and the work that does not. Zoning rules such as setbacks and lot coverage still apply to exempt work.
Permit needed
- New buildings and additions
- Repairs, remodels and finishes that involve walls, electrical, plumbing or mechanical work
- Roof replacement, new HVAC equipment and water heaters
- Solar installations and accessory dwelling units
- Pools, hot tubs and lawn sprinklers
- Garages, carports and sheds over 120 sq ft (sheds may be no larger than 200 sq ft)
- Covered decks and patios, uncovered decks over 30 inches above grade, ADA ramps
- Retaining walls over 30 inches, fences, and new or expanded driveways
No building permit
- Uncovered decks, patios and walkways under 30 inches above grade
- Sheds and playhouses under 120 sq ft with no utilities
- Foundation repair that does not remove or replace walls
- Paint, tile, carpet, cabinets, countertops and similar cosmetic work
- Window and door replacement with no change in opening size
- Repaving or striping parking lots and driveways
Retaining walls over 30 inches need a guard and walls over 4 feet need engineered plans. Work in the right-of-way, including replacing a driveway in the same place, and land disturbance need a Public Works permit instead. Starting work before the permit is issued doubles the permit fee.

Belton applications and contractor licences
Since October 28, 2024, all permits, licences and planning projects have been filed in eTRAKiT. Register an account, then submit the application and documents, pay, track the review and schedule inspections in the same portal; the City posts step-by-step guides for registering and scheduling. Deck and patio permits need the City’s deck and patio information sheet uploaded with the application, and the Permit & Zoning Guides cover sheds, basement finishes, room additions, pools, fences, driveways, demolition and commercial submissions.
Licences: every general contractor and subcontractor on a job must be licensed with the City of Belton, and electrical, plumbing and mechanical permits need a master licence. A permit is not issued until all contractors and subcontractors are listed and their licences approved.
Belton permit fees
Building permit fees are set in Appendix A of the Unified Development Code, last amended by Ordinance 2026-4978 on May 26, 2026, and repeated in the City’s 2024 Schedule of Fees. Valuation is the total value of the work, including materials, labor and the electrical, gas, mechanical and plumbing systems.
| Valuation | Fee |
|---|---|
| Up to $25,000 | $42 for the first $3,000 plus $7.40 for each additional $1,000 |
| $25,001–$50,000 | $205 for the first $25,000 plus $5.80 for each additional $1,000 |
| $50,001–$100,000 | $350 for the first $50,000 plus $5.50 for each additional $1,000 |
| $100,001–$500,000 | $625 for the first $100,000 plus $4.00 for each additional $1,000 |
| $500,001–$1,000,000 | $2,225 for the first $500,000 plus $4.00 for each additional $1,000 |
| Over $1,000,000 | $4,225 for the first $1,000,000 plus $4.00 for each additional $1,000 |
Not sure this scope needs a permit?
Get a free quote →The minimum fee is $42, and part of $1,000 counts as a full $1,000. For example, a project valued at $300,000 pays $625 plus 200 × $4.00, or $1,425.
A new house also pays the fees the City lists for new residential construction:
| Item | Fee |
|---|---|
| Arterial street impact fee | $620 per single-family detached house ($620 per p.m. peak-hour trip) |
| Water impact fee, 3/4-inch meter | $3,090 |
| Water tap, 3/4-inch meter | $400 |
| Sanitary sewer connection, residential | $47 per trap, $1,200 minimum (the code adds that it depends on the sewer district and meter size) |
| Builder water deposit | $110 |
| Mud escrow | $500, refunded after the certificate of occupancy |
| Right-of-way permit | $62 base fee plus street cut and linear work charges |
The 2024 schedule lists a fence permit at $10 and a demolition permit at $84. The code lists no fire plan review fee, but the 2024 schedule adds fire fees for commercial kitchen hoods and fire suppression systems, set by the Fire Marshal’s office.
Electrical, plumbing and mechanical permits in Belton
Electrical, plumbing and mechanical work is permitted through Community Development in eTRAKiT and needs a contractor with a master licence registered with the City. The value of this work is included in the building permit valuation, and HVAC equipment, water heaters, a new panel or a new bathroom all need permits. Belton enforces the 2017 National Electrical Code and the 2018 mechanical, plumbing, fuel gas, private sewage disposal and energy conservation codes with local amendments.

Application documents for a new home
- Completed building permit application in eTRAKiT
- Plot plan signed and sealed by a Missouri-licensed engineer or land surveyor, showing easements, setbacks and the building footprint
- Two sets of building plans meeting the 2018 IRC, sealed by a Missouri-licensed architect or engineer, with elevations, foundation, floor plans, roof, truss and wall details
- Right-of-way and land disturbance permits from Public Works
Builders who use the same plan more than once can register a Master Plan with elevation, basement, foundation and garage options. Under UDC Section 10-53, as amended on May 26, 2026, a permit expires if work does not start within 180 days of issue or stops for 180 days, and each passing inspection resets the 180 days; an expired permit needs a new application and fee. Extensions are requested from the Community Development Director before the permit expires. The City’s new-home packet still describes a 12-month permit.

Schedule building inspections in eTRAKiT or on the Building Inspection Line (816-892-1260). Requests made by 4:30 p.m. are scheduled for the next business day; later requests are fitted in where possible. Public Works inspections are booked on their own line (816-892-1283).
A new house is inspected at the footing, pads and columns, foundation wall, plumbing ground rough, slab, water and sewer service lines, temporary electric, rough-in (framing, concealed plumbing, electrical and HVAC), firewalls, permanent electric, deck pier holes and final. Erosion control is checked at every visit, and an inspection is cancelled if it has failed. A full certificate of occupancy needs the landscaping 100% complete, including at least one front-yard and one rear-yard tree and sod on all yard areas; special or third-party inspections are accepted.
Local Belton rules
Rental registration: every rental unit in the city must be registered in eTRAKiT, at $20 per unit every 12 months, and inspected between tenants. Late renewals cost $50 for each 30 days past due, and a late inspection or reinspection costs $20. Short-term rentals, approved by the City Council on November 25, 2025, are allowed only in the Old Town Belton Redevelopment Area and on single-family lots over 3 acres; they pay a $70 annual registration fee and a $50 inspection fee.
Floodplain: Belton takes part in the National Flood Insurance Program, using Cass County flood maps dated January 2, 2013. Under Chapter 32 of the Unified Development Code the Director of Public Works is the floodplain administrator, and a new or substantially improved home must have its lowest floor, including the basement, 1 foot above the base flood level.
Permit reports: Community Development posts monthly permit reports and quarterly development reports.
Belton building codes
On September 27, 2022 the City Council adopted the 2018 International Building, Residential, Mechanical, Plumbing, Fuel Gas, Energy Conservation, Existing Building, Private Sewage Disposal and Fire codes and the 2017 National Electrical Code (Ordinances 2022-4738 and 2022-4739), effective January 1, 2023. The local amendments limit the IRC shed exemption to 120 sq ft.
Missouri has no mandatory statewide building code for private construction: a county, fire protection district or municipality may adopt one (usually by reference under RSMo 67.280), and in parts of the state none has. Building codes in Missouri
